ESTABLISHING A PASSENGER-LOADING ZONE AT SUCH .LOCATION; REPEAUNG THAT PART OF ANY ORDINANCE AFFECTING SUCH LOCATIONi PROVIDING A PENALTY; AND DECLARING AN EMERGENCY. . BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. That a passenger-loading zone is hereby established on the "" West side of Avenue H between Broadway and the first alley south of Broadway, and the placing of uniform signs and painting of curbs to designate such area consistent with the provisions of this ordinance is hereby authorized and directed. SECTION z. AuthoriZed officials of the City of Lubbock are hereby dir- ected to cause the removal of parking meters Nos. H-lZ, ..;oz, -04, -06, -08, -010. SECTION 3. It shall hereafter pe unlawful for any person to park or per- mit the parking of any vehicle within ~he area described in Section 1 (One) of this ordinance. SECTION 4. The area described in Section 1 (One) of this ordinance shall not be used except by motor vehicles which are permitted to be stopped within the area for the purpose of expeditiously loading and unloading passengers. SECTION 5. Any person who shall violate the provisions of this ordinance shall, upon conviction, be fined in any sum not exceeding Two Hundred Dollars ($200). SE.CTION 6. That part of any ordinance in conflict with the provisions of this ordinance is here by repealed. SECTION 7. The fact that off-street parking facilities have been provided which will greatly faeilitate the handling of peak-period traffic, and public nec- essity and convenience require that a location be established for the loading and unloading of passengers creates an emergency, and this ordinance shall become effective upon passage. AND IT IS SO ORDERED.
