AN ORDINAtCE ESTABLISHING BUILDING LINES (F 19TH STREE'r DN THE SOUTH SIDE,
FROM A POINT APPROXIMATELY 200 FEET WEST Ob"' THE WEST PROPERTY LINE OF COLLEGE
AVENUE EASTVIARD TO EAST AVJlUUE D NEAR THE EAST CITY LIMITS: AND ON THE N£RTH
SIDE OF 19TH STREET FROM COLLEGE AVENUE EASTWARD TO THE EASTER!~ CITY LIMITS IN
THE APPROXIMATE VICINITY OF EAST AVENUE D: IN ACCORDANCE WITH A COMPREHENSIVE
STREET IMPROVEMENT PROGRAM: FROHIBITING PLACING OF BUILDINGS AND STRUCTURES CR
REPAIRS OR R.IDONSTRUCTION BETWEEN SAID LINES, ESTABLISHING TIME FOR CONFORMANCE,
AND PROVIDI NG PENALTIES FOR VIOLATION.
WHEREAS, Article 1105a, Revised Civil Statutes of Texas provides for the es-
tablishment of building lines on ~ part or side of aqy street in the City of
Lubbock , said City having a population of more than 15,000, and
WHEREAS, the City Commission of the City of Lubbock has, in the public inter-
est in conjunction with the State of Texas, the State Highway Commission, enN
tared upon a comprehensive plan to widen, straighten, extend and improve certain
streets within the City of Lubbock, and,
~, the Commission finds that some property owners along 19th Street are
about to construct improvements abutting 19th Street which are calculated to im-
pede the normal development and securing of the right-of-way necessary under the
comprehensive pl~of which 19th Street between the points herein described, is
a part, and,

and preserva~io~of public safety and property in and along that portion of 19th
Street as herein described, and the establishment of such building lines is neces-
sary to preclude futtherbuildings, structures, trees, fences or improvements or

tablishlilent ··of such building lines and the improvements to be made on the right-

BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LOBBOOK, TEXASl .
, Section 1. That a building line is hereby established on the South side of
19th Street from a point approximately 200 feet West of the West property line
of College Avenue eastward to East Avenue D near the East City Limits, to-wit:
All station uumbers referred to in these field notes pertain to station num-
bers on the State Highway Department base line.
Beginning at a point in the South property 'line of 19th Street, the same being
in the North property line of Block 5, Ellwood Place at the Northwest corner of
Lot 4; THEN}E S 87o:L4 'E to a point in the center line of College Avenue from the
South which is ll.8' S of the S property line of 19th Street produced and at sta-
tion 0+46.8 on the State Highway Department base line, said point being 40.97 1

All references to section lines, corners of sections and property line refer•
ences are as surveyed and e1tablished on the ground by the City Engineering De~
partment of the City of Lubbock.

' Section .3. That no building or other structures shall be erected, reoonstruo-
~ted or substantially repaired or no new building or other structures or part there-
at shall be erected or re-erected on 19th street within said lines so established
by description in Sections 1 and 2 of this ordinance.
Section 4. That all structures on 19th Street now extending within such build-
ing lines established by description in Sections 1 and 2 of this ordianoe, are
hereby required to conform to the new building lines established by said sections
within a period of not more than ;t,.iveyears froiD the effective date of this or-
dinance.
Section 5. It shall be unlawful for any person, firm, corporation, trustee
or any authorized agent or representative thereof to erect, reconstruct or sub•
stantially repair any building or other structure, or to erect or re-erect aqy
new building or other structure within or between the building lines established'
and described in Sections 1 and 2 of this ordinance and ~hoever shall violate any
any provisions at this section shall, upon conviction, be fined not exceeding
$100.00.
Section 6. The provisions of Section 5 of this ordinance shall not apply to
any officer, agent, employee or other person duly authorized by the State of Texas
and/or the City of Lubbock when performing ~ employment pursuant to the widen-
ing, straightening or extension of the street and/or right-of-way contemplated
by this ordinance,
