WHEREAS, thereterists in the:.&iity of Lubbock mechanical traffic control lights which were erected and installed under the color of authority, and, WHEREAS, the vehicular traffic in the City of Lubbock has increased to such a number as to constitute a:td to create a traffic hazard at the here- inafter described intersections, and, WHEREAS, authority is desired for the erection and maintenance of traffic devices in order to enforce the traffic ordinances of the City of Lubbock, NOW, THEREFORE. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK; SECTION 1. There is hereby authorized the establishment, the erection and maintenance of mechanical traffic control lights at the following intersec- ti~·n the City of Lubbock: ) , .). \. The City Commission shall by resolution designate the department or city official that shall be responsible for the erection and main- tenance of the mechanical traffic control lights in the City of Lubbock. SECTION 3. The department or city official that shall be named respon- sible for the erection and maintenance of the mechanical traffic control lights shall determine by traffic counts at the respective intersections the time cycle required for each movement of traffic to move the vehicular traffic in a safe and expeditious manner through the said intersections, and after the time cycle has been determined and the control box on each of the said lights has been set by, or by the authority of, the city official or department head responsible for the maintenance of said light, no person shall alter, change or tamper with the time cycle unless authorized by the responsible city official~ however, in time of an unusual large amount of traffic entering the said intersections for a brief period of time, the person in charge of traffic through the intersection may . manually operate the mechanical traffic control light, and when the traffic volu:m.e has decreased to the normal amount, the same time cycle shall be set up in the control box of said light as before the manual operation commenced .. c SECTION 4. Any person who shall violate, aid or abet_the violation of any provision of this ordinance shall, upon conviction, be fined in any sum not exceeding the sum of Two Hundred Dollars ($200). SECTION 5. That all ordinances· and portions of ordinances ~conflict herewith are expressly repealed. SECTION 6. That the City Secretary is hereby directed to cause publi- cation of the descriptive. caption of this ordinance, together with the penalty clause, as provided by law. AND IT JS SO ORDERED.
