WHEREAS, traffic has increased on Avenue A and Broadway Street and certain arsons are parking vehicles on and along both sides of said Avenue A and Broadway Street; and, I WHEREAS, parking on both sides of Avenue A between Broadway and Thirteenth 1(13th) Streets and on Broadway beginning at Avenue A and extending East a distance of One Hundred Fifty feet (150') creates a traffic hazard injurious to the public nterest and the public1s use of said street, THEREFORE, BE IT ORDAINED BY THE CITY COhmSSION OF THE CITY OF LUBBOCK: SECTION 1. That No-Parking Zones be, and are, hereby established on the fol· owing describ~d portions of streets, and it shall hereafter be unlawful for au, erson operating, driving or in control of a vehicle to allow, permit or suffer ~uch vehicle to be parked in po~ions of streets hereinafter described constituting ,!the No-Parking Zones. SECTION 2. That the portions of streets referred to in Section One (1) of his Ordinance are as follows; to-wit: A. The East side of' Avenue A extending from Broadway on the North to Thirteenth (13th) Street on the South. B. The South side of Broadway beginning at Avenue A and extending East a distance of' One Hundred Fifty feet (150'}. SECTION 3. That the Chief of Police is authorized and directed to paint the urbs to indicate a No-Parking Zone, and to erect signs consistent with the pro-isions or this Ordinance. SECTION 4• Any person who shall permit or suffer any vehicle operated, riven or controlled b.Y him to be parked in the areas described in Section Two (2) •f this Ordinance shall, upon conviction, be fined in aey-sum not exceeding Two undred and N0/100 ($200.00) Dollars. SECTION 5. That all portions of other ordinances in conflict with the pro-visions of this Ordinance are hereby repealed. SECTION 6. The City Secretary is hereby authorized and directed to cause ublioation of the descriptive caption of this Ordinance tog~ther with penalty claus s an alternative method as provided b,y law. SECTION 7. That due to the changing traffic conditions creating a hazard njurious to the public and the public1e use of the streets, the enactment of this 1rdinanoe is declared to be an emergency measure, thereby creating a public neces-ity that the rule requiring proposed ordinances to be presented at two (2) separate ~etings be dispensed with,and this Ordinance shall be effective from the date ot ublication as herein provided.
