AN ORDINANCE AiVIENDING SECTION 10, EXHIBIT "A11 OF ORDIN.AljCE NO.
894 ENTITLED nAN ORDINANCE CLASSIFYING ALL POSITIONS IN THE CLASSIFI'
SERVICE OF THE CITY OF LUBBOCK; DEFINING CERTAIN TERMS; PROVIDING FOR
THE ESTABLISHMENT AND ADOPTION OF THE CLASSIFICATION PLAN; PROVIDING
FOR RECORDS OF THE PLAN TO BE MAINTAINED; INTERPRETING THE CLASS
SPECIFICATIONS SO ESTABLISHED; PROVIDING FOR THE ALLOCATION OF POSIT! S
TO THE VARIOUS CLASSES; PROVIDING FOR THE RE-ALLOCATION OF POSITIONS
WHEN DUTIES CHANGE; PROVIDING FOR APPEAL BY THE EMPLOYEE; PROVIDING
FOR THE STATUS OF FRESENT EMPLOYEES; PROVIDING FOR PERIODIC INVESTI-
GATION OF THE CLASSIFICATION PLAN; PROVIDING ORDINANCES; PROVIDING
FOR AlVIENDiviENTS TO THIS ORDINANCE; AND LISTING CLASS SPECIFICATIONSn,
SO AS TO ADD TO SAID EXHIBIT 11 A" OF SECTION 10 AND ESTABLISH THE ·~
FOLLOWING POSITIONS, TO-WIT, POLICE RADIO OPERATOR, DESK SERGEANT
AND CAPTAIN OF TRAFFIC CONTROL AND DECLARING AN EMERGENCY.
WHEREAS, Ordinance No. 894 provides for positions in the classifie
service of the City of Lubbock and the Civil Service Commission has
recammended the establishment under the provisions of said Ordinance
of the positions of Police Radio Operator, Desk sergeant and Captain
of Traffic Control, and,
WHE~, such positions in connection with the Police Department
provide for the usual daily operation thereof and such positions
should be immediately established, THEREFORE
BE IT ORDAil~D BY THE CITY COMMISSION OF' THE CITY OF LUB BOCK, TEX
SECTION 1. That Exhibit "A•, of Section 10 of Ordinance No. 894
is hereby amended so as to ipclude the following positions in the
Police Department, to-wit:
POLICE RADIO OPERATOR
DISTINGUISHI NG CHARACTERISTICS OF WORK:
This is general police work in the operation of a radio trans-
mitter and receive~ to aid in the detention and apprehension of
criminals.
The employee is responsible for the efficient and continuous
operation of radio equipment used in transmitting and receiving polic
radiotelephone messages. The work requires the application of tech-
nical knowledge and skills to problems of transmitting, receiving,
and making minor repairs on complex short wave equipment under the
supervision of the Chief Operator. The employee broadcasts police
orders and information to the radio patrols. The radio operator is
under the general supervision of the capt@in of police.
EXAIVIPLES OF WORK:
Conducts two-way communication with radio cars.
Broadcasts regular and special test calls.
Receives complaints of and information concerning various crimes

the apprehension of criminals connected with the crime.
Rearranges text suitable for radio broadcast.
Transmits time calls at proper intervals.

Maintains receiving and transmitting equipment in efficient operat-
ing condition.
Notes irregularities in -operation of equipment.
Assists police .officers in emergencies.
Performs related work as assigned or required.
!DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to receive and transmit messages accurately.
Ability to write a legible hand at a rapid rate.
Ability to understand oral and written directions.
Soma knowledge of recognized office matter and average ability to
spell correctly and use good English.
Ability to perform clerical work of average difficulty.
Ability to operate a typewriter at a rate of at least 30 words per
ninute from ordinary manuscript or from typewritten copy.
Accuracy, orderliness, good speaking voice over microphone.
DESIRABLE EXPERIENCE .Al.~D TRAINING:
Education equivalent to that represented by graduation from a
standard high school.
Some experience as an amateur radio operator.
NECES·SARY SPECIAL QUALil<,ICATIONS:
Age: Minimum 23.
Physical Condition: Candidates must be able to meet the medical
requirements including height and weight, prescribed in t~e Civil
Service Rules.
Technical: Possession of a valid license as a radiotelephone
operator (3rd) class, issued by the Federal Communications Commission.
DESK SERGEANT

This is supervisory ~d specific office police work.

