WHEREAS, the undedicated streets, drives and roadways located on the Texas Technological College Campus are permissively used by' students and the public gene~; and, WH.KIUUS, Section 9 (liM), Ordinance No. 1461 provides that the Cit;r · Traffic Engineer shall plaoe signa at such loca tiona on the Texas Teabnologioal College Campus ae DBJ' be deemed necessary to carr;r out the intent and purposes ot such Ordinance No~ 1461; and, WHEREAS, it is necessary in the interest of public safety and changed traffic conditions creating a public hazard to require that no-parking areas be established on the above described streets, drives or ro8dwfQ'11; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOOK, SECTION 1. That No-Parking Zones BE, and are hereby' established on the following described portions or streets, drives or roadways, and it ehall hereafter be unlawf'ul :for aq person ope:r&ting, driving or J.n control of a Tehicle to allow, parmi t or suffer such vehicle to be p!lrked in the portions of streets, drives or roadwaya hereinafter described aa coll8tituting No-Parking Zones. SEat'ION 2. That thoee portions or et.reets, drives or roadways referred to in Section 1 (One) of this Ordinance as No-Parking Zonas are as rollowsa . , . A. 'l'bat the Traffic Engineer ie authorized and directed to paint o:-cauae to be painted, the curbs and to erect signs indicating No..Farking Zones coMistent; with the provisions of this Ordinance and Ordinance No. 1461. u · SECTION 4. That any person who shall s'Uf'fer or permit aey whicle opeNted, driven or controlled by him to be parked in the areas described in Section 2 (Two) of this OrdinanCe shallt upon conviction, be fined in any sum not exceeding Two Hundred Dollars ($200 J. · S~TION s. That all portions of other ordinances in conflict with the provisions ot this Ordinance are hereby repealed. SECTION 6. That the City Secretaey is hereby authorized to cause publication or the descriptive caption of this Ordinance, together with the penalty clause, as an alternative mthod provided by law. SECTION 7. That the enactment of this Ordinance, being !lecessary to the public safety and to provide for a greater use of the public streets, drives or roadways, and due to the challged traffic conditions is declared to be an emergeney llleasure, thereby creating a. public necessity that the rule requiring proposed ordinanoes to be presented at two (2) separate meetings be dispensed with, and this Ordinance shall be effective from the date of publication as herein provided. AND IT IS SO ORDERED.
