AN ORDINANCE CREATING A WATER WORKS DEPARTMENT FOR THE CITY OF
LUBBOCK AND PROVIDING RULES FOR THE GOVERNING OF THE SAMF.
Be it Ordained by the City Council of the City of Lubbock, Texas:
Section 1, The Rater Works Department shall be a separate and
Independent Department of the City and all revenues arising from this
source shall constitute a separate fund to be used; first, for the pay-
ment of all expenses of said Water forks and the City Secretary shall
keep a segarate account of said Fund, received and disbursed, and the
warrants drawn against this Fubd shall so state on their face that they
are drawn against this fund and for ghat purpose.

Section 2, The City imposes no restrictions on water takers
which impair their rights to use all the water necessary for the various
purposes for which licenses are issued, but only such as are necessary
to prevent waste, eXd for the mutual protection of the Water Department
and the consumer.
Section 3. All requests to tap the water mein, to open the
streets for the purpose of laying water pipes, or to extend the same upon
any street, lane, alley, sidewalk, or upon public grounds, or upon pri-
vate premises, or to make connections With the Water Works for any pur-
pose shall be made in writing at the City Hell by the Party desiring
same or by his duly authorized agent, and the said request shall state
the name of the party desiring the same done, the location of the prem-
ises, and the purpose for which it is desired to use welter, and such
other acoeptful information as may be desired, Said Application shall
be accompanied by the amount charged by the City for Tapping.
Section 4. When the application mentioned in Section 3, to-
gether with the fee charged by the City for tapping the mains has been
deposited with the City Secretary, he sha11 issue a permit directing
the Superintendent showing the work to be done and that the fee has
been paid.
Section 5. All applications for the use of water must be made
on Water works blanks to the City Secretary stating the number and kind
of fixtures and must state fully and truly the purpose for which water
Is required, whereupon that officer and the Superintendent will issue
the necessary permit as provided by Ordinances. In case of any wilful
misrepresentation on the part of any applicant, or diversion
of the water, the supply will be stopped.
Section 6. No person except the tapper employed by the City
shall under any cArcumstances tap the distributing pipes or insert
pipes therein.
Section 7. The math will not be allowed to be tapped with a
size larger than three -fourths (3/4" inch for any use without special
permission from the City Council. All taps shall be fitted with dueller
Corporation Cocks. All pipes from main to curb cocks of the size of
one and one-fourtr (1 1/4") inch and under shall be of "strong"lead
or galvanized pipe and all pipe over one and one-fourth (1 1/4") inch
shall be of "extra strong" lead or of galvanized pipe. All curb cocks
to be of inverted key, round way opening with male and female end with
brass union coupling on house side, set in cast iron service box, to be
of Mueller pattern or its equal. Providing that a gate valve of a stand-
ard make may be used instead of a curb cock in all services larger than
one and one-fourth (1 1/4") inch. All pipes in the street shall be cov-
ered twenty-two (220) inches deep and the earth tamped thereon in such
a way as to leave the street in same condition that it was before tapping
the main or laterals. In no case shall any tap be nearer than one foot
to the hub of the main, and no two taps shall be closer than ten (10")
Inches,
All service boxes in the business district shall be placed
just inside of the curb line and in the residence district, just out-
side of the sidewalk line.
Section 8. The City reserves the right to make such additional
and needful Rules and Regulations governing the tapping of the mains,
laying of service pipes, and the plumbing of houses as may from time to
time become necessary for the protection of the rater Works and jUm
Water Takers.
Section 9. The City will make all water connections under this
Ordinance as specified in Section No. 7 and shall charge the consumer im
the cost of the connection plus fifty (50) cents for each of the first

