AN ORDINANCE FORBIDDING THE PLACING OF PAPER, LUMBER, STONE, BRICK, WEEDS,
BOXES AND ALL KINDS OF TRASH IN THE STREETS AND ALLEYS OF THE CITY OF LUBBOCK,
TEXAS, OR SUCH BEING ALLOWED TO REMAIN THEREON BY THE PERSON IN CONTROL OR
OWNER OF ABUTTING PROPERTY PROVIDED A PENALTY FOR THE VIOLATION HEREOF; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF LUBBOCK, TEXAS,
SECTION 1. Any person placing paper, boxes, weeds, lumber, stone, brick
or other kind of trash in any public street or alley within the City of Lubbock,
Texas shall upon conviction be punished as hereinafter provided.
SECTION 2. Any person in control of any premises abutting a public street
or alley within the City of Lubbock, Texas, whether as owner, tenant, manager
or lessee, who shall permit any of the articles mentioned in Section 1 hereof
to remain in such street or alley for a period of five days from the first
accumulation thereof, shall upon conviction, be punished as hereinafter provide
SECTION 8. Any person found guilty of violating either of the preceeding
Sections of this Ordinance shall be punished by a fine of not less than Five
Dollars, nor more than One Hundred Dollars.
SECTION 4. The fact that such articles as herein referred to are liable to
cause and spread fires, creates an emergency and public necessity, so that the
provision requiring an Ordinance to be read at two several meetings should be
suspended, and this to be adopted and enacted at the meeting of its introduction
and reading, and it is so ordered.
