HomeMy WebLinkAboutOrdinance - 487-1931 - Establishing Fire Prevention Board - 06/25/19310 U -25-I~ .31 I ORDINANCE NO. 46-=f 01--09-, 931 AN ORDINANCE ESTABLISHING A FIRE PREVENTION BOARD, PROVIDING FOR ITS MEMBERSHIP, ITS ORGANIZATION, PRES- CRIBING ITS DUTIES AND OFFICE, AND DECLARING AN EMER- GENCY. BE IT ORDAINED BY TEE CITY COMMISSION OF THE CITY OF LUBBOCK, TEXAS: SECTION 1. There is hereby created an organization for prevention of fires, which is styled the Lubbock Fire Prevention Board, hereinafter referred to as the "Board", and whi shall composed of the following personnel: ~ 'L, c c. r / ; • --~~~~~~~~~~._~ ___ , the City Fire Marshal; Fire Department. of the City SECTION 2. The members of tbe Board shall subscribe to and take the Statutory Oath of Office as members of the Board, and shall be members of tbe Board as long as they hold their official positions, their successors shall succeed them as members ot the Board. Provided that it is and shall be especially the duty of the City Fire Marshal and the Fire Chief to be active and alert members of tbe Board and to faithfully perfor.m the duties thereof. SECTION 3. The members of the Board shall elect a President, a Vice-President and a Secretary-Treasurer, and may adopt by-laws not inconsistent with this Ordi- nance, prescribing the terms of office and duties of officers and members of the Board, and meetings of the Board, provided that the Board shall have at least one meeting every four months1 one of w'h1ch shall be at the end of the fiscal year, which fiscal year shall end on the day of ot each calendar year. SECTION 4. It shall be the office and duty of the Board to advise and counsel the City Government and City Officers and employees as to the best and approved means and ways of prevention and extinguishing of fires, and also as to best ways and means to discourage, appre- hend and to convict tor the crime of arson; to advise and counsel the citizens as to the best ways and means for prevention of fires, and to recommend the most ap- proved rules, regulations and equipment relating to the prevention and extinguishing of fires. The Board shall also advise and counsel the City Officers, the Citizens, and Fire Insurance Writers, as to rules, regulations, and inspections, relative to fire insurance of property 1n the city; and may when it deems proper to cause an investigation ~ each fire that occurs. The Board shall make an annual written report at the close of each fis- cal year, reporting its activities and the events during the past year within its zone of action, with recommenda- tions. The Board shall be authorized and em- powered as in line with its office 1 to create with its members. a Fire Inquest Committee 1 whose duty it shall b e to work with the City Fire Marshal in the investigation of fires. SECTION 6. The City Attorney shall be the legal adviser of the Board. SECTION 7. Whereas 1 public safety demands the im- mediate passage of this ord1nance 1 creating the Lub- bock Fire Prevention Board and empowering the sa1d officers to discharge the duties herein set out, there- fore an emergency exists demanding a suspension of the rules requiring ordinances to be read on three several days 1 said rule is hereby suspended and this ordinance is placed on its first reading and final passage and shall be effective and in fu~l force from and after its passage and approval.
