WHEREAS, in the interest of public safety, changed traffic conditions, C,VV'~ ..;\~-' business loading and unloading requirements (make imperative immediate changes in {.g..-~ !J the es tablishmen~ of' freight loading zones; NOW, THEREFORE, BE IT ORDAmED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. That Freight Loading Zones BE, and are h~reby established in the following locations: A. On the East side of the llOO Block of Avenue J, beginning at a point on the intersecting right-of- way lines o£ Broadway and Avenue "J" and extending a distance of 20 feet North. B. On the South side of the 1100 Block of 13th Street, beginning at a point 72 feet West of Avenue J and extending West a distance of 22 feet • . SECTION 2. That part o£ any ordinance or order in conflict herewith is hereby repealed. SECTION J. That the Tra:ffic Engineer is hereb,y authorized and directed to cause the curbs in the above .des((';rl.bed zone to be painted and such zones~ plainly marked as Loading Zones. SECTION 4. Due to the changing traffic conditions creating a hazard injurious to the public and the public's use of the streets the enaotrnent of this ordinance is declared to be an emergency measure, thereby creating a public necessity that the rule requiring proposed ordinances to be presented at two (2) separate Commission l•eetings be dispensed with and this ordinance shall be effective from the date of its passage as provided by law. AND IT IS SO ORDERED.
