HomeMy WebLinkAboutOrdinance - 1149-1951 - Modifying The Provisions Relating To The Payment Of Cost-Of-Living Adjustments. - 09/28/1951c 0.9 -2. e -.9G;J ORDINANCE NO. 1149 AN ORDINANCE MODIFYING THE PROVISIONS RELATING TO THE PAYMENT OF THE COST-OF-LIVING BONUS SO AS TO EXCLUDE CERTAIN CLASSES OF EMPLOYEESi ESTABLISHING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY. WHEREAS, the Texas Legislature has passed an Act establishing minimum payments for city employees under Civil Service, and in connection with adoption of the budget for the fiscal year beginning October 1, 1951, the City Commission finds that the payment of the cost-of-living bonus to tern- '(,/' porary and other transient employees and the bookkeeping, auditing and accounting in connect ion therewith is unnecessarily expensive and burdensome, and the Commission further f inds that by the elimination of the bonus payments to certain employees and the e stablishment of direct pay rates will be more economical to the City with r eference to the employees named, and that such adjustment should be promptly made to facilitate general appropriation ordin- ances and the adoption of the budget, t ogether with payrolls and accounting procedures necessary to be placed in effect prior to October 1, 1951, creates an emergency; and,this ordinance shall be in full force and effect from and after its passage according to its terms, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. The provisions relating to bonus payments, as provided in the Minutes of the City Commission, Volume 6, page 418, ·491, 592, and Volume 7 at page 361, are hereby amended as follows: (a) Effective October 1, 1951, the bonus provisions shall not apply to the following employees: (1) The Fire Department or. the Police Department coming within the provisions of the Civil Service Act. (2) Chief of Fire Department and Chief of Police Department. (3) All temporar y employees paid on an hourly basis, and all such employees shall be considered 11temporary emp1oyees11 until they have been regularly employed for a period of not less than six (6) months or have been certified by the department head t o be a permanent employee. (4) All seasonal employees, such as employees at the Swimming Pool, Recreation Department, Garbage Department, and other employees employed on a temporary,emergency or seasonal basis,. (5) The Airport Manager and the City Health Officer. (6) Any other employee designated by the City Commission. SECTION 2. Except as provided in Section l (One) of this Ordinance, the provisions relating to the payment of bonus based on cost-of-living indexes as published by the United States Department of Labor, shall apply to all regularly appointed City officials and employees.
