An ordinance authorizing and requiring the
officials of1he City of Lubbock to discontinue water and
light service or either upon the failure or re:f'usal of a
water or light customer to pay for water or light service
when due, and declaring an emergency.
Be it ordained by the City Commission of the
City of Lubbock, Texas:
That the officials of the City of Lubbock,
Texas, and particularly the superintendent of the light
and vm,ter departments of the city of Lubbock, Texas, each
and all of them, are hereby authorized and required to dis-
continue,water and light service or either to any customer
upon his failure or refusal to pay for any light and water
service, or either when due, and to keep such service dis-
continued so long as either cf said service remains unpaid.
To make it plain, said officials are authorized
and required to discontinue the light service ae long as
the light or water service remains unpaid, and likewise to
discontinue the water service as long as the light or "Water
service remains unpaid.
Nothing herein shall be construed as waiving
the deposits required, or the fees to be charged for making
connection.
This or~nance shall not be construed as exempt-
ing a:ny person from penalties prescribed for violation of
any light or water ordinance heretofore passed.

The fact that the City of Lubbock has been un-
able to collect many light and water bills, and the further
fact that the City of Lubbock mat collect from P.J.l customers
and thereby t~eat its citizenship with uniform consideration,
end likewise avoid discrimination and prevent irreparable
losses in the way of needed revenue ne~eesary for the support
and maintenance of the light and water departments, creat~s
an emergency; and public necessity requiring the suspension
of all ordinances and rules prohibiting ordinances from being
passed when introduced, are hereby suspended, and this ordi-
nance shall take effect from and after its passage.
