AND 5:'00 P.M.; AUTHORIZING THE PLACEMENT OF UNIFORM ttNO PARKmG11 SIGNS; PROVIDING A PENALTY BY FINE NOT EXCEEDING $200 FOR VIOLATION OF THIS ORDINANCE; DECLARING AN EMERGENCY1.AND DffiECTING PUBLICATION. WHEREAS, Avenue P between 19th and 21st Streets is a narrow street and needed for a heavy flow of traffic during the daytime, and parking conditions now existing have created excessively hazardous conditions detrimental to public safety; THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. It shall be unlawful for any person to park any vehicle, including motor vehicles, on the East side of Avenue P between 19th Street and • 21st Street between the hours of 8:00A.M. and 5:00 P.M. SECTION z. Uniform "No Parking" signs, showing the time between which parking is prohibited, shall be placed on the East side of Avenue P between 19th and Zlst Streets. SECTION 3. Any person violating the provisions of this ordinance shall, upon conviction, be fined in any sum not exceeding Two Hundred Dollars ($200). SECTION 4. The fact that parking conditions on Avenue P between 19th and 21st Streets are now creating excessively hazardous conditions imperative in nature and requiring immediate regulation in the interest of public safety, creates an emergency, requiring that all rules relating to the reading of ordinances on more than one time be suspended, and the same are hereby sus- pended, and the. provisions of this ordinance shall become effective on the date of first reading. · SECTION 5. The City Secretary is authorized to publish the caption and the penalty clause of this ordinance, as an alternative method of publication authorized by law. AND IT JS SO ORDERED.
