BE IT ORDAINED BY TEE CITY CO!.J:ISSION' OF TIIE CITY OF !DiffiOCK, TEXAS;
SECTION I.
The voJOrd "vehicle" as used herein shall mean any device upon or by
w-hich any person or property is or may be transported upon a high1'118.y ex-
cept those operated under rails or tra cks.
The v~t>rd "park" or t'pa rking" when used herein shall mean the stand-
ing of a vehicle, uhether occupied or not, othervvise than temporarily for
the purpose of and v1hile actually eng a ged in loading or unl.ibading passen-
gers or merchandise.
The vJOrd "loading zone" u hen used herein shall mean a space or sec-
tion of the curb set aside for the exclusive use of loading and unloadil.lB
persons, supplies, or merchandise •
SECTION II.
That the part of streets and avenues in the City of lubbock, Texas
described in Section XIliof this Ordinance is established as a parking
meter zone, and in said zone and su~ other parking meter zones as may be
hereafter created by ordinances of the City of Lubbock, the City is
authorized to have installed parking meters and is authorized to cause
parking meter space to be designated in accordance with the provisions of
this Ordinance.
\fuen signs are erected or curbs are painted, giving notice thereof,
or parking meters are installed in each block, no vehicle shall remain
parked for a longer period of time than sixty (60) minutes at any time
between the hours of 8:00 A.M. and 6:00 P • .M. of any day except Sundays
and holidays officially set by the City Council vnthin the district or
upon any of the streets and avenues described in Sectionlllcrof this
Ordinance. In this connection the follo\~ng days of the year are hereby
declared to be legal holidays: January 1st, July 4th, November 11th,
December 25th, and all days appointed by the President of the United States
or by the Governor or Texas as days of fasting and thanksgiving.
SECTION III.
The City Manager, or such other officers or employees of the City of
Lubbock as he may select, are hereby authorized to install or place park-
ing meters in such parking meter zone hereby created or to be created by
other ordinances of the City of Lubbock. Such parking meters shall be
placed upon the curb along side of or next to individual parking places
to be designated, as hereinafter provided. Each said parking meter shall be
so set as to show or display a signal that the parking space along side of
same is or is not in use.

The City Manager, or such officers or employees above referred to,
shall provide for tbe installation, regulation, control, operation, and
use of the parking meters provided for in this Ordinance, and shall main-
tain said meters in gpod workable condition; each said parking meter shall
be so set as to display a signal showing legal parking upon the deposit of
a 5i coin of the United States ~erein for a period of time conforming to
the parking limits now or hereinafter provided by the Ordinances of the
City of Lubbock for the part of the street upon which said meter is placed,
~ and each meter shall, by its device, clearly set out and continue in opera-
tion from the tiroo of depositing such coin until the expiration of time
fixed by said Ordinances as the parking limit for the part of the street
upon which said meter is placed; each said meter shall also be so arranged
that upon the expiration of said parking limit it will indicate, by a
mechanical operation and the appearance of proper signal, that the lawrul
parking period as fixed by the ordinances of the City of lubbock has expired.
SECTION IV.
When any vehicle shall be parked in any place along side of or next
to which there is located, under this Ordinance, a parking meter, the
owner, operator, manager, or driver of said vehicle shall, upon entering
the said parking space, tmmediately deposit a 5¢ coin of the United States
in the parking meter along side of or next to said parking space, and the
said parking space may then be used by such vehicle during the parking
limit provided by the ordinances of the City of Lubboc~or the part of
the street in which said parking space is located. If said vehicle shall
remain parked in any such parking space beyond the parking limit fixed by
the ordinances of the City of Lubbock for such parking space, the parking
meter shall display a sign showing illegal parking and in that event such
vehicle shall be considered as parked overtime and beyond the period of
time fixed by the ordinances of the City of Lubbock and the parking of a
vehicle overtime or beyond the time fixed now or hereafter by the ordinances
of the City of Lubbock in any such part of the street where any such meter is
located shall be a violation of this Ordinance and punished as hereinafter
set out. It shall be unlawful for any person to cause, allow, :permit, or
suffer any such vehicle registered in his or another's name or under his
control to be :parked overtime or beyond the lawrul period of time as above
described.
SECTION V.
It shall be unlawrul and an offense for any person to permit a
vehicle under his control to remain or be placed in any parking space along
side of or next to which any parking !lleter is placed uhile said meter is dis-
playing a signal showing that such vehicle shall have been alrea~r parked
beyond the period of time fixed by the ordinances of the City of Lubbock
for such parking space.
That the displaying of a sign shoving _·illegal parking by any parking
meter while a vehicle is parked in a parking space adjoining said parking
meter shall be prima facie evidence that said vehicle has been :parked
ove~time and beyond the period of time fixed by the ordinances of the City
of t.ubbock.
SECTION VI.
It shall be the duty of each police officer or traffic patrolman to
take the number of any meter by vihich any vehicle is overparked, as pro-
vided in this Ordinance, the state vehicle license number of such vehicle,
the time and date of such overparking, and the make of such vehicle and
issue in wrtting, on a form provided by the City, a notice to the owner,
operator, or person in charge of such vehicle to answer to a charge of
overparking within five days thereafter during the hours and at the place
specified in such notice, and to file a conplaint for any sue~ violation
in the Corporation Court of said City.

