This Ordinance shall be known as "THE G..A.BR!GE ORDINANCE".' The word "Premises", as used in this Ordinance shall be taken to mean, Business Houses, Boarding Houses, Off!cesA Theaters, Hotels, Restaurants, Cafes, Eating Houses, Tourisl Campa, · ~partments, Sanitari~s. Roo~ing Houses, Schools, ~r1vate Resi- dences, Vacant Lots and all other places within the City Limits of the City of Lubbock, where Garbage, Trash, or Rubbish accumulates in the ordinary quantities. The various kinds of Garbage shall be defined as follows: (A)By the term "Kitchen Garbage'' as used in this Ordinance is maant, Dry Xltohen Refuse, all meat. vegetable and fruit refuse, small dead animals and dead fowls, from any ''Premises" w1 thin the City Limite of the Oit.y of Lubbock. (B) By the term "Dry Kitchen Refuse" is meant the solids after the liquid or slop has been d rained .off through the kitchen sink into Sanitary Sewer. (C) By theterm "Trash" as used in this Ordl.nanoe is meant Paper of all kinds, Rags, Old Clothing, Paper Containers, Old Rubber, Pieces of Wood, Boxes1 Barrels' Crates, Heathers, Weeds, Grass, Tree Limbe, from any Premises' within the City Limits of the City o'f Lub book. (D) By the term "BulJbiah" aa 'laed in this Ordinance is D8a.nt Tin tanw. Bottles, Glasa, Sorais of Iron, Tin, Wire, or any other metals, from any "Premises within the City Limits of the City of Lubbock. -, SEOTIO!f 2. It shall be the duty of every person, firm or corporation owning, managing, operating, leasing, or renting, a Hotel, Restaurant, Cafe • Boarding House, ~ating House, Apartment, Business Bouse, Office, Brivate Residence, or any place where "Xi tohm Garbage accumulates, to provide a portabla Garbage Can, oomtruoted of Galvanized Iron, ~in or other suitable metal, with two handles and a tight fitting cover of a oapaoity not less than five gallons nor over fifteen gallons-and the daily aooumulationa of "Kitchen Garbage" shall be plaoed in thia Garbage Can. (which shall be out into lengths not exceeding four~feet).againet -inside of fenoe at side of Alley Gate; if there is no Alle7 Gate build a platform against inside of fence below top of fence so Cit¥ Garbage Collecting Vehicles can drive olose up to fence and lift the "Garbage~Trash" and ''Rubbish" over the fence; where there is no alley, Kitchen-Garbage, "Trash" and "!ub- bish" shall be placed inside our~ line of Street;~to be .oolleoted by the Cit7 Garbett W•ggona or Trucks. SEOTIOB .3. !he plaoes of wholesale accumulations such as Packing Houses, •illing and Dressing Plants for Fow.la 1 wholesale Fruit and Vege- table Houees .and Storages and other p~oes where the daily accumu- lation of "Xi tohen Garbage", "Trash" and Bubbieh" is more than the ordinary quantitea .. are no't included in the service furnished by the City Garbage Department and such plaoes are required to remove same to the .City Incinerator at their own expense, in the manner and by the method.direc~ed by the City Manager. SECTION 4, Reavt dead animals such as Oows. Horses and Mules shall be delivered to the City Incinerator at the expense of the owner or person having same in charge in the manner and b7 the method directed by the Cit.J Manager. §lOTION 5~ . . . Automobile Frames, Dead Treea,.and other bulky, heav,. m&terial shall be dis- posed of .at the expense of owner, or person controlling same, under the direction of the City Manager. SECTION 6. Manure from Cowlots, Horse Stables, Poultry Yards, Pigeon Lofts, and waste oils from .Garages, Filling Stations, shall be disposed of at the expense of the party responsible for same -under the direction of the City Manager. SECTION 7. The Health Ordinance requires that all premises both vacant and ,~ occupied be .kept in a olean sanitary condition at all times. The CitJ Garbage De,.rtment will not make collection of "Kitchen Garbage , "Trash" or qliubbishn or "Tree Limbe" where same ia not prepared· for ctDlleotion and placed ~ as designated by the terms of this Ordinance and f4alure to comply with this proVision will be an offense and each days failure to comply will constitute a sep~ arate off•ase. The disposal of "Ki tohen Garbage", "Trash" or "Bubbieh" and that designated under -sections 4-5-6 of this Ordinance or any kind of Rubbish, in any plaoe within the City Limits, or for 6000 feet outside ot the City Limits, except at the City Dupp Ground or Incinerator, is prohibited. SECTION 10. The meddling with Garbage Cans, Trash or Rubbish Receptacles or in a~ way pilfering• scattering contents; junkinga, in any Alley or Street within the City Limi~a of the City of Lubbock i a prohibited, SECTION 11. Employees of, and City Officers directing operations of the City Garbage Department and persons delivering Garbage or other Jiubbish to the City Dump Ground or Incinerator are allowed en ShJa~p Ground or Incdnerator, all other persons are prohibited. SECTION 12, J.l1 junk and lther material of the Dump Ground is the property of the City~1 lab~b&l9, and no person -is allow~d to separate and collect, carry of~ or dispose of same except under the authority and direction of the City Manager. SECTION 13. The oolleotion of Garbage, Trash and Rubbish or of any kind of Junk within the City Limits of the City of Lubbook is prohibited exoept ae provided for in Sections 3-4-5-6 of.thia Ordinance. SECTION 14. Garbage oans shall be kept in Sanitary condition, and closed tight; Lime must be used at plsaes where receptacles for the Garbage, Trash and Rubbish are located to be collected by the City Garbage Depart- ment, to keep down odors and flies. SECTION 15, The contents of all receptacles shall be so protected that the wind cannot blow out and scatter same ower the Streets, Alleys and Prem- ises of the City. SECTION 16. In the Business District and from Hotels, Restaurants, Cafes, Board- ing Houses, Sanitariums, Tourist Camps, daily collections will be made at such times as may be designated by the City Manager and preparation for this collection shall be made to comply with the provisions of this Ofdinance. l.a tbe .Resident districts ''Xi tchen Garbagen shall be prepared for Colleotion to be ~de two or three times per week, or as often as may be necessary to comply with sanitary regulations of the City; "Traah 11 and "Rubbish'' shall be prepared for one collection per week; the time of such collections ta be designated by the City Manager. SECTION 17.
