NO. 293 $100.00; AND DECLARING AN EMERGENCY: .•".
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK,
TEXAS:
SEC. 1. MASTER PLUMBER OR EMPLOYING PLUMBER: The term
11 Master Plumberu or ":Employing Plumber" means one who does not hold him-
self out as intending to do the actual work of installing plumbing, but
proposes to make and carry out contracts tor and to properly and care-
fUlly supervise the work ot such instal~ation; provided, that he shall
take and pass the examination for journey.man plumber if he intends to
do, or does, the actual work of any installation, whether contracted
by him or others.
SBC. 2. JOURNEYMAN PLUMBER: The term nJourne-yman Plumbern
means one whose principal work is manual, skilled and experienced in
the actual physical work of installing tanks, taps, traps, pipes,
fittings, fixtures and connections in such a manner as will prevent
the e•caping of noxiour gas, vapors and odors in all buildings, and in
making proper and sanitary connections for the same, and who holds him-
self out as actually intending to do such work under the employment of
a Master or Employing Plumber as herein defined, but who does not con-
tract for, or cause to be done such work as a Master Plumber as herein
defined.
SEC. 3. PLUMBER'S APPRENTICE: A "Plumber's Apprentice" is
any person, other than a Journeyman or Master plumber, who as his prin-
cipal occupation is engaged in learning and assisting in the install-
ation of plumbing or drainage.
SEC. 4. MAINTENANCE MAN or SERVICE ENGINEER: A ulVlaintenance
Man 11 or "Service Engineer" is defined to be a person who does not prac-
tice as his principal trade or business, the occupation or a journey-
man plumber, and who is regularly and permanently employed by a person,

firm or corporation to maintain 1n good condition all plumbing, sewerage
and drainage and to repair cocks, valves and ~aka within the buildings
or u pon the II" emises, which is owned and used by the employer of suoh
Maintenance Man. The term "Maintenance" means to keep, to preserve, to
keep a thing in its present state, and not to add to or change ita
location.
SEC. 5. PLUMBING FIXTURES: The term, "Plumbing FiXtures"
used in this Ordinance shall include the following:
Water closets, catch basins, sand traps, slop sinks, bath
tubs, ~z tubs, kitchen sinks, urinals, wash trays, wash basins, pantry
sinks, drinking fountains, shower baths, water heaters, water softeners,
floor drains, bell traps, laundry traps, cuspidors, grease traps, and the
said term "Plumbing Futures" also in:cludes each section of sectional
fixtures and any other recepticale or equipment connected with water OE a
sewer system.
SEC. 6. PENALTY: Any person violating any section of Ordin-
ance No. 293 and this amendment ther&D, by attempting to do plumbing,
either aa a Master Plumber, a journeyman plumber, Plumber's apprentice or
maintenance man, as these terms are herein defined, without first having
obtained a certificate of qualifications, shall be deemed guilty of a mia-
demeanor, as shall be any person who refuses to conform to any other por-
tion of said Ordinance No. 293 and this amendment thereto, and shall be
punished upon conviction by fine of not less than $10.00, nor more than
$100., and each day shall be a separate offense, and in addition thereto,
the City Commission may declare the license of any such person forfeited
and may revoke the same.
SEC. 7. EMERGENCY CLAUSE: The fact that a large amount of
building is now being done in the City of Lubbock, and that in practically
all of said buildings plumbing fixtures are being installed and connected
in such a way and manner that it will and does create an unsanitary .condi-
tion, and constitutes a menace 4o the public health of the inhab itants
of the City of Lubbock, and thereby creates an emergency and an
imperative public necessity that the rule of the City Charter requiring
an ordinance to be read at more than one meeting, be and the same is
hereby suspended, and this ordinance passed at the meeting of its
introduction,·and it is so enacted, and the same shdl be in force and

effect immediately after its first publication.
