,/ lVIIE'REAS, a maj ori v ot the qualltied voters ot the City ot Lubbock on the 2Dd dq ot December_, ot 1947, adopted Chapter .325_, Jets of the 50th Legislature ot the State ot Texas, Regular Session, 1947, NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK, TEIASI In accordance with Section 8 ot Chapter .325, Acts of the Texas Legislature, Regular Session, 1947, there is hereqy established a olassification plan for all emplo.yees in the classified service ot the City ot Lubbock. SECTION 1. DEFINITIONSa (1) •Allocate• means the act ot assigning each position to its proper class. (2) •Class• means a position or group ot positions that involves s1railar dutie and responsibilities and require similar qualifications and whiCh is properlJ de- signated by one title indicative ot the nature of the work. (.3) •classification Plan• means and consists ot the tollowtDga (a) A grouping into classes of positions which are ot approximatelf equal d1tt1oulty and responsibility. (b) Class titles, descriptive ot the class, which will identity each clas • (~) Written class specifications tor each class ot positions containing a description of the nature ot work and of the relative responsibilit ot the positions in the class, illustrative examples of work perform- ed in the class, requirements in terms ot lm01rledges, skills aDd abilities neoessar.r for performance ot the work ~ a statement ot experience and training desirable tor recruitment into the class. (4) 'Classified Service• shall include menbers ot the Fire Department and the I' Police Department ot the Cit,. of Lubbock, as defined UIIder •Fireman• and "Policeman• be}gwJ provided, that the chief or head or the Fire Department and the ctiiet or head ot the Police Department shall not be included rithin the classified service. (S) •Commission• means the Firemenrs and Policements Civil service Commission ot the Cit,-ot Lubbock. (6) •Director• means the Director ot Firemen's and Policemen's Civil Service designated b,r the Firemen's and Policemen's Civil Service Commission to act in the capacitf ot Secretar.r to the Commission and Director of Civil Service. (7) •Fireman• means the one who engages in the fighting and extinguishment of fire a. (8) "Policeman• means one who engages in the actual enforcement of laws and the maintenance ot public order. (9) "Position• means a group ot current duties and responsibilities, assigned 1elegat$d b.y competent authorit,-, requiring the services of an emplo,yee. 1. -r---- " l (10) "Vacaney• means a poaition, d~ created, which is not occupied and for t~e tiiling ot which a valid requisition has been received b,y the Director. SECTION 2. E§TABLISBJBNI AND AOOrl'IO.N OF THI CU$SIFIC4TI01! PWi Upon the recommendation or the Director, the Cit7 C~ission hereb,y establlahes aDd adopts the classification plan herein set forth as the official classification plan or all positions in the classi£1ed service of the Cit7 of Lubbock. The Cit7 Commission reserves to itself the sole right to designate new classes or positiona, or combine, divide, alter or abolish existing classes, subject on~ to the provi· alone of the Civil Service Law and this ordinance. Examples or tasks performed by emplqyees holding positions within the class. SECTION 4• Ilfi'ERPRETAtfON Ql THE ClJMS SPEQIFICATiotfS• The specifications tor the various classes or positions are hereby declared to have the !olltwing force and effect& (1) The speoificatiaos are descriptive ~ and are not restrictive. They are intended to indicate the kinds or positions that should be allocated to the res• pective classes as determined by their duties, resp~sibilities and qualitioatiOD requirements. The use of a particular expression or restriction as to duties, qualitioatian requirements or other attributes shall not be held to exclude others not mentioned if such others are sillilar as to kind and quality. (2} In determining the class to which aey position shall be allocated the specifications for each class shall be considered as a whole. Consideration is to be given to the general duties, the specific tasks, the responsibilities., the special and desirable qualifications and the relationships to other classes as affording a picture of the positions that the class is intended to includ.., 1 (3) Titles as far as possible are intended to be aaggestive ot the kind ot work pertorSied by the inouabent of the positions and indicative ot the rank. (4) The duties statement shall be construed as a general descriptiOil ot the kind of work performed by the incumbent of a position that is proper:cy-allocated to the class and not as describing or limiting what the duties of aqr position shall be. (5) The enaples ot work shall be oonatrud as typical tasks on.1T, illustra• tive of the duties as outlined by the general statement. These exaaples are not in• tended to be complete or exclusive and the tact that the actual tasks performed by the iDCabent ot a position do not appear thereon shall not be taken to mean that the position is necessari~ excluded froa the class provided that the tasks con1ti• tuting the main work or employment are d~ covered by the general statement ot the duties. ~ one example of a typical task taken without relation to the general .tate~~ent of ctllties and all other parts otthe specifications shall not be construed aa determ.rrl.:ng whether a position should be allocated to the class. -1 .... SECTION 5. ALLOCATION OF POSITIONS TO CL4S§i§ The Director shall allocate each position in the classified service to its ap• propriate cla1s in the classification plan. Such allocation shall be based on the duties and responsibilities of the present incumbents of such positions and shall be entered on the official roster cards maintained by" the Commission. RI•M.I,OOlTIOI OF PO§ITIONS WHEN DUTIES OHAI«iB Whenever a new position shouJ.a be established or the duties ot al1. ·existillg po- sition are so changed that in effect the old position as described in the class specif'ioations for the class to which it wae originallT allkated no longer exista and 1D ita place there is created a position which should be allocated to a dif'.ter- ent claa11 the Director, in consultation with the depart•nt heads, shall report this .tact to the eo..ission and send in on the Ca..ission•s prescribed form a .tull statement of the circumstances and a description of the duties as changed or as ae~ up. Upon the reco•eDdation ot the Co.Ussicm., after a tul.l investigation ot the actual and proposed duties, responsibilities and qualification requirements, and City Commission .ay allocate or re-allocate the position to its appropriate class in accordance w1 th the classification plan then in effect. If necesaar.r, a new class shall be established to provide for the new position. The Commission ahall likewise from time to tiae ot its own motion make investigations of a.u.r or all posi- tions in the classified service aDd shall, in accordance with this ordinance, mat. recommendations to the governiDg body for the allocation of positiona whenever the facts are such as to warrant such action. SECTION 7. HEARING ON APfRAI.S FROM ALWCATIQI It aD¥ emploree believes that his position has been improperly allocated, he ma:y protest by presenting his reason therefor upon such forms or docuaents as the Director 'U.7 prescribe; the claim shall be investigated by the Director and co.mis- sia, then referred to the governing bod7 for its decision which shall be final. SECTION 8. STATUS OF PRESENT Pf:WYIES If a position at ~ time is reQallocated to a different class to correct an error in the original allocation, the incwabent shall continue in the position with- out teats ar other proofs of fitness. If a position is re-allocated to another class on account ot changed duties and responsibilities, the incumbent ~, upon written recOllllllendatlon of the department head, the passing of a non•competiti~e exa•1nat1on given by the Director, and apprOV"al ot the COIIIIlission continue in the position. ' ' Employee's work in this class consists of responsibility for assisting in the supervision of police patrol, traffic re~atory nr detective activities, or for the perfo~ance of ~eneralized duties at the front desk at polico headquarters. Employees frequently participate in the work performed by subordinate officers and assume pompleto ch~rge in the event of tho absence of a superior officer. Employees are given specialized work instructions by ranking officers en new assignments, but work independently in performing reQuired and assigned duties.
