AN ORDINANCE AMENDING SECTION 23 OF f>RDINANCE NO. 564
AND SECTION 5, SECTION 6 A;ND SECTION 25 OF SAID ORDINANCE BY ADD-
ING SECTIONS 5-A AND 6-A, PROVI9lNG FOR PENNY METERS FOR TWELVE
(12) MINUTES' PARKING, AND ADDING SECTION 25-A, PROVIDING FOR
PENNY (ONE CENT) PAYMENT FOR PARKING IN SUCH ZONES; ESTABLISH-
ING A TWELVE (12)-MINUTE ZONE ON THE NORTHSIDE OF BROADWAY
BETWEEN AVENUE 11G 11 AND AVENUE 11H11, AND ON THE WEST SIDE OF
AVENUE "G" BETWEEN MAIN STREET ~ND BROADWAY; AUTHORIZING
PLACING OF TWELVE -MINUTE METERS; PROVIDING A PENALTY; MODIFY-
ING ALL ORDINANCES CONSISTENT WITH THE PROVISIONS OF THIS ORDIN-
ANCE WHICH AFFECT THE STREETS DESIGNATED BY THIS ORDINANCE;
AND DIRECTING PUBLICATION.
BE. IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT Ordinance No. 564 is hereby amended by adding Section
5-A, which shall read as follows:
"SECTION 5-A. THAT twelve (12)-minute parking meter zones are
hereby created, and said parking meters shall be so situated and
placed as to display a signal showing legal parking with the adjacent
and adjoining parking space upon the deposit in said meter of a one•
cent (one penny) coin of the United States of America for a period of
time as herein set out and established for the part of the street
designated as a parking space, adjacent to and adjoing which said
meter is placed, which said parking space shall be identified and
1' designated by proper markings as herein provided. Each meter
shall, by a mechanical device, ~egin and continue in operation frolb
the time of the deposit of such c)ne-cent coin therein until the expira-
tion of the twelve (12)-minute parking period, as fixed by ordinanc~
as the parking limit for the part of the street adjacent to which ~aid
meter is located. Each meter shall be so mechanically adjusted
and arranged that upon the expiration of the time of said parking
limit for such parking space, such meter shall indicate, by a
mechanical operation and the showing of a proper signal, that the
lawful parking period for such parking space adjacent to said meter,
as herein provided, has expired. 11
SECTION z. Ordinance No. 564 is hereby amended by adding Section 25-A,
which shall read as follows:
"SECTION 25-A. The one-cent (penny) coins required to be deposited
in the parking meters as provided herein are hereby levied as a
Police regulation, supervision and inspection fee to cover the cost of
inspection, supervision and regulation involved in the installation,
operation, upkeep and maintenance and the use of parking space and
twelve {12)-minute parking meters describes herein and involved in
checking up and regulating the parking of vehicles in the parking-
meter zones created hereby. 11
SECTION 3. Ordinance No. 564 is hereby amended by adding Section 6-A,
~£SECTION 6-A.. That when any vehicle shall be parked in a parking
space as herein provided, alonaside of, adjacent to and adjoining a
twelve {12)-m.inute parking meter which is located under the provis-
.' ion~ o.f this ordinance'or by an amendment .hereto, the owner,
operator'; manager or driver of said. vehicle shall, upon entering
said parking spac.e, im.m.ediately deposit a one-cent {penny) coin
of the United States of Am.e:rica in the parking meter alongside
of, adjacent to or adjoining said parking space, and said parking
space may then be lawfully used by such vehicle for the purpose of
parking during the parking limit of twelve (12) minutes provided
for by this ordin'an.ce of the City of Lubbock, for the portion of the
street on which said parking space is located. u
SECTION 4. THAT a Parking-Meter Zone is hereby designated and
established in the City of Lubbock, said Parking-Meter Zone to embrace
that part of the streets hereinafter designated, which shall limit the time of
parking as follows:
{1) TWELVE-MINUTE {PENNY) PARKING ZONE -PARALLEL PARK-
.> ING ..
a. On the North side of Broadway between Avenue G and Avenue H.
b. On the West side of Avenue G between Main Street and Broadway
SECTION 5. THAT all provisions or portions of any ordinance in con-
flict with the provisions of this ordinance, insofar as the same relate to the
streets designated, are hereby modified and shall be construed consistent with
the provisions d. 1his ordinance, provided that nothing herein shall ever be
construed as affecting any part of Ordinance No. 564 except as herein expressly
provided.
SECTION 6. The Chief of Police is directed to place parking meters
indicating the time designated on that part of the streets designated by Section 4
of this O"rdinance.
SECTION 7. Any person, firm or corporation who shall violate or aid
or abet the violation of any provision of this ordinance and Ordinance No. 564
shall, upon conviction, be fined in any sum not exceeding Two Hundred Dollars
($200).
SECTION 8. The City Secretary is directed to publish the descriptive
caption of this ordinance, together with the penalty clause, as provided by law.
AND IT IS SO ORDERED.
Passed and approved by unanimous vote of the City Commission on first
reading this 26th day of July, 1951.
