WITHIN THE CITY OF T TMBOCR, TEXAS. Be it ordained by the City Council of the City of Lubbock, Lubbock County,Texas that the following code of rules are hereby adopted for the purpose of regulating and governing the slaughter of , evnd the sale of meet, fish, etc. Within the City of Lubbock, Texas. I RME 1. All slaughter houses supplying meat to the Inhabitants of this Citymust have an abundant supply of water f rom a well or other source which is not contaminated. This water must be applied with adequate pressure through a hose to all pests of the room ar rooms used for the purpose of slaughtering or preparing meats for consump- tion as human food. RULE II. All such slaughter houses must have floors and water must be carried one hundred feet (1001) away from the slaughter house,al- T-641 g it to drain in pools. The floor must be thorou&ly wa a eac- daya.fter the slaughtering is completed, and the diffluvia shall not be ., allowed to drain underneath the building by to collect in pools near by, nor shall such effluvia(be conducted into any stream or pond or be allowed to contaminate any well whose waters are used in connect- ion with the slau&ter house, or that may be used for domestic pur- poses. RL3LEIII. The walls and all exposed surfaces on the insi4e of the slaugh- ter house must be cleaned by washing or scraping as often as necessary in order to keep the premises in proper sanitary condition. If the walls are not painted they, be calsomined or white -washed at least every three months. Painted walls must be re --painted at least once e u.ch ye mr . . PULE IV. All rooms where an"Is are killed or where meat is handled or displayed or kept for any lenah of time must be completely screen- ed, at all doors, windows and other ppenings and properly protected f from flies. RULE V. where floors .or other parts of the building ar tables or other parts of the equipment are so old or.in such condition that they cannot readily be made sanitary, theyyahall be removed and be replaced by suit- able material, or otherwise, put in a. condition acceptable to the City Health Officer. RULE VI. All trucks, Trays, and orther receptacles, all chutes, plat- forms, racks, tables, etc., and all knives, exus, cleavers, and all tools and all equipment and utensils and machinery used in moving, handling, cutting, chopping, mixing, canning or other process shall be thoroughly cleaned daily if used. PULE VII. The aprons, overalls, or other outer clothing of employees, who handle meat in contact with such clothing shall be of material that is readily cleassed and made sanitary, and shall be cleansed daily if used. Employees who handle meats or meat food products shall be re- quired to keep their hands clean. R=, VIII. All offal and refuse shall be removed from the slaughter house on the day of slaughtering and disposed of in a saniyary man- ner. RULE IX. Slaughter houses shall be provided with a cooler or ice box for the proper cooling and ehillig of meats, where the carcasses are to remain in the slaughter house for a greater length of time than twelve (12) hours, into which the carcasses shall be placed directly after being slaughtered,and kept until relpoved form the premises. the cooling and storage room for meats must be properly ventilated. RULE X. All pens and inclosures connected with any slaughter house must be kept in a sanitary condition, and no hogs or other animals shall be kept within one hundred (100) feet of any slaughter house. RULE Xi. No slaughtering shall be done in barns, sheds, shipping pens or other buildings not designed or suitable for the slaughtering of animals and the handling, dressing and cooling 6f meats; nor shall any slaughtering be dome outside of any building except in rural districts for private consumptf On. RULE X11. The City Flea.lth Officer, or a duly appointed inspector, shall be an inspector of animals and meat supplies intended -for human coneumption Within this City, hemay inspect meat intended for food after it is taken to the market, RULE XIII. Whenever provision for the inspection of meats is pro- vided for by the appointment of a regular meat inspector, no person or persons shall sell, or offer for sale, in this City any meat intended for human consumption, whether slaughtered within such district or else- where,runless the same has first been inspected and approved by such duly appointed end co=nissioned incpector. M E A T C A R T S RULE XIV. Carts or vehicles in which meats or meat food products or fish are transported, peddled or delivered shall be so constructed as to protect the meat from contamination by flies, dust or other extraneous; must be washed daily and maintained in a cleanly and sanitary condition. RULE RV, beat, whether entire darcassee, quarters or cuts thereof, shall not be conveyed through the streets by team or otherwise, unless properly wrapped or otherwise protected from contamination, and such covering shall be kept clean and sanitary. M A R X T S. RUI=. Me arkets, fish markets, butcher shops or stalls shall be completely screened as a protection from flies, the floor shall be thoroughly scrubbed ogLce each day, and scraps of meat, offal, and bones, and other refuse organic matter shall not be left exposed to the atmos- phere 6f the rocm, but must be kept in a closed receptacle, which must be emptied once daily; all tainted meat shall be removed from the prem- ises at once, and fixtures, rooms, and premises must be maintained in a thoroughly sanitary condition. RULE XVII. Refrigerators must be scrubbed and scoured once a week and must at all times be kept sweet and clean. RDU RVIII. No person shall sell,or offer for sale, any part of any animal or carcass slaughtered when not in good health, nor any decay- ing or unwholesome animal matter, nor any article Which has been used to any extent in any meat described, with the intent that same may be used as human food. - - - - - - - - -- --------} �_ Section 2: Any person who shall wilfully violate any of the rules and regulations contained in the Sanitary Code of the City of Lubbock, Teams, shall be deemed guilty of a misde- meanor and upon conviction shall be fined in any sum not less than 85.00 and not more than 8200.00. Seotion W:The office of City Health Cffioer for the City of Lubbock, Texas is hereby oreated, and shall be filled by a competent physioianof reputable standing and legally quali- fied to practices medicine within this State. Section 4: The City Health offioer shall be clothed with all of the powers and authority of a peace officer and shall be authorized to arrest anyA violating any of the rules and regulations of this ordinanoe in his preaenee� _.L�_ -A' .f, {„ king- re , but when such violation$ is not within hik; presence he shall only be alltborized to arrest upon a warrant regularly iesued.
