An Ordindnce affirming and ratif certain Ordinances of this City
enacted December 20, 1923, concern ~ng the form of bonds and tax levies,
and other particulars connect~d therewith, being Ordina.nces No. 243 and
244; and Ordinances amendatory thereto enacted January 30, 1924, affect-
ing the rate of taxation, and declaring an emergency account of the need
of funds from said bond issues;
Be it Ordained by the City Commission of the City of
Lubbock, Texas.
WHEREAS, on 12th of .Bteh..ruar.:'l.f924, the Ma y or of tt.is City, Percy Spencer
died, ana the office of Mayor became vested in Commissioner No. 1, H. G.
Love as Mayor Pro Tempore, and a question has been raised because the
11 aye" and" Uay" vote was not shown as to the aooption of said Ordinances
and amendatory Ordinances thereto. and Whereas, one Commissioner was
absent from each of said meetings of December 20, 1923, and January
30, 1924, there~ore.
Be it Enacted -
Section 1. That the entire Commission now living of this City, hereby
ratifies, confirms and adopts the actions of the City Commission of this
City of December 20, 1923, in rassing, and the Mayor in approving,
Ordinances Nos. 243 and 244 wherein it was ordere<l that $50,000.00 in
Electric Light and Power Bonds be issued, pres~ribing their form and
requisites, and levying of tax to discharge same, and of $75,000.00 in
City Hall Bonds, to be issued, prescribing their form and requisites ana
laving of tax to discharge same, and the Ordinances of January 30, 1924,
wherein the above Ordinances were amended by levying for 1924 a tax rate
of ten cents on each one hundred dollars for interest and sinking fund
on the Light and Power Bonds, an d of fifteen cents on t he one hundred
dollars, Vdluation to pay interest and sinking funds on the City Hall
Bonds, and declaring said Ordinances to be binding and pledge ~he credit
of this City. ·
Section 2. That fact that the attorneys for the purchaser of such
Bonds is not willing to approve the same, thus the City is unable to
get the proveeds of the sale thereof ~nd the urgent need for such montes
creates and emergency and public necessity that the rule of the Charter
requiring an Ordinance to be read at two several meeting s before passa e,
be, and the same is hereby s u spended, and this Ordinance adopted at
the meeting of its introduction, an d it is so ordered.
Passed and approved by 4 vote "aye" and no votes "nay''