Employees major responsibility in this work is the judicious
handling of police matters brought to the desk of the police depart-
ment. Work is under the general supervision of Police Captain on
duty and other superior officers, but works independently in perfor.min
required and assigned duties. Responsible for proper handling of
police problems brought to his attention by the patrolmen or the
public. Responsible for money taken in on fines and bonds, and keepi
adequate records on these collections as well as other pertinent matte •

Supervis•s the detention and custody of prisoners and the officer
personnel doing radio and communication work.

Supervises the cleaning and sanitation of the jail.
Supervises the feeding of prisoners.
May collect fines, register and book prisoners, and prepare arrest

Arrests, identifies, books, guards and cares for prisoners.

Checks and maintains departmental equipment and arsenal.
At front desk, receives telephone calls and when police help is
needed, dispatches the proper equipment and men using radiotelephone
equipment.
Receives complaints and calls and talks with all callers at front
desk.
Assigns and lays out work for other police personnel when necessa
advises public, and gives aid on police problems of the public.
Keeps pertinent police records, collects fines for traffic and
other violations, gives receipts for money received, takes and approves
bonds, and cares for valuables left at the station.
When duly authorized, may act as clerk for the Corporation Court
concerned with such work as drawing formal complaints, warrants, and
subpoenas for the signature of properly authorized officials.
DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES:

Working knowledge of pertinent federal and state laws, and of muni-
cippl ordinances.

of important buildings.
Working knowledge of first aid principles and skill in their
application.
Ability to understand and carry out oral and written instructions
and to prepare clear and comprehensive written reports.
Ability to assign, instruct and review the work of subordinates.
Ability to deal firmly and tactfully with other employees, city
officials, and the general public.
Ability to keep clear records.
Skill in the use of firearms.
Courage, good judgment, resourcefulness, integrity.
Ability to deal with the public with understanding and cooperation,
giving good advice when necessary and maintaining proper composure in
the face of varying public problems and displaying sympathetic mruaner
when possible to give the proper conception of fair and impartial
treatment on the part of the public officer.
DESIRABLE EaPERIENCE AND TRAINING:
Education equivalent to that represented by graduation from a
standard high school plus completion of police training courses.
Experience as a police patrolman.
NECESSARY SPECIAL QUALIFICATIONS:
Age: Minimum, 23.
Physical Condition: Candidates must be able to meet the medical
requirements, including height and weight as prescribed in the Civil
Service RUles.
Technical: Possession of a restricted radiotelephone operatorts
permit as issued by the Federal Communications Co~ssion.
CAPTAIN TRAFFIC CONTROL
DISTINGUISHING CHARACTERISTICS OF WORK:
This is supervisory or specialized field and/or office police work.
Employee 1 s work in this class consists of responsibility for
assisting in the supervision of traffic control personnel of the
Police Department. This employee often participates in the work per-
formed by subordinate officers and assumes complete charge in the ab-
sence of a superior officer. Employees are given specialized work
instructions by ranking officers on new assignments, but work inde-
pendently in performing required and assigned duties. The responsibi-

lity and authority of this employee extends over the 24 hours of each
day. Work ·is reviewed by inspection and through oral and written
reports to superiors. Supervision is usually exercised over traffic
personnel, but may also be over other police details.
EXAMPLES OF WORK:
Supervises, directs and controls motorcycle, automobile and other
traffic regulatory personnel.
Instructs all traffic regulatory personnel in the full perfor.mance
of their duties.
Supervises investigations of all automobile accidents involving
injury and determines if a law violation has occurred.
Keeps accident location papers.
Files written reports of disposition of accident cases.
Checks and reports on needs of the City with regard to traffic
regulation.
Inspects all traffic reports toeee if they are properly made. ~
Follows up cases of traffic accidents which require additional
investigation.
Issues specific instructions and assignments at scene of activi-1
ties. ·
Check s and reviews reports of daily activities of persons under
his supervision.
Prepares reports on infor.mation secured.
Performs related work as required or assigned.
DESIRABLE KNOWLEDGE, SKILLS, ANDABILITIES:
Considerable knowledge of practices and procedures in traffic
control used in other parts of the country.
Working knowledge of modern police methods and procedures.
Working knowledge of first aid principles and skill in their
application.
Ability to perform investigations.

height and weight as prescribed in the Civil Service Rules.
Possession of a restricted radiotelephone operator•s per.mit as
issued by the Federal Communications commission.
SECTION 2. Tha fact that the subject matter of this Ordinance
deals with the usual daily operation of a City department creates
an emergency requiring the immediate passage of this Ordinance which
shall be effective upon its first reading and passage.
Passed and approved by unanimous vote of the City commission this
