AN ORDIUANCE AMENDING SECTION 14 OF PLUMJ3ING
ORDINANCE NO. 384 OF THE CITY OF LUBBOCK, TEXAS; PRO-
HIBilL'ING ONE FROM BNGAGING IN THE BUSINESS OF SANITARY
PLUMBER OR DOING SANITARY PLUM.BING WORK UNTIL HE HAS
FIRST OBTAINED LICENSE FROM THE CITY, SECURED PERMIT 9
AND DELIVERED TO THE CTITY THE BOND REQ,UIRED BY SAID OR-/
D.1.J:TANCE; FIXING A PENALTY; AND DECLARING AN EMERGENCY.(,
BE IT ORDAINED BY THE CITY COMMISSION OF THE
CI TY OF LUBBOCK, TEXAS I
.ARTICLE ls: 1.'hat Section 14 of Ordinance li.'o.
384 of the City of Lubbock, Texas, be, and the same is
hereby amended, so as to read as followss
•m, person shall engage in the business of
\sanitary plumbing\ or do sanitary plum.bing work as an em-
ploye or otherwise until he has first passed the exami-
nation and ·secured the license as provided by this ordi-
nance, and the laws of the State of Texas ,t and secured
the permit and delivered to the City the bond herein re-
quired~ provided that nothing herein contained shall be
construed as preventing any person from installing plumb-
ing on his own premises without euch licenset and provid-
ed further that before said plum.bing is connected with the
sewer, such owner or occupant eh.all apply to the City for
an inspection of said plumbing by the City Pl1JIDbing In-
spector and deposit in advance with the City such sum of
money as the City Plumbing Inspector shall estimate as the
cost of connecting such main with the service lines at
the property line. N'o such owner or occupant shall make
the connection himself, but same shall be done by the
City. 1'he city examining and supervising board shall is-
sue license to any one holding pltnnberts license issued
during current calendar year by any Texas city of not less
than s.ooo population, but auch person shall secure per-
mit and bond herein required,.
ltBefore any person shall engage in the san-
itary plumbing business or do sanitary plumbing work as
an employe or otherwise inthe town of Lubbock, he shall
exeeute,:and deliver to the City a bond reading .aubsten-
t ially as follows1

of Lubbock, Texas, and all other persona who may be injured
in person or pl'operty or sue on this bond, in the sum of
ONE THOUSAND & N0/100 ($1,000.00) - - - - -DOLLARS,
payable at Lubbock, Texas, conditioned that the
said plumber shall faithfully and promptly comply with
and perform all requirements of all ordinances heretofore
or hereafter enacted by the City of Lubbock, Texas, as
well as all rules and regulations prescribed by the Su-
pervising Board of Plumbers, and also reimburse and save
harmless the City and ~11 persons who may be injured by
negligent work or defeative materials in doing plumbing
work.

ARTICLE 2 c Any violation d this ordinance
shall be punished by a fine of not less than $25.00 nor
more than $200.00, and each day shall be a separate of-
fense.
.ARTICLE 3s The fact that there are persons
undertaking to do sanitary plumbing in the City of Lub-
bock, Texas, without a license, without a permit, and
without having given bond as required, and the further
fact that it ia neeessary to the public health to have
sanitary plumbing done by licensed plumbers in accord-
ance with the law creates an emergency and public ne-
cessity requiring that this ordinance take effect from
and after its passtrge, and it is so ordered.
