'* AN ORDINANCE AMENDING SECTION 23 OF ORDINANCE NO. 564, THEREBY CHANGING CERTAIN PARKING METERS NOS. 15-9-28., 15-9-30 AND 15-9-32 FROM ONE-HOUR PARI<ING TO TVIENTY-FOUR MINUTE PARKING; ESTABLISHING A T~lENTY-FOUR MINUTE PARKING METER ZONE ON THE EAST SIDE OF THE 1000 BLOCK OF TEXAS AVENUE, BEGINNING 125 FEET SOUTH OF MAIN STREET AND EXTENDING SOUTH A DISTANCE OF TWENTY-FIVE {25) FEET; AUTHORIZING THE INSTALLATION OF PARKING 1•1ETER NO, I-11-11; REPEALING ALL CONFLICTING ORDINANCES PROVIDING A PENALTY; AUTHORIZING PUBLICATION; AND DECLARING AN EMERGENCY. WHEREAS, the City Commission has adopted the recommendation of the City ~raffic Engineer that the No-Parking Zone on the East side of the 1000 Blodk of Texas Avenue be changed to a twenty-four {24)-M:i.nute Parking Meter Zone; and, .. WHEREAS, the City Commission has passed certain Ordinances designating the above mentioned meters as one-hGur meters and the need exists to facilitate the public's use of the streets to change such one-hour meters to twenty-four (24)- minute meters and to change the(No-Parking Zone . to Twenty-four (24)-Minute Parking Meter Zones; NOW, THEREFORE, , BE IT ORDAINED BY THE CITY COMM[SSION OF THE CITY OF LUBBOCK: SECTION 1. That Section 23 of Ordinance No. 564 be amended as follqws: 1\renty-four Minute Parking Zone, Parallel Parking--Meter spac~s N6a~ ~5-9-28, 15-9-30 and 15-9-32, located on th~\ North side of 900 Block of 15th Street, beginning at the East side of Texas Avenue and extending East a distance o~ seventy-five feet (75'). SECTION 2. That the City Traffic Engineer be, and he is hereb.Y authorized and directed to cause the following numbered parking meters to be changed from One-nickel, One-hour Parking to One-penny, Twelve-Minute; Two-Pennies or One-nickel, Tvtenty-four-Minnte Parking: 15-9-28, 15-9-30 and 15-9-32. SECTION 3. That Section 23 of Ordinance No. 564 be hereby amended so as to change and modify the parking on the street hereinafter referred to with the following provisions: That a parking meter zone is hereby disignated and established in the City of Lubbock, said parking meter zone to embrace that part of the street hereinafter designated which shall limit the time ~~ parking as foll~ to-wit2 Twenty-four-Minute Parking Zone, Parallel Parking--Meter space No. I-11-11, which parking meter space is situated al9ng the following area; On the East side of the 1000 Block of Texas Avenue, beginning 125 feet South of Main Street and extending South a distan~ of 25 feet. SECTION 4. That part of any provision of any ordinance or order con- flicting with this Ordinan~ is hereb,r repealed. SECTION 5. The City Secretary is hereby directed to cause publication of the descriptive caption of this Ordinance together v1ith the penalty herein provided as an alternative as provided by law. 1 ~~ ' c SECTION 6. Any person, firm or corporation who shall violate any of the provisions of this Ordinance shall, upon conviction, be fined in any sum not to exceed $200.00. SECTION 7. That the enactment of this Ordina~qe, being necessary to the public safety and to provide for a greater use of the p~blio ptreets, is declared to be an emergency measure, thereby creating a public neoessity that the rule requiring proposed ordinances to be presented at two (2) separate meetings be dispensed with and this Ordinance shall be effective from date of publication as herein provided. AND IT IS SO ORDERED.
