HomeMy WebLinkAboutOrdinance - 1453-1953 - Designating One Way Alleys For Vehicular Traffic - 09/10/1953~ Co py 10-2-53 t o City Engr Plan Engr City Att y Police u 0.9 -t 0 ,.. 1..953 ORDINANCE NO. 1453 ds -@$-\~s-e, ___ _ AN ORDffiANCE DESIGNATING ONE-WAY ALLEYS FOR VEHICULAR TRAFFIC IN BLOCK NO. 115, ORIGINAL TOWN OF LUBBOCK, SAID BLOCK LYING WITHIN AND BEING BOUNDED ON THE NORTH BY MAIN STREET, ON THE SOUTH BY BROADWAY, ON THE EAST BY AVENUE M, AND ON THE WEST BY AVENUE N; PRESCRIBING THE SIZE AND WORDING OF SIGNS DESIGNATING ENTRANCE AND EXITS OF ONE-WAY ALLEYS, THE HEIGHT OF SIGNS FROM ALLEY SURFACE; PROVIDING PENALTIES NOT EXCEED- ING $200 FINE FOR OPERATING VEHICLES IN SAID DESIGNATED ALLEYS IN VIOLATION OF THE PROVISIONS OF THIS ORDINANCE; AND DIRECTING CITY SECRETARY TO PUBLISH THE DESCRIPTIVE CAPTION OF THIS ORDINANCE WITH PENALTY SECTIONS. WHEREAS, the alleys in Block 115, Original Town of Lubbock are narrow and inadequate to accomodate vehicular traffic in more than one direc- tion, and due to the increased traffic in said alleys the alleys have become congested, creating an unsafe and undesirable conditioni and, WHEREAS, the City Commission finds it will be in the public interest to limit the use of said alleys to one-way vehicular traffic in order to expedite the movement of vehicles and the loading and unloading of commodities as well as persons, by public and private conveyance; THERE FORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. That the alleys at the following location, and as hereafter described, are designated as one-way alleys for vehicular traffic, with entrance to said alleys and direction of travel indicated .in the following sections. SECTION 2. The North .. South alley in Block ll5, Original Town of Lubbock, between Avenue M and Avenue N, with entrance on Broadway, with direction of travel North, extending to the intersection of the East and West alleys. SECTION 3. The East-West alley in Block 115, Original Town of Lubbock, between Broadway and Main Street, beginning at the intersection with the North .. South alley and extending West to Avenue N, with direction of travel West. SECTION 4. SIGNS AND LOCATIONS: Proper signs will be placed in conspicuous locations in the alley entrances, exits and intersections. In the alley entrances there will be placed 18" x 24" black and white signs with arrows and iriscriptions reading "ONE-WAY"; in the alley exits there will be placed 18" x 24" black and white signs reading "ONE-WAY, DO NOT ENTER"; at the alley intersections there will be placed 18" x 2411 black and white signs to show where left turns and right turns are not permitted. All signs will be securely attached by suitable means in a pertinent and conspicuous location to telephone poles, power line poles, per- manent posts, permanent fences and buildings, with the consent of the owners of such poles, fences, posts and buildings. HEIGHT OF SIGNS FROM ALLEY SURFACE: The signs • shall be placed so that the bottom of each sign will be between seven {7) feet I and nine (9) feet above the alley surfaoe. ' " \ ( SECTION s. It shall hereafter be unlawful for any person to operate a vehicle in the alleys designated in Sections Two (2) and Three (3}, or to drive or permit the driving or operation of any vehicle upon any of said alleys in violation of the provisions of this Ordinance. SECTION 6. It shall be unlawful for any person to operate or permit the operation of any vehicles in the alleys designated in Sections Two (2) and Three (3) of this Ordinance unless such operation shall be in compliance with the signs and directions shown thereon, and placed at locations established for so.cb signs by the provisions of this Ordinance. SECTION 7. Any person who shall violate any of the provisions of this Ordinance shall be fined, upon conviction, in any sum not exceeding Two Hun- dred Dollars ($200}. SECTION 8. The City Secretary is hereby authorized and directed to publish the descriptive caption of this Ordinance, together with penalty se:c,tions 5, 6 and 7, as an alternative method of publication provided by law. AND IT IS SO ORDERED.
