City Commission of the City of Lubbock, Texas conven~d in Regular Session
at the regular meeting place thereof in the City Hall Building in the City
of Lubbock, Texas, with the following members present, viz:

with Commissioner F. H. Childress , absent because or illness, said
members cor.stituting a quorum of the Governing Body of the City of Lubbock
under Section 15, Article 9, Chapter 1, of the Charter of the City of Lubbock,
whereupon the following, among other business was transacted:
Commissioner W. B. Price _ presented for the consideration of
the Commission an ordinance which was read in full by the Secretary.
Commissioner J. Ray Dickey made a motion that the Ordinance pro-
viding far an election to determine whether ar" not bonds of s a id City shall
be issued in the aggregate sum of $500,ooo.oo, be paased on first reading.
The motion was seconded by Commissioner John Spikes , and prevailed
by the foll9'fing vote:

TEXAS, AND TO BE ~ED FOR THE PURPOSE OF AND CONSTITTJriNG A PUBLIC LIBRARY;

WHEREAS, the City Commission of the City of Lubbock affirmatively finds that
it is advisable and to the best interest of said City that certain improve-
ments, additions and enlargements be made for the purpose of erecting, can-
structing, equipping and maintaining a public library building in accordance

with the recommendations, esti~tes, suggestions a~ requests heretofore con-
sidered by this Commission and the Lubbock Public Library Association and
hundreds of interested citizens of said City; and,
WHEREAS, it is deemed advisable and necessary that the negotiable interest
bearing coupon bonds of said City should be issued for the purpose of financ-
ing the cost of such improvement, erection, construction and equipping such
public buildings, and that it is necessary and expedient that.an election

within the City of Lubbock for the redemption of said bonds at maturity and for
paying the interest thereon as it "&.c'CWes.
NOW THEREFORE, be it ordained by the City Commission of the City of Lubbock,
Texas:
I.
That an election be held within and throughout the boundarie s of the City
of Lubbock, Texas on the fourth Saturday in May, the same being the 24th dey
of May, 1947, such d ate being not less than 15 days ncr more than thirty days
from the date of this a.rdinance, at which time there shall be submitted to the
resident qualified property taxpaying voters of Lubbock, Texas, who own property
subject to taxation within said City and who ha ve duly rendered the same far
taxation, the fallowing specific propositional
PROPOSITION
Shall the City Commission of the City of Lubbock be authorized to issue the
negotiable interest bearing coupon bonds of s aid City to the amount of ~500,000.00
bearing interest at a rate not exceeding three and one-half percent (3-1/z%),
per annum from date and maturing at such time a.r times as ~ be deemed most
expedient by the City Commission serially not later than twenty-five (25)
years from their date, f ar the purpose of erecting, constructing, equipping
and maintaining a public l ibrary buil ding in the City of Lubbock; and shall
there be annually levied, assessed and collected, while said bonds cr any of
them are outstanding, an ad valorem tax upon all taxable property within said
City sufficient in amount to pay the annual interest on said bond s and to pro-
vide a sinking fund to pay the principal thereof as the same matures.
II.
Said election shall be held under the provisions of and in strict confor-
mity w~th the Constitution and laws of the State of Texas, including Chapter I,
Title 22, Revised Civil Statutes of the State of Texas, and the provisions of
the Charter of the City of Lubbock, and all acts amendatcry, complementary and

PROPQSITION
For the issuance of the library building bonds and the levying of taxes
in payment thereof.
Against the issuance of the library building bonds and the levying of
taxes in payment thereof.
III(a)
Each voter shall mark out with black ink or pencil one of the foregoing .
expressions, thus leaving the other as indicating his vote on the proposition.
That said election shall be held at two places to witt At the Central
Fire Station Building at the corner of loth Street and Avenue "J", which shall
be designated Box No.1; and at _ the Senior High School Building on 19th Street
between Avenues 11 Tt1 and rqpr, wh'ich is hereby designated as Box No. 2, in the
City of Lubbock, Texas, and the presiding judge and cler~s of said election
shall be as fallows, viz :

and the presiding judge and clerks of Box No. 2, at the Lubbock Senior High

The Mayor and City Secretary shall cause such notices to be prepared
and posted and published and shall make due returns thereof to this
Commission.

Immediately after said election has been held, the officera ·holding
the same shall make returns of the result thereof to the City Secretary of
the City of Lubbock, far canvassing by the City Commission and shall re-
turn the ballot boxes to the City Secretary for safe keeping.
The manner of holding such election and canvassing and making returns
thereof shall be governed by the general election laws of the State of
Texas, when not in conflict with the provisions of the hereinabove men~
tioned statutes, and the City Commission will furnish the necessary
ballots and other election supplies re~uisite for said election.
VII
That it being affirmatively found by the City Commission of the
City of Lubbock, that there is wide public demand and urgent need to
proceed vdth the matter of providing for the construction, equipping and
maintenance of a public library building within said City in order to
make the same convenient far the public at large and to preserve, pro-
mote and protect the public welfare of the citizens of Lubbock, creates
requiring sus~ension of the rules, and
an emergency and public necessity,/demanding that a special meeting be

this ordinance which shall take effect and be in force immediately on

Passed, approved and adopted on first reading by unanimous vote of the
City Conmission this the 24th day of April, 1947.
Passed, approved and adopted on second reading by unanimous vote of
the City Co~ission this 25th day of April, 1947.