SECTION VII.
The City Manager, or such officers or employees of the City of Lubbock
as he may select, shall place lines or marks on the curb and/or the street
about or along side of each parking meter to designate the parking space
for which said meter is to be used, and each vehicle parked along side of
or next to any parking meter shall park within the lines or markj_ngs so
established. All vehicles shall be parked at an angle of 45° to said park-
ing meter and the front of said parked vehicle shall point towards said
parking meter.
It shall be unlawful and an offense to park any vehicle across any
such line or mark or to park said vehicle in such ~my that the same shall
not be V>'ithin the area so designated by such lines or marks.
SECTION VIII.
The City Manager, or such officers or employees as he may designate,
are hereby authorized to establish such loading zones as are necessary
for the conducting of business, to omit parking meters from such loading
zones, and to properly designate by signs and mark such loading zones.
No person shall stand or park a vehicle in a loading zone for the
purpose of loading or unloading passengers for a period Jfln excess of two
minutes.
The use of loading zones for the loading or unloading or merchandise
shall be confined to the handling of heavy or bulky materials. All such
loading or unloading must be performed in an expeditious manner, and no
vehicle may remain in a loading zone for a period of time greater than
necessary to expeditiously load or unload same, nor while the operator
thereof is soliciting or engaged otherwise than in the loading or unloading
of the vehicle, except that a reasonable time shall be allo\~d for
securing a receipt of deli very.
The use of meter spaces for loading or unloading merchandise, as
defined above, wi 11 be permitted before the hour of 10 o'clock A.M. without
the depositing of a coin in the parking meter of such space, except that
the vehicle must load or unload centered as nearly as possible in a single
metered space and in the manner above described.
SECTION IX.
It shall be unlawful and an offense to deposit or cause to be deposited
in any parking meter any slug, device, or substitute for a 5¢ coin of the
United States.
SECTION X.
It shall be unlawful and an offense for any unauthorized person to
deface, injure, tamper with, open, or wilfully break, destroy, or impair
the usefulness of any parking meter installed under the terms of this
Ordinance.
SECTION XI.
The 5¢ coins required to be deposited as provided herein are hereby
levied as a police regulation, supervision, and inspection fee to cover
the cost of inspection, supervision, and regulation involved in the inQ
stallation, operation, inspection, control, upkeep, and use of the park-
ing spaces and parking meters, described herein, and involved in checking
up and regulating ~he parking of vehicles in the parking meter zone created
hereby.
SECTION XII.
It sball be the duty of the City Manager to designate some employee
or employees of the City of Lubbock to make regular collections of money
deposited in said meters. In this connection it shall be the duty of such
persons so designated to pick up the sealed cylinders containing the coins
as deposited in the meters and deliver such cylinders 'llvi th the seals un-
broken to the City Manager. It shall be the duty of the City .lvlanager to

break the seals and count the funds and deposit same to the credit of the
City of Lubbock in a special fund called "Parking Meter Fund," which said fund
shall be disbursed on the order of the City Commission. That the duties
prescribed to the officer and/or officers of the City of Lubbock under
ter.ms of this section shall be in addition to their regular duties
which they are now performing.
SECTION ZITI.

The object and purpose of this Ordinance is to regulate and control
the traffic and the parking of vehicles within said parking zone for the
safety, convenience, and protection of the general public in the lawful
use and enjoyment of said streets and avenues.
SECTION XV.
This Ordinance shall be and is hereby declared to be cumulative of
all other ordinances of the City of Lubbock effecting traffic and the park-
ing of vehicles and shall not operate to repeal or effect any such ordinance
or ordinances except insofar as the provisions of such ordinance or
ordinances are inconsistent or in conflict with the provisions of this
Ordinance, in 'vhich instance or instances those provisions shall be and they
are hereby repealed.
SECTION XVI.
If any section or provision, or part thereof, in this Ordinance shall
be adjudged invalid or unconstitutional by a court of competent jurisdiction,
such adjudication shall not effect the validit,r of the Ordinance as a whole
olD of any section, provision, or part the reef not adjudged i."lvalid or
unconstitutional.
SECTION XVII.
Any person, fir.m, association, or corporation who shall violate or
per.mit, suffer, or allow anyone in their emplo~ent or under their con-
trol to violate any of the provisions of this Ordinance shall be guilty
of an offense, and upon conviction shall be fined in any sum not to
exceed $100.00.
SECTIOlT XVIII.
This Ordinance shall take effect and. be in full force and effect from
and after the date of its passage and publication as required by la\'r.
