AN ORDINANCE OF THE CITY OF LUBBOCK NAMING AND
NUMBERING STREETS, A VENUES, BOULEVARDS, TERRACES, HOUSES
AND IMPROVEMENrS; ADOPTING AN OFFICIAL MAP OF THE CITY
OF LUBBOC:K SHO WIN G ffiCH NAMI NG AND NUMBERlliG; AUTHORIZING
CITY ENGINEER HEREAFTER TO NUMBER BUILDINGS;! AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY T BE CITY COMMISSION OF WBBOCK,
TEXAS:
Section I.
That the general map of the City of Lubbock, ~exas,
and sectional maps numbered !'rom 1 to 9 inclusive, Showing
and designating thereon the various streets, avenues, boule-
vards, and terraces within the City of Lubbock, and also show-
ing and designating the official number of each of the houses
and improvements within said City, as prepared by the €ity
Engineer, Marlin R. Smith, and identified by his signatu~e
under date of April (r5 !.1 • 1931, be and the same are
hereby approved and adopted as official maps of the City of
Lubbock, Texas.
Section II.
That the numbering hereafter placed upon the build-
ings within the City of ~ubbock by the City Engineering Depart-
mentj base4 upon said ofticial map or maps hereinabove adopted
and approved, be and the same are hereby in all things approved
and adopted as the correct numbering on such buildings and
improvement a.
Section III.
Where duplex houses or court cottages are erected on
any lot entitled to receive one number, the different apart-
ments ot such house sha~l be designated with the number to which said
lot is entitled, and by the addition thereto of a suffix letter
beginning with the letter aae for~ of such additional apartments.

Section IV.
All houses situated on the rear of any lot will be
given the number to which said lot is entitled with the prefix
"R" affixed thereto; all second stories that may be numbered, will
be given the number of the lot upon vtlich such building may be
situated, with the suffix "1/2" added thereto.
Section v.
The City Engineer of the City of Lubbock is hereby
authorized, empowered and tnstructed correctly to mark and
number each building situated on the streets, avenues, boule-
vards and terraces of the City of Lubbock in conformity with
t h is ordinance and is hereby directed to ·-keep an accurate
record in his office of all such numbers and he shall upon
application of any resident of the City of Lubbock advise such
applicant of the number given to any particular house or building
and such numbers so affixed and designated by tha City Engineer
shall be the correct number of any such building, provided,
however, that shoWd the owner of any building which has been
numbered by the City Engineer in accordance with this ordinanee
object to such number and decision of the City lngineer, suob
party may at a~ime, within thirty days from ~nd after the date
when such number is affixed and designated, have the right to
appeal to the City C.ommission of the City of Lubboek by giving
written notice, duly filed with the City MSDager of the City
ot Lubbock, within said period of time, which written notice
shall clearly and fully set forth the number designated
and affixed together with the objections of the party appeal-
ing from the decision of the City Engineer, and upon the
filing of such appeal, the City Commission shall set a date
for the hearing of such appeal, which shall be not more than
ten days from and after the filing of such appeal, and upon
a hearing the City Gommission shall hear and determine whether
or not such house, building or lot is correctly numbered anl
shall at such hearing determine and declare the correct number
for such house, building, lot or structure, and shall enter
an order upon the minutes of the City Commission so declaring
such correct number.
Section 6.
The fact that there is no adequate ordinance provid-
ing for the correct numbering and nanctng of streets, avenues,
boulevards, and terraces, in the City of Lubbock, and tha fact
that the lack of such ordinance so regulating same creates a
great confusion with reference to the commercial activities
of the City of Lubbock, creates a public necessity rendering
it necessary for the public safety and welfare that this
ordinance be passed and adopted as an emergency ordinance
under the charter of the City ot Lubbock, and renders it
necessary that the rule requiring each ordinance to be read
on separate dates, before final passage, and requiring that
each ordinance be published in a newspaper once each week for
two weeks, before becoming effective, shall be sUEpended and
such rules are hereby suspended, and this ordinance is duly
passed, adopted and approved as an emergency ordinance.
