HomeMy WebLinkAboutOrdinance - 957-1949 - Amending Section 15 Of Parking Meter Ordinance 564 - 11/23/1949�`— --- Repealed by Ordinance No. 4656 4 ORDINANCE 190. 957 AN ORDINANCE AMENDING SECTION 15 OF THE PARKING META ORDINANCEH 9N0. 564 SO AS TO INCLUDE SECTION 15B WHICH INCLUDES THE PROVISIONS OF THIS ORDINANCE AND MUVIDES _ A NEW PARKING METER ZONE ENBRACING THE LINITS AND DESIGNATED PARTS OF STREETS AS FOLLOWS: 2 HOUR ZONE, 700 BLACK BROADWAY FROM AVENUE F TO AVENUE G, BOTH SIDES, 700 BLACK MAIN STREET FROM AVENUE F TO AVENUE G, BOTH SIDES, 1200 BLACK AVENUE G FROM BROADWAY TO 13TH STREET, BOTH SIDES, 13TH STREET FROM AVENUE G TO AVENUE H, BOTH SIDES, LOTH STREET FROM AVENUE G TO AVENUE H, SOUTH SIDE ONLY, LOTH STREET TO MAIN STREET ON AVENUE G, WEST SIDE ONLY, AND 800 BLACK TEXAS AVENUE FROM 8TH STREET TO 9TH STREET, WEST SIDE ONLY; REPEALING ALL ORDINANCES RELATING TO THE DESCRIBED PORTIONS OF STREETS IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE AND ORDINANCE N0. 564; PROVIDIt)E A PENALTY FOR VIOLATION NOT TO EXCEED $100; DECLARING AN EMER° �OI�G GENCY AND DIRECTING THE CITY SECRETARY TO PUBLISH THE DESCRIPTIVE CAPTION OF THIS ORDINANCE TOGETHER WITH THE PENALTY CLAUSE WHICH IS SECTION 4 HEREOF; THEREFORE.. 'p 2 ' H BE IT ORDAINED BE THE CITY COMNI SSION OF THE CITY OF LUBBOCKt SECTION 1. That Section 15 of Ordinance No. 564 is hereby amended so that saL Section shall hereafter include the following section designated as Section 15B, which shall read as followst "Section 15B. That it shall be unlawful and an offense for any person, firm, or corporation operating a vehicle to permit such vehicle to remain standing or parked upon any of the streets within any of the parking spaces hereinafter designated for a longer continuous period then th4 time limit stated in Section 2, between the hours of 9:00 otclock A.M. and 6:00 otclock P.M. on any day except Sundays and holidays officially designated by the City Commission of the City of Lubbock, Texas." SECTION 2. That Section 23 of Ordinance No. 564 is hereby amended so as to change and modify the parking therein referred to and to adjust the time limit of parking vehicles on that part of the streets herein designated, and said Section 23 is hereby amended to include the following provisions: That a parking meter zone is hereby designated and established in the City of Lubbock, Texas, and said parking meter zone shall embrace that part of the streets hereinafter designated and limit the time of parking as follows, to -wit: TWO HOUR ZONE (a) 700 Block Broadway from Avenue F to :Avenue G, both sides. (b) 700 Block Main Street from Avenue F to Avenue G, both sides. (a) 1200 Block Avenue G from Broadway to 13th Street, both sides. (d) 13th Street from Avenue G to Avenue H, both sides. (e) 10th Street from Avenue G to Avenue H, South side only. f) 10th Street to Main Street on Avenue'G, West side only. (g) 800 Block Texas Avenue from 8th Street to 9th Street, West side only. SECTION 3. All provisions of other ordinances in conflict with the provisions of this ordinance relating to parking meters are hereby repealed PROVIDED nothing herein shall ever be construed as repealing any part of Ordinance No. 564 except as herein expressly provided. SECTION 4. That any person, firm or corporation who shall violate, or aid or abet to violate any of the provisions of this ordinance and Ordinance No. 564 which it amends, shall upon conviction, be fined in any sum not exceeding ONE HUNDRED ($100.00) DOLLARS. SECTION 5. Whereas, congested traffic conditions on the streets and in the areas before designated as a parking meter zone has created atraffic hazard with overtime parking in said areas directly contributing to existing traffic hazards ane-1 public welfare and safety require the immediate installation of parking meters, which condition creates and constitutes a public emergency which is hereby declared, to exist and creates an imperative public necessity that the rules relating to the reading of ordinances be and the same are hereby suspended and this ordinance shall take effect from and after its passage and publication one time in a newspaper of general circulation published in the City of Lubbock, Texas. SECTION 6. The City Secretary is hereby directed to cause publication of the descriptive catpion of this ordinance together with the penalty clause, being Secti 4, as an alternative provided by Chapter 10, Page 112, Acts 1939 of the 46th Legis- lature, as amended by Chapter 264, Page 463, Acts 191+7 of the 50th Legislature. AND IT IS SO ORDERED. Passed and approved first reading this day of November, 1949, by unanimou vote of the City Commission.
