RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute
for and on behalf of the City of Lubbock, Amendment No. 14 to LBB Contract No. 15200, by
and between the City of Lubbock and RS&H for Security Systems Upgrade—Construction
Administration Services at the Lubbock Preston Smith International Airport, and related
documents. Said Amendment is attached hereto and incorporated in this resolution as if fully
set forth herein and shall be included in the minutes of the City Council.

SCOPE OF WORK
i PROJECT DESCRIPTION
The City of Lubbock (City) has requested that RS&H, Inc. (RS&H or Consultant) provide a scope
and fee for Construction Administration for the upcoming Security Systems Upgrade
construction project designed by RS&H.
Project Duration — The Project Durations is estimated to be 330 calendar days (approximately
11 months) construction duration. The actual schedule may vary based on the Project Closeout
Date and any changes to the Scope of Work. Changes to the project schedule may require
changes in the Consultant's efforts and adjustments to the compensation indicated in this
proposal. Construction Administration shall be considered commenced upon the initiation of
any services being rendered (i.e., Pre-Construction Meeting, Submittal Review, Construction
Schedule Review, etc.) up until the completion of project closeout.

in the development of the Project:

II PROJECT TASKS
The following project tasks are included for the construction phases of this Project:
TASK 1 CONSTRUCTION SERVICES
The scope (and fee) proposed under this Task is based upon an estimated total construction
duration of 11 months. Specific task breakdowns are as follows:
Task 1.1 Pre-Construction Conference
The Consultant shall attend one (1) pre-construction conference meeting at the Airport,
followed by a walk-through for interested parties. The Consultant will assist in preparing the
Pre-Construction Meeting Agenda and Meeting Minutes. In attendance will be the following:
» Project Manager (RS&H remote)
» Senior Engineer (RS&H, in person)
» Project Engineer (RS&H remote)
Task 1.2 RFI/Substitutions/Submittal Review
The Consultant shall review and respond to Requests for Information (RFI's), substitution
requests, product data, shop drawings, samples, and other submissions furnished by the
Contractor and submitted to the Consultant. The Consultant shall review and approve or take
other appropriate action) as required. The Consultant will utilize Newforma or another mutually
agreed upon Project Information Management software program between the Consultant and
Contractor for tracking, reviewing, and responding to RFIs and submittals. Submittal review will
be limited to the initial review and a single resubmittal. It is anticipated that eighty (80) reviews
of RFI's, substitution requests, product data, shop drawings, samples, and other submissions will
be completed. Additional reviews may require a change to the Project scope and additional fees.
The Consultant's review is limited to checking for conformance with the information given and
the design concept expressed in the Contract Documents. RS&H is not responsible for Work or
requirements that are the Contractor's responsibility as defined in the Contractor's contract with
the City. The Consultant shall respond to claims, disputes, and other matters in question
between the City and the Contractor relating to the execution or progress of the Work or
interpretation of the Contract Documents. Interpretations and decisions of RS&H will be
provided in written form.
Task 1.3 Construction Coordination, Clari�cations, and Administration
As part of this Task, the Consultant shall advise on efforts related to Construction Coordination
and provide design clarifications and recommendations to assist the Airport in resolving field
problems relating to the construction while not on site. RS&H will also act as the interpreter of

