That section 15 of Ordinance No. 564 1 is hereqy amended so that said section shall hereafter include the following section designated as Section 15A1 which shall read as follows2 "Section 15A. That it shall be unlawful and an offense for any person, firm or corporation operating a vehicle to permit such vehicle to remain standing or parked upon any of the streets within any of the parking spaces hereinafter designated for a longer continuous period than the time limit stated in Section Two, between the hours of 9:00 otclock A.M. and 6:00 o'clock P.M. on any day except Sunders and holidays officially designated by the City Commission of the City of Lubbock, Texas." Section 2. That Section 23 of Ordinance No. 564, is hereby amended so as to change and modify the parking meters therein referred to and to adjust the time limit of parking vehicles on that part of the streets herein designated, and said Section 23 is hereby amended to include the following provisionst That a parking meter zone is hereb7 designated and established in the City of Lubbock, Texas, and said parking meter zone shall embrace that part of the streets hereinafter designated and limit the time of parking as follows, to-witt 20 MINUTE ZONE f~~ (c) (d} TEX4S AVENUE on the East side between lOth Street and Main street. TEXAS AVENUE on the West side from loth Street North to the South boundary line of the American Legion property. BROADWAY on the South side, the first 3 spaces West of Texas Avenue. lOTH STREET on the South side, parking space nearest the Southeast corner of the intersection of lOth Street and Texas Avenue. ONE HOUR ZONE (a) (b) (c) (d) (e) (f) lOTH STREET on the South side from Texas Avenue East to the alley except the parking space nearest Texas Avenue shall be 20 minutes and an 18 feet loading zone placed adjacent to the rear door on the North side of the West Texas Gas Company building. lOTH STREET on the North side from Texas Avenue West to the alley. TEXAS AVENUE on the West side from the South boundary line of the American Legion property North to 9th Street. BROADWAY on the South side between Avenue "G" and Avenue ·~ EXCEPT the first three (3) spaces West of the intersection of Broadway and Texas Avenue which shall be 20 minute parking Bpi ces. BROADWAY on the North side between Avenue "H" and Avenue "L". AVENUE •H• on both sides between Broadw~ and 13th Street. TWO HOUR ZONE {a) BROADWAY on both sides between Avenue st• and Avenue "MD. (b) AVENUE "H" on the West side between 9th Street and Main Street. ~-- (c) I Avenue "Htt on the East side between loth Street and Main Street. (d} AVENUE "H", both sides between 13TH Street and 14TH Street. Section J. All provisions of other ordinances in conflict with the provisions o£ this ordinance relating to parking meters are hereqy repealed PROVIDED nothing herein shall ever be construed as repealing any part of Ordinance No. 564 except as herein expressly provided. Section 4• That a~ person, firm or corporation who shall violate, or aid or abet another to violate any of the provisions of this ordinance and Ordinance No. 564 which it amends, shall upon conviction, be fined in a~ sum not exceeding ONE HUNDRED ($100.00) DOLLARS. Section 5. This ordinance is passed concurrently with an ordinance regulating parallel parking and shall be construed consistent with the provisions of said ordinance. Section 6. Whereas, congested traffic conditions on the streets in the areas above designated as a parking meter zone bas created a traffic hazard with overw , time parking in said areas directly contributing to existing traffic hazards, and the need exists to adjust parking time limits within such designated parts of the streets named, concurrent~ with the passage of a parallel parking ordinance, all of which creates and constitutes a public emergency, which public emergency is h ereby declared to exist and creates an imperative public necessity that this ordinance take effect from and after its passage and publication for one time in a newspaper of general circulation published in the City of Lubbock, Texas. Section 7. The City Secretary is hereby directed to cause publication or the descriptive caption of this ordinance together with the penalty clause as an alternative provided by Chapter 10, Page 112, Ac~l939 of the 46th Legislature, as amended b,y Chapter 264, Page 46J, Acts 1947 of the 50th Legislature.
