J. .J· ......... 1~~.~. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUB- BOOK, TEXAS: SEC. 1. There is hereby created and established an Airport Board to be composed of three members, each of whom shall be resident citizens of the City of Lubbock, Texas, and said board shall be officially designated as theJ 11 Airport Board" of the City of Lubbock, Texas. The members of said Board shall be appointed by the City Commission of the City of Lubbock, Texas, and shall hold their office for a term of three years, except that the members first selected shall hold office for terms of 1, 2 and 3 years respectively, the term of each to be determined by lot, and thereafter their successors shall hold office for three years, and until their successors are appointed; and the general control, supervision and management of the municipal airport owned at this time by the City of Lubbock, and any and all other airports that may hereafter be acquired by the City of Lubbock, is hereby vested in said Airport Board, and all funds set apart by the City Cornmdssion of the City of Lubbock for said Airport shall be -,_ __ _ under the control of said Board, and shall be spent by said board by a~d with the advice and consent of the City Commission. Any two of said members meeting together shall constitute a quorum for the transaction of business. SEC. 2. No salary or compensation of any sort shall be paid to the members of said Airport Board for 1their services. SEC. 3. Upon the death, resignation, removal or term of office of any of the members of said '""' .... \, ... _ expiration ~ the \ Airport Board, the \ \ \_ two ' .. \, remaining members shall nominate a third member for his successor, and u~on approval by the City Commission of such nomination, such person shall becoma a member of said Board, and shall hold his position for ~ a ter.m of three years, provided that if it appears to the City Com- mission that the person so nominated is an unfit or unsuitable person for such board, the City Commission shall appoint a board member of 5 t-~ its own choice. SEC. 4. When the City Commission of the City of LUbbock has appointed three persons to compose the Airport Board of the City of ~ubbock, said Board, shall, as soon thereafter as practicable, meet and organize and shall appoint one of its members as Chairman, and one of its members as Secretary, and it shall be the duty of the Chairman to preside at all meetings of the Board, and the Secretary shall keep a record of all the proceedings of said Board, Which shall upon the request of the City Commission be delivered to it for its inspection and review. SEC. 5. All moneys appropriated out of the general funds each fiscal or current year for the support and ·maintenance of the municipal air- port shall be delivered to the Airport Board and their receipt taken there~or, and warrants on said funds shall be drawn by the Airport Board upon the signature of the Chairman of said Board, and no debt shall be contracted by said Airport Board nor any member thereof on account of the use and operation of said municipal airport unless the same is so ~irected and authorized by the City Commission, nor shall any debts ever be created by said Airport Board on account of the main- tenance and operation of the same in excess of the appropriation for such purposes for the current year. SEC. 6. The City Commission of the City of Lubbock shall annually apropriate out of the general fund such amounts as in its judgment will be necessary to properly maintain its municipal airport. SEC. 7. It is hereby made the duty of the ~irport Board to receive and account for all moneys received at the airport upon the sale of oil -,. ., and gasoline and rentals and any and all other revenues that may be re- ceived by them, or such employees as they may have under their direction. SEC. 8. The City Commission is hereby vested with full authority to remove all or any of the members of said Airport Board found to be in- comp~tent, unfit and unsuitable to serve upon said Board. S E C. 9. The Airport Board shall make reports of the expenditures of said funds entrusted to them from time to time as requested by the City Com- mission, and shall make annual reports of the receipts and disbursements of ·all funds coming into their hands for the support and maintenance of the Cityts municipal airport, which report shall be filed with the City Secretary and shall be open to public inspection at all times. SEC. 10. It is hereby made the duty of the City Auditor of the City of Lubbock to audit the books of the Airport Board once each months, --- and it is so ordered.
