RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, Amendment No. 2 to Contract No. 12783 dated July 28,
2016, for professional services for the development of the 2017 Thoroughfare Plan Map and
Cross Sections, by and between the City of Lubbock and Kimley-Horn and Associates, Inc., a
North Carolina corporation, and related documents. Said Amendment is attached hereto and
incorporated in this resolution as if fully set forth herein and shall be included in the minutes of
the City Council.

Amendment 2
To Agreement Betveen
The City of Lubbock,TX
And
Kimley-Horn and Associates,Inc.
THIS IS THE SECOND AMENDMENT TO THE AGREEMENT,Contract No. 12783 dated and entered
into the 28th day of July 2016 by and between the City of Lubbock ("City") and Kimley-Horn and
Associates, Inc. ("Engineer"), a North Carolina Corporation, for providing professional services for the
assessment, planning, benchmarking, and defining criteria for the development of the 2017 Thoroughfare
Plan Map and Cross Sections("Project").
WITNESSETH:
WHEREAS, the City and Engineer executed the First Amendment to Contract No. 12783 through
resolution 2018-R0118 on April 12, 2018 enlarging the scope of services to be performed by the
Engineer.
WHEREAS, subsequent to the first amendment, on January 1, 2019, in accordance with the terms of
Contract No. 12783, the City Engineer and the Engineer executed a modification for an extension of time,
granting the Engineer an additional six(6)months in order to complete services contracted for.
WHEREAS, now the City desires to revise the scope of services to Contract No. 12783 to include the
development of a Roadway Capital Improvement Plan. The details of work to be performed are described
in Attachment A, and set forth as fully incorporated herein. No additional compensation shall be granted
for the revised services. Additionally, the City shall give the Engineer an additional six (6) months to
complete the revised services.
WHEREAS, all other portions of the original Agreement, the First Amendment, and the Modification for
Time Extension, shall remain in place and are not altered by this amendment.
NOW, THEREFORE-,the City and the Engineer agree to the terms of this SECOND AMENDMENT:
The City and Engineer agree to the revised scope of services to include the development of a Roadway
Capital Improvement Plan for no additional compensation, and the Engineer shall have an additional six
(6) months to complete said service.
IN WITNESS HEREOF, the parties have executed this Agreement as of this X11 day of
June 2019.

Project Understanding
1. Project Management and Meetings
• Meetings
The Engineer will attend up to two (2) meetings with City staff to establish corridors for preliminary
engineering, and to present the draft deliverables for feedback and review.
The Engineer will attend provide status updates and invoices on a monthly basis.
2. Comprehensive Plan Transportation Element
• Transportation Chapters
The Engineer will write the transportation element to be incorporated into the on-going
Comprehensive Plan update. The transportation element will consist of the following chapters:
• Existing Conditions
•Thoroughfare Plan Update
•Thoroughfare Plan Map Updates
• Funding
• Safety
• Policies
The Engineer will attend two meetings as part of this task.
Deliverables:
• Word document of Transportation Element
3. Preliminary Engineering

4. Access Management Guidelines
The Engineer will prepare Access Management Guidelines based on current best practices. It is
anticipated that the document will address the following items:
• Street Types
• Access Guidelines
• Auxiliary Lanes
• Collector Street Network Planning
• Subdivision and Land Development Access
• Unified Access and Circulation
• Redevelopment Application
• Driveway Connection Geometry
• Review/Exceptions Process
The Engineer will attend one meeting as part of this task.
5. Pavement Design Evaluation
The Engineer will evaluate the current Pavement Design Standards. It is anticipated that the document
will address the following items:
• Calculation of ESALs accommodated by current cross section
• Calculation of ESALs needed to be accommodated based on traffic volumes

• Review of Three Comparable City's Cross Section
• Updated Standard Detail
6. Roadway Capital Improvements Plan
The Engineer will assist the City to develop a Roadway Capital Improvements Plan which will include cost
projections for anticipated projects to be included in the ongoing Impact Fee Study. The Roadway Impact
Fee Capital Improvements Plan will include existing oversized facilities and proposed facilities designed to
serve future development. The Roadway Impact Fee Capital Improvements Plan shall include a general
description of the project and a project cost projection. Planning level cost projections for future projects
will be prepared based on discussion with local roadway construction contractors, City staff, and previous
experience with roadway construction costs. The City shall provide actual City cost information for
previously completed projects with excess capacity and any cost contribution to County, State, Federal, or
developer constructed projects. Due to the variety of unknowns associated with roadway project costs
projections (ROW acquisition, utility relocations, etc.), the planning level project cost projections utilized in
the roadway impact fee analysis should not be used for any future capital improvement planning within the
City. The Engineer will identify the portion of projected improvements required to serve existing demand
and the portion of project improvements required to serve new development within the 10-year planning
period.
Project Term
The term of this Contract commences on the notice to proceed and continues with interruption for a
term of six (6) months as an amendment to the Contract.
