SECTION 1 : Th~t there be and there is hereby crebted
the of:fic e of "CITY AUDITOR" for the City of Lubbock, :'.:exas.
SECTION 2 : The City Auditor shall be a1 1ointed by the
City 1Iana~er of the City of Lubbock, by and with the advice ,
cons~nt, and a~oroval of t he City Commission, nnd shall hold
office at the will of the City Com3 ission, subject to peremp-
tory removal and uischar~e •

be by salary, p ayable monthly or semi-monthly, in a s um a n d
amount to be f ixed by the City Commission, subject to c hrn,ge
from time to time at tbei.r direction and wi "thin their discre-
tion.
SEC 1.rION 4: ~he City Auditor shall give a bond in some
regularly ace-re di t..e.a. surety comµany, antborized to cio busioess
under the laws of the State of Texas, i o s uch s um 1;..s may be
prescribed by the City commission, such bond to be aonditioned
for the faithf ul dischar~e and perfoTmance of the duties ,..
of said office. and fo.r the faithful accounting o:f all moneys,

drdiits, and thin~s of value coming into the hands of such
officer. ·;:he premium for such bond shall be paid by the Ui ty
of Lubbock, and said officer shall be .:required, before entering
upon the duties of such of fice, to subscribe to the oath of
offide prescribed by the Uonstitution of the State of 1exas
for county officials.
$ECTION 5: He shall be the ~eneral Accountant of jhe
corporation and shall keep in well-bound books aacuru te and
• regular accounts of the .receipts ,~nd disbursements of the

person. including officers, who have money transactions with
the City, crediting amounts allowed by proper authority,
and specifying ths .Pa!'ticular transaction to which entir~s

system as he shall, with such expert a ssistance 8S th a Com-
mission may se e fit to provide, deem adequ a te and p ro p er f or
the purposes of the City. He shall ~xamine th e boo~s a nd
records of the several offices and employees of the City, a na
shall make immediate report to the Commission of any irregu-
larities which he mig ht find or of any changes of method
or proaeedure which he thinks should be made.
He shall record in detail all transactions af~·ecting
the acquisition, custodianship und dis p osition of a nything of
value, including cash receipts 1 credit trans ~ctions an d d is-
bursements; and the recorded fadts shall b e p resented period-
ically to officials and to the public in suc h summ9.ries and
analytic a l schedules in detailed support th e reof u s s h all be
necessary to show the f ull effect of such transactions for eacb
fiscal year .upon the f inances of the Uity and in relation to
each department of the City ~overnment, including distinct
summaries and schedules f or each public utility owned and oper-
ated.
s~crrON 6: It shall be his p ~rticular duty to present to
the ~ommission in writing ~t the s e cond re~ula r meeting in each
month a report distinctly showing th e amount :received on the
City's account, specifying the sourae, also the sums paid out
durin~ the p receeding month 1 together with such other details as
the Commission may direct.

for payment by the L:i ty I.rana g er, and if any depa rtment or p ro-
ject appears likely to ove rrun the amount alloted to it, it
shall be the a uditor's duty to inform t he Com~ission in writ i og
of such liklihood.
SECTION 7: ti e shall prepare and hnve published in some
newspaper pubiished in Lubbock, u sworn annual statement f o:c

thereof as shall be necessary to show the full effect of such
transactions af;ecting th e acquisitions, custodoianship. and

actions, and disburs ements , for such fiscal yeat , upon the
finances of the City and in relation to each department of the
City govern"¥1ent 1 including-distinct summaries and schedules .
for each public utility owned a nd o perayed by the City, said
report to b e examined and approved by the Gity Commission
and ta ty Han C.f?er u.nd certified by the uccou ntant employed
by the uornmission to conduct the annual audit.
SE CTION 8: The Uity Auditor shall. in addition to the
particular d uties and powers herein set forth , rerform such .
duties and h a ve such powers as may properly pertain to his
off i"ce.

SECTION 9: All ordinances and parts of o:rdilnances in
conflict herewith ~re expressly repealed.
•rHIS OBDINANCE shall take effect und be in full force
from and ufter its pas8uge as required by the Uharter of the
Cit. y o f Lu b o o c k.
