ORDINANCE NO. 892
AN ORDINANCE ESTABLISHING THE OFFICE OF LOCAL REGISl'RAR OF BIRTHS AND DEATHS
FOR THE CITY OF LUBBOCK UNDER 'IHE PROVISIONS OF ARTICLE 4477, REVISED CIVIL
STATUTES OF TEXAS; PI:(OVlDING FOR THE COLLECTION OF FEES; PROVIDING FOR THE COL-
LECTION Al'ID DISPOOITION . OF FEES AND THE FEES TO BE COLLECTED; AOOPTING FORMS; ES-
TABLISHING . 'JliE DUTIES OF THE LOCAL REGIS'IRAR; AND PROVIDING FOR THE APPOIN'IMENT
OF A DEPUTY REGISTRAR; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COMMISSION -OF THE CITY OF LUBBOCK:
. SECTION 1. LOCAL REGISTRAR. There is hereby established the office of Local
Registrar of Births andDea~s for the City of Lubbock, under the provisions of
Article 4477, Revised Civil Statutes of Texas, as amended, with all the duties,
powers, responsibilities and obligations pertaining to the office of Local Regis-
trar as provided by the Public Health Laws of the State of Texas, and particularly
the provisions of Article 4472, relating thereto.
SECTION 2. COLLECTION OF FEES, SALARY, AJ.)OPTION OF FORMS, DISPOOITION OF
FEES. The Local Registrar shall, in lieu of the fees prescribed for local regis-
trars, receive a monthly salary. Such registrar shall collect all fees provided
under the State law for birth certificates, death certificates, correction cer-
tificates and all other certificates provided for therein, and all such forms of
certificates provided by the Texas Department of Health are hereby adopted as the
froms to be used by the Local Registrar of the City of Lubbock, and all such fees
shall be collected by the Local Registrar, a receipt therefor ·given to the payer,
and all such fees shall be paid into the General Fund of the City of Lubbock.
SECTION 3. FEES. The following fees shall be charged and col~ected by the
Local Registrar unless a different fee and amount is prescribed by State law, in
which event the fee under the State law shall be collected:
Certified Copies of Births and Deaths
Certified Copies of Correction Certificates
50¢
50¢ plus notary fees
authorized by law.
SECTION 4. DEPUTY LOCAL REGISTRAR. The local registrar shall select and
appoint a Deputy Registrar to the end that at all times a registrar may be avail-
able for the registration of births and deaths, who shall at the time of appoint-
ment be an employee of the Health Department of the City of Lubbock and shall
receive no additional compensation for such service, .and all reports made to the
Bureau of Vital Statistics shall be over the signature of the Local Registrar.
SBCT!ON 5. The fact that the subject matter of this ordinance relates to
the daily operation by the City of Lubbock of public service relating to the regis
tration of births and deaths, and an emergency has been created ~ the recent de-
mis~ of the Local Registrar, creates an emergency requiring that all rules and
provisions requiring reading on several days be suspended and the same are hereby
suspended and this ordinance shall be in full force and effect from and after the
date of its passage.
