ORDINANCE NO. 517. oo-oq -rq31.}
An ordinance permitting the operation of Dominae Parlors in the CitY
of Lubbock, regulating the operation thereof. requiring issuance of
permit and payment of license fee, and providing for cancellation of
permit upon violation of said ~rdinance, and providing a penalty for vi~
lation.
Be it ordained by the City Commission of the City of Lubbock, Texas&
l. That from and after the passage of this ordinance that
dominoe parlo.rs or clubs in which the public is perrni tted to play
at games of dominoes and pay a fee for such privilege of playing,
shall be permitted to operate in the corporate limits of the City,
upon the terms and conditions stipulated in this ordinance.
2. Any person desiring to operate a dominae parlor hereunder
shall first apply to the City Secretary for and obtain a permit or
li cenee therefor for a peri ad of one year. 1'he permit shall be
in writing, dated, numbered, contain the name of the licensee,
address where business is to be operated, state shat it is for a
period of one year, and be officially signed by the CitY Secretary
with the city seal attached. The City Secretary shall also keep
a duplicat~ portfolio record of such permits.
3. The yearly license fee, payable to the city of Lubbock
before the operation of such dominae parlor shall be permitted,
is the sum of ONE HUNDRED DOLLARS, payable in full at the time such
license is issued.
4. Such dominae parlor or place where games of dominoes is ~
permitted to operate ahall not open for games of dmninoes to be
played earlier than 7 o•clock A.M., and shall not be kept open at
a later hour than midnight.
5. Such place shall not be operated, nor shall games of dominoes
be permitted, on tiundays at any time, da.y or night.
6. No intoxicating liquors shall be sold or 4rank upon said premises.
7. No entry door to said place shall be kept barred or locked at any
time while games are being permitted, or while said place is being kept
open for games under the provisions of this ordinance.
8. No betting shall be permitted on any game of dominoes either
by the players or by apeotators.
9. No cursing, swearing or loud talk, music or other noisea calculated
to provoke a distarbance of the peace shall be permitted on the premises
at any time.
10. Any violation of this ordinance by the owner or the operator
of said dominoe parlor shall immediately work a forfeiture of said license,
and no portion of said license fee in such instance shall be refunded to
the holder thereof.
11. Any person violating any of the provisions of this ordinance
shall be punished by a fine not exceeding ilOO.OO, and each day of such
violation shall constitute a separate offense and subject to punishment
as such.
12. If any part of the foregoing ordinance is found invalid the remain-
der ·of the ordinance shall not be affected thereby.