the technical elements associated with the contract documents, judge the construction
contractor's performance, and make recommendations on claims of the City and Contractor
relating to the execution and progress of the Work. The scope assumes that six (6) hours per
month will be devoted to Construction Coordination, Clarifications, and Administration by the
design team.
This work is limited to the content and scope of the Conformed Construction Documents. Any
Client-requested deviations from the content and scope of the Conformed Construction
Documents may require a change to the project scope and additional fees.
The Consultant shall not have control or charge of and shall not be responsible for construction
means, methods, techniques, sequences, or procedures or for the safety precautions and
programs in connection with the project construction. This also includes acts or omissions of the
Contractor, subcontractors, any of their agents or subcontractor's employees, or any other
person performing any of the Work, or for the failure of such persons to carry out the Work in
accordance with the contract documents. Accordingly, with the approval of the City, RS&H will
reject Work done by the Contractor that is non-conforming to the contract documents and will
issue requests to the Contractor complete special inspections and/or tests if warranted
Task 1.4 Contractor's Pay Applications
The Consultant Project Manager shall assist LBB in reviewing contractor applications for
payment and supporting data, review the amount owed to the Contractor, and make
recommendations for the level of completion in accordance with the contract documents. It is
anticipated that the LBB will process all contractors' pay applications monthly.
One (1) Contractor pay request will be reviewed monthly for the Project. It is anticipated sixteen
(11) applications for payment reviews will be completed. Additional reviews may require a
change to the Project scope and additional fees.
Task 1.5 Construdion Meetings/Site Visits
The Consultant shall participate in twenty-four (24) bi-weekly virtual construction coordination
meetings, up to six (6) of which shall coincide with in-person site visits. The Consultant assumes
that the Contractor will provide an agenda and meeting minutes for weekly construction
progress meetings. On-site participation in construction meetings will be coupled with any
scheduled site visits.
The Consultant shall conduct up to six (6) site visits during construction at the request of the
Airport. Site visits are anticipated to be completed over one full day (not including travel). Site
visits will be followed by a Field Report to summarize observations and be submitted to the City.

Task 1.6 Change Directives and Change Notices
The Consultant will prepare documentation to issue Change Directives and Change Notices with
the approval of the City. Changes that require additional design and documentation effort from
the Consultant will be handled through an amendment to the contract. No changes will be
executed, and no work progress associated with those changes will be implemented without
prior approval from the City. Change Directives and Change Notices will be limited to six (6).
Task 1.7 Project Management
The Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the Consultant team's efforts, including assembly and coordination of
all documentation.
TASK 2 PROJECT CLOSEOUT
Project closeout includes preparing the record documents, final BIM models, and final invoicing.
Task 2.1 Punchlist and Final Observation
The Consultant shall perform a substantial completion observation of the Project with the City's
authorized representative(s). The Consultant shall prepare a punchlist of items that must be
completed or deficient. The Consultant shall perform a final observation to determine if the
Project has been completed in accordance with the contract documents and if the Contractor
has fulfilled all its obligations thereunder so that the Consultant may recommend approval (to
LBB), if applicable, in writing, the issuance of a Certificate of Substantial Completion and final
payment to the Contractor.
Two (2) on-site visits will be held for Punchlist and Final Observation. The Punchlist and Final
Inspection attendees will be:

» Project Engineer (RS&H initial Punchlist only)
Task 2.2 Record Documents
The Consultant shall obtain red-line as-built drawings from Construction Contractor and prepare
"Record Drawings," which shall become the property of LBB and corrected to show significant
changes made in Work during the construction of the Project. Such corrections shall be the "as-
built" prints, drawings, field sketches, and other data furnished to the Consultant by the Airport
and the Contractor, and any amendments issued during construction.

Task 2.3 Project Management
The Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the Consultant team's efforts, including assembly and coordination of
all documentation. The Consultant will issue monthly progress reports with each invoice to the
Airport project manager during this portion of the Project.

VI ASSUMPTIONS AND EXCLUSIONS

» Services outside the anticipated schedule of construction (approximately 11 months).
» Fees associated with permitting.
» Materials and testing services.
» Re-testing.

SCOPE OF WORK
S� RS&H will only perform services/Work-related in any way to PFAS chemicals or
substances possibly containing PFAS chemicals (including but not limited to sampling,
handling, and remediating) to the extent the Lubbock Preston Smith International Airport
specifically directs, in writing, RS&H to perform such services/work, and RS&H shall not
be liable for the nonperformance of such services/Work.
VIIPROFESSIONAL SERVICES FEE AND FEE TYPE
RS&H will provide Task 1-2 Construction Administrative Services for a Lump Sum Fee of
$165,703.64 (Labor) and a Cost Plus Not to Exceed Fee of $15,575.00 (Expenses) for a Total
Contract Value of $181,278.64. See Attachment A for a breakdown of costs.
Should scope items/activities/efforts/durations be modified at the request of the City or need to
be adjusted based on the design/construction schedule, the Consultant Team will need to
modify the fee to accommodate the changes. Such changes will be compensated for through
an amendment (Additional Services requested by the Consultant) to the Task Order or similar
vehicle. Effort, fee, and schedule adjustments resulting from a change in scope will be assessed
and approved by the Airport prior to the execution of the change.
