Upon motion made by Commissioner J. H. Hankins,
seconded by Commissioner D. N. Leaverton, the following or-
dinance waa passed by vote of the Commission as f ollowa:

AN ORDINANCE BY THE CITY OF LUBBOCK, TEXAS t
CALLING AN ELECTION FOR THE PURPOSE OF VOT-
ING OJJ THE PROPOSITIOU FOR THE ISSUANCE OF
BOlIDB OF THE CITY OF LUBBOCK, TEXAS, IN THE
PRINCIPAL Sill! OF $75,000.00 FOR THE PURPOSE
OF ERECTING, MAINTAINING AND OPERATING A
PUBLIC UTILI'l'Yt TO-WIT, BY ACQ,UffiING LAND
WITHIN OR WITHOUT THE CITY AND ERECTING, ES-
TABLISHING, MAINTAINING AND OPERATING THERE-
ON A WNICIPAL AIRPORT AND LANDING FIELD IN
COWNECTION WITH THE OPERATION OF EXPRESS•
FREIGHT, AIRMAIL SERVICE AND OTHER .AERIAL
TRA.l-fSPORTATION; SAID :BONDS TO BEAR INTEREST
AT A RATE NOT TO EXCEED 5% PER AliTNUM AND TO
MATURE SERIALLY OVER A PERIOD OF YEARS NOT
TO EXCEED FORTY YEARS FROM THEIR DATE; FOR
THE LEVY OF A 3UFFICIENT ?AX TO PAY THE IN-

WHEREAS, the 0.ity Commission of the City of
Lubbock, Texas, deems it advisable to issue bonds of the
said a1ty for the purposes hereinafter mentioned; and
WHERE.AS, the transportation by air craft h a s become
so important in the life and business of the citizens of all
modern cities, including the City of J.iUbbock, am
WHEREAS, no safe and adequate facilities are avail-
able to the City and its citizens for the landing and dispatch-
ing of such craft without undue hazard to citizens and tooth-
e:ne empl.oying such facilities;. and
WHEREAS, it is considered to be to the beat interest
of the City of Lubbock, Lexas, and its citizena that said City
acquire l.ands within or without the City for the municipal and
public purpose of providing the facilities which will expedite
the handling o! express, freight, mail and passenger traffic
destined to and from the City of J.,ubbockt
'.L'HEREFORE, BE IT ORDAINED BY THE CITY OF LUBBOCK,
That an election be held on the 2Srd day of April,
A. D. 1929, at which election the foliowing proposition shall
be submittedt
•Shall the City Commission of the City of Lubbock,
Texas., be authoriz.ed to issue the bonds of the di ty of Lubbock,
in the sum of Seventy-five Thousand {f75s000.00) Dollars, ma-
turing serially over a period of yeare not to exceed forty (40)
years from their da te, beartng interest at a rate not to exceed
five per centum {5%) per annum, p a yable semi-annually, maturities
and rate of inte~est to be fixed by the City Commission, and to
levy a tax s .ufficient to pay the interest on said bonds and c:re-
ate a ainking fund sufficient to redeem them at maturity, for
the purpose of acquiring, erecting, establishing, maintaining
and operating a public utility, to-wit, by acquiring land within
or without the City and erecting, esta.blishing, maintaining and
operating theTeon a municipal air port and landing field in con-
nection with the operation ot express, freight, air mail ser-
vice and other aerial transportation, under the provisions and
laws of the State of texaa, the Charter of the uity of Lubbock,
Texas, and the Constitution of the State of 'J.'e:xas.•
Xhat said election shall be held in the City Hall
in the City of Lubbock, '.rexas, and the following named pe:rsons
are hereby appointed managers of said election, to-wit, W. E.
Ballew, P. C. Mccroy and S. T. 'higg.
1 hat said election shall be held under the provis-
ions of the Special Charterof the City of Lubbock, ~exas, adopt~
ed on the 27th day of December, 191.7, and amendments thereto,
and the C'onat it ut ion and laws of the St ate of '.l'exaa,_ and only
qualified votera, who are property taxpayers of said City, shall
be allowed to vote.

THEREFOR 1t
The manner of holding said ele~tion shall be gov-
erned by the laws of the State regulating general elections.
A copy of t :his ordinance, signed by the Mayor of the
aity of L~bbock, and attested by the City Secretary of said
City, shall serve as a proper notice of said election.
The 11layor is authorized and directed to cause said
notice of the election to be posted up at the City Hall and
tw:o other ~ublic :places in said City for at least thirty (30)
ful1 days prior to the date of said election.
The Mayor is further authorized and directed to
have said notice of election published in the Lubbock Morning
Xvalanche, a newspaper of general circulation publiehed iD
said City, and which notice shall be published once each week
for five weeks, the date of the first publication being not
less than thirty (30) full days prior to the date of said
election.

personally appeared W.R. Rodgers, who, after being b.e me first
duly aworn, saye upon his ·oatht
(1) 'l'hat he posted a true and correct copy of the
notice of election hereto attached at the following three public
places in the aity of Lubbock, Texas:
One at the Uity Hall,
One at the Courthouse, and
One at the Super aer~ice
Station.
(2) That each of said places was a public place
in said City; that each of the notices posted at said places
was posted in a conspicuous position; that each of said places
was accessible to the public; and that each of said notices
so posted at each of eaid places was posted so as to be easily
visible to the public.
(3) That all of said notices were posted by him an
the 19th day of March, A. D. 1929, which was not lees than thir-
ty days before the date of the election.
