HomeMy WebLinkAboutOrdinance - 2019-O0001 - Budget Amendment #5 - 01/22/2019First Reading Second Reading January 10,2019 January 22,2019 Item No.6.2 Item No.8.1 ORDINANCE NO.?019-O0001 AN ORDINANCE AMENDING THE FY 2018-19 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE LUBBOCK POWER AND LIGHT CAPITAL FUND TO ESTABLISH CAPITAL IMPROVEMENT PROJECT 92608 -RED RAIDER SUBSTATION DISTRIBUTION FEEDER AND APPROPRIATE FUNDING;PROVIDING FOR FILING; AND PROVIDING FOR A SAVINGS CLAUSE. WHEREAS,Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes;and WHEREAS,in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds;and WHEREAS,the City Council deems it advisable to change the FY 2018-19 Budget for municipal purposes and reallocate funds as follows;NOW,THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1.THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2018-19 (Budget Amendment #5) for municipal purposes,as follows: I.Establish Capital Improvement Project 92608,Red Raider Substation Distribution Feeders,and appropriate funding in the amount of $4,985,000.The project will utilize Short Term Lending Facility (20-Year)funding. The project scope and justification is as follows: Project Scope: Install eight new distribution feeder lines from Red Raider Substation.This includes four dedicated circuits to Texas Tech University (TTU)that will be routed from Quaker Avenue to the TTU campus. Project Justification: Red Raider Substation was built to serve LP&L's system distribution needs as well as provide additional circuits to handle increasing electrical demand from TTU.These new feeder circuits will connect the new substation to existing circuits both on and off campus. FERC Accounts:364, 365, 366,367 Estimated Useful Life:40 years SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
