WHEREAS1 Ordinan~e No. 894 provides for positions in the
classified serv1ce of the City of Lubbock and the Civil Service
Commission has recommended the establishment under the provisions
of said Ordi~ce of the position of Lieutenant of Police, and
WHEREAS, such positionsin connection with the Police
Department prov1de for the usual daily operation thereof and
such positions shall be immediately established, THEREFORE
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
LUBBOCK, TEXAS: . .
SECTION 1. That Exhibit "A" of Section 10 of Ordinance
No. 894 is hereby amended so as to include the following position
in the Police Department, to-wit:
LIEUTENANT OF POLICE

· This is supervisory and technical work in supervising a
major phase of police operations, specialized field and/or office
police work. -
~ Employees' work in this class consists of responsibility
for assistance in .the supervision of police patrolt traffic
regulatory or detective activities, or for the perrormance of
generalized duties. Employees frequently participate in the
work perfonmed by subordinate officers and assume complete
charge in the event o£ the absence of a superior officer.
Employees are given specialized WOfk instructions by ranking
officers on new assignments, but work independently in perfor-
ming required and assigned duties. Work is reviewed by inspec-
tion and thrpugh oral and written reports to superiors. S~per
vision is exercised over sergeants and a detail of patrolmen
or detectives.

EIAMPLES OF WORK:
Supervises and directs an assigned detail of patrolmen or
detectives.
May oall roll at beginning of the assigned shift. Inspects
patrolmen and detectives for appearance and equipment.
Patrols an assigned area observing, supervising and instru-
cting patrolmen or detectives in the performance ot their duties.
Issues specific instructions and assignments at scene or
activities.
Reviews Federal Bureau of Investigation reports and refers
pertinent records to other officers.
Assists the ranking officer in supervising and coordinating
work of the members of the patrol, traffic or detective division.
Reviews cases and assigns caaes to men.
Keeps records of cases assigned and outcome of investiga-
and submits reports to the superior officer•·
Takes cases and reports over phone.
Secures information from suspects, prisoners and witnesses.

Frequents questionable locations to obtain information in
regard tocriminal activities.
Prepares reports, on information secured.
Locates missing persons.
Assumea charge in absence of superior officer.
Keeps records, and makes reports. f
Reports breaches and infractions of rules and discipline.
Checks and reviews reports of daily activities and other
reports of patrolman, sergeants and/or dete~~iv.es.
Visits the scene of crimes, searches far and preserves
evidence, investigates and follows up clues and searches for and
apprehends violators.
May .make regular inspection of hotels, bowling al,leys,
dance halls, and other places where commercialized vice may be
ered.

On assignment, makes specialized vice investigations and
raids and appreh~nds violators.
May check pawnshops, second-hand stores, and junk shops
for stolen property. Appears in court to present evidence and testify against
persons accused of crime.
Performs related work as required or assigned.
DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of the rules and regulations of the
Department.
Working knowledge of modern police methods and procedures.
Working knowledge of pertinent fede~al and state laws, and
of municipal ordinances.
Working knowledge of the geography of the city and of the
location of important buildings. · . ·
Working knowledge of first aid principles and skill in
their application.
Ability to perform investigations.
Ability to understand and c~~Y out oral and written
instructions and to prepare clear and comprehensive written reports.
Ability to assign, instruct ~d review the work of subordin-
ates.
Ability to deal firmly and tactfully with other employees,
city officials and the general public.
Ability to keep clear records. .
Ability to work long hours and to withstand the physical
strain of police work.
Skill in the use of firearma.
Courage, good judgment, resoursefulness, integrity.
DESIRABLE EXPERIENCE AND TRAINING:
Education equivalent to that represented by graduation
from a standard. high school plus completion of police training courses. · ' ·
· Experience as a police patrolman, detective a·nd/or. sergeant.
Keen sense of observation and abili~y to remember names,
faces and details of incidents.
NECESSARY SPECIAL Q,UALIFICATIONS·:
Age: Minimum, 25
Physical Condition: Candidates must be able to meet the
medical requirements, including height. weight. as prescribed
in the Civil Service Rules.
Technical: Possession of a restric~ed radio-telephone
operator's permit as issued by the Federal Communications Commission
c SECTION 2. The tact that the subject matter of this
Ordinance deals with the usual daily operation of a City
department creates an emergency requiring the immediate
passage ot this Ordinance which shall be effective upon
its first reading and passage.