four fixtures and twenty-five (25) cents for each additional
for inspection.
Section 10. The manipulation of stop cooks and stop gates,
shell, in all oases be done by the authority of the Superintendent.
Section 11. Every service pipe must be furnished with a stop
and waste cock inside the premises and below the action of frost so
situated that the water can be shut-off and drained from pipes
when it is cold enough to freeze water in pipes it must be shut off
and emptied by the comsumer.
Section 12. water will not be furnished when there are de-
fective or leaky ftxtMMX water closets, faueet8, or other fixtures,
and when any consumer is found to have such in use, the supply will be
withdrawn and not furnished again except at double rates, unless he re-
pairs same forthwith.
Section 13. The City shall not be liable for any damage by
reason of the breaking of any pipe or service cook, or the collapse of
any water heater or boiler.
Section 14. The Superintendent or any other City Officer shall
have acres at all reasonable hours to all parts of the premises to which
water is supplied for the purpose of examination or inspection.
Section 15. The City reserves the right at any time without
notice, to shut off Water in their mains for the purpose of repairs and
shall mmk be liable for no damages occasioned by the unavoidable scar-
city of water.
Section 18. The water shall not be turned on to any consumer
until all charges for tapping and material and minimum water rent for
the balance of the current month shall have been paid. to the City Sec -
rotary,
Section 17. All permits for the use of water shall be issued
by the City Secretary upon payment if the proper amounts as per rate
estimated. Every permit issued by the City Secretary shall be evidenced
by a stub or a carbon copy, which shall show when, to whom, and for how
long, and for what price and purpose said permit was issued, and the
Secretary shall keep a Roll of NJ Water Consumers, showing rate

paid, and shall make quarterly report of the same to the City Council.
Section 18. The City Secretary shall familiarize himself
with the Rules , Regulations, and Rates and be guided thereby in is-
suing permits. The Superintendent and the City Secretary must perform th t
the duties herein required with a view to and in accordance wAh all
the Water Works Rules and Regulations.
Section 19, The City Secretary shall file and preserve for
one year all applicgtions by consumers and the same shall be subject
to inspection by the Superintendent, and the party applying for water
shall state in his application the use for which he desires the water.
Section 20. The following is the established meter rates
The City will have a minimum xxtt charge of one Dollar 0l.00) for
which the consumer is allowed two thousand (2,000) gallons of water,
All in excess of two thousand (29000) gallons will be charged
for at the following price per thousand (19000) gallons, to -wits
thousand;
The first three thousand (3,000) gallon excess, 40 cents per
All excess over five and under ben thousand gallons, 35 cents
per thousands
All excess over ten and under twenty thousand gallons, 30
cents per thousand gallons;
All excess over twenty thousand gallons used per month will
be charged for at the rate of 25 cents per thousand gallons.
Section 21. The City will collect the monthly minimum charge
monthly in advance. Meters will be read at the end of each month, and
bills will be rendered as per statement of meter, with due credit al --
lowed consumers for advance payment.
Section 22. Consumers feeling aggravated by the showing of
registration of any meter are at liberty to test the said meter at
their own expense to determine its accuracy. A suitable meter bog
must be provided as protection to the meter with proper lid or cover,
said box must be at least 12 inches in diameter and may be made of any
material acceptable to the Water Superintendent.

Section 23. Each water meter must be set so as to control
the entire supply of the premises. Only one meter shall be used for
each premises and only one owner can be supplied JoM from each meter.
The plumbing must be re -arranged, if necessary, to comply with these
Rules as the Water Superintendent is not allowed to waive or amend
them.
Section 24. Said meters are to be set within the premises
supplied, at a point to Drover all water fixtures contained in said
premises and at a depth below frost -line and under the direct super*
vision of the water superintendent or other authorized agent of the
City. The ax expense of installing meters shall be borne by the con-
stm►er wevalummomiragks for which he shall have credit on his water rent,
as also cost of repairs, if any become necessary from time to
time. Consumers are cautioned to keep these fixtures in good repair
to avoid annoyance and discord incident to large bills due to flagrant
waste in leaky fixtures.
Section 25. Each meter must be provided with a check valve
between the meter and a boiler used for steam or hot water.
Section 26. The pipes must be thoroughly flushed and the
plumber must assure himself that they are clear, and that there is
no possibility of filings, bits of waste or lead, or any other foreign
substances remaining therein before smtting the meter. Plumbers will
be held responsible for any loss by failure of such meters to regis-
ter or any damage to them by reason of defective work.
Section 27. - The consumer must prostect the meter fro$ freez-
ing and from damages, whether the meter is located in a house or in
a box adjoining the premises.
Section 28. The City reserves the right to amend the Rules,
Rates, or Regulations as deemed necessary for its own protection.
Section 29. The water rent must be paid by the tenth of each
months and if not paid within the specified time, the Superintendent
shall out off the delinquent snit user and he shall not be connected
