SECTION 4: The f'aot that the time for the payment ot 1941 taxes as provided by law has passed and City taxes are now due, and the turtber tact that the tax rate tor the City ot Lubbock bas not been fixed tor the year 1941, and the fur- ther tact that mny citizens and property owners are now ready to pay their taxes, but are unable to do so because ot tbe tailure ot the City Commission to set said tax rate at an earlier date, and the turther tact that the City ot Lubbock is in need of funds with which to carry on its municipal government, creates an emergency and an imperative public necessity • which facts make it 1mperat1 ve that this Ordinance be passed as an emergency measure, and the pro- visions ot the City Charter prohibiting the passage of an Ordinance on the day it is introduced, is bereb,y waived, and this Ordinance shall take effect from and atter the date ot its--passage, and 1 t is so ordered• Passed and ·approved this the .:b~ day ot ~ , A.
