WHEREAS, the City Commission has as resul\ of changed traffic conditions adopted the reooDmEu:vlation of the City Traffic Engineer to change certain one-hour parking meters to ~minute parking metersJ NOW, THEOREli\1RE, BE IT ORDAINED BY THE CITY COMMISSION OF THE 'CITY OF LUBBOCK: SECTION 1. That Section 23 of Ordinance No. 5 64, as amended by Ordinan No. Ul4, is hereby amended so as to change and modity the length or time parking is permitted in parking aters spaces Nos. 14-11-16, 14-ll-18, 14-ll-20, 14-ll-22, K-13-23, K-13-21, K-13-19 and K-13-17 so as to prohibit parki131 for a longer continuous period than 24 minutes. SECTION 2. That the City Traffic Engineer is hereby authorized and directed to make the necessary mechanical changes in the meters set out in Section 1 (One) or this Ordinance so as said meters will operate on a 24-minute, two-peDJlT or one-nickel buia. SECTION 3. That part of the provision of any Ordillance or Order in conflict vith this Ordinance is hereb;r repealed. '-' SECTION 4. A1.:1¥ person, firm or corporation who shall violate, aid or abet the violation ot any provision of this Ordinance shall, upon conviction, be tilled in &fl1' sum not to exceed Two Hundred Dollars ( $200) • SECTION 5. The City Secretary is here by directed to cause publication ot the descriptive caption of this Ordinance together ldth the penalty clause as an alternative method provided by-law. SECTION 6. That the enactment or this Ordinance being necessary to the public safety and to provide for a greater use of the public streets and due to the changing traffic conditions is declared to be an emergency measure therebr creating a public necessity that the rule requiring proposed ordinances to be presented, at two separa~ meetings be dispensed with and this Ordinance shall be ettective.trom the date or publication as herein provided.
