AN ORDINANCE REGULATING THE OPERATION OF DOMINO
PARLORS AND REQUIRI~G THE PAYMENT OF A LICENSE FEE AND PROHIBITING
GAMBLING IN DOMINO PARLORS; FIXING A PENALTY AND D~CLARING AN
EMERGENCY.
WHEREAS, there has been operated in the City of
Lubbock, Texas, several domino parlors for the past several years
and, WHEREAS, the operators of such domino parlors have per.mitted

the patrons of such parlors to bet on domino games, and, WHEREAS, ~ ~
there are usually found in said domino parlors, professional
gamblers, vagrants and other undesirable persons, and, WHEREAS,
the permitting of betting and gambling in said domino parlors
creates an extra and additional expense on the part of the City
of .Lubbock, Texas, tn its attempt to enforce the State laws and
ordinances of the City of Lubbock, against betting and gambling.
THEREFORE, BE IT ORDAINED BY THE CITY OF LUBBOCK, TEXAS:
SECTION 1: PUBLIC DOMINO PARLORS DEBINED: Any
room, building or place where the public is permitted to engage
in playing dominoes and u42tt or any other game played with dominoes
whether for pay or not, is hereby declared to be a public domino
parlor.
SECTION 2: All persons, firms, associations or cor-
porations conducting or operating public domino parlors within
the City limits of the City of Lubbock, Texas, whether for pay
or not, shall pay a license fee of TEN($10.00)DOLLARS per day.
SE'CTION 3: It shall be unlawful for any person, firm,
association or corporation to engage in conducting or operating
a public domino parlor without having paid the license fee in
advance for each day a public domino parlor is-conducted or
operated in the City of Lubbock.
SECTION 4: All persons, firms, associations or
corporations operating or conducting public domino parlors shall
make written application to the City Secretary for a permit to

conduct such business and shall pay to the City Treasurer the
license fee herein provided. Such app~icant shall give the name
,_) under which he proposes to operate a public domino parlor and
its location and street address.
SECT-ION 5: It shall be unlawful for any person, firm,
association or corporation operating a public domino parlor to
permit betting and gambling therein.
SECTIDN 6: PENALTY: Any person, firm, association
or corporation violating any of the provisions hereof shall be
deemed guilty of a misdemeanor and upon conv~ion there9f shall .
be fined in any sum not exceeding $100.00, and a convktion for
a violation of any of the provisions herein shall automatically
cancel the license and permit of the person, firm, association
or corporation to whom such license and pe~it was issued.
SECTION 7: All ordinances and parts of ordinances
in conflict herewith are hereby repealed.
SECTION 8: The fact that the City of Lubbock has
no adequate ordinance in force at this time regulating the con-
duct . o·r such business as are described in this ordinance creates
an emergency, and an imperative public necessity that the rules
requiring ordinances to be read at more than one meeting of the
City Commission be suspended and IT IS ORDERED, and this ordi-
nance shall take effect and be in full force from and after its
passage and approval.
