HomeMy WebLinkAboutResolution - 2023-R0171 - Downtown Façade Grant with Grimes Inurance Agency at 1651 BroadwayResolution No. 2023-R0171 Item No. 6.7 April 11, 2023 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to the Grimes Insurance Agency, Inc., is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. AT 1651 BROADWAY DOWNTOWN FACADE AND PERMTTABLE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, March 22, 2023, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Downtown Lubbock Ventures Inc., who is making improvements to their property located at 1651 Broadway, which is in the Downtown TIF. Grimes Insurance Agency is the region's largest personal lines independent agency and have been locally owned and operated for over 70 years. The agency is actively involved in sponsoring several local schools with a teacher of the month program and work with veterans, law enforcement and first responders. The scope of the facade work will include stucco improvements, drains, lighting, and a canopy totaling $50,000 in facade expenses. The permittable work will include a new roof, doors, awning, and parking lot totaling $112,714 for a grand total of $162,714 in expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant Downtown Lubbock Ventures a Downtown Facade Grant for $25,000 and a Permittable Grant totaling $11,271 at 1651 Broadway, which is in the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. James Conwright, and Seconded by Director, Ms. Melissa Collier. IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with Downtown Lubbock Ventures Inc. for improvements to the property at 1651 Broadway, Lubbock, Texas. This Economic Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the Economic Grant and Contract. PAVECON, Ltd., (PAVECON) will carry workmen's compensation insurance covering its employees and shall provide public liability and property damage insurance. 2. This proposal expires 30 days from the date hereof but may be accepted at any later date at the sole option of the Company. 4. Terms of Payment - Final and complete payment for all work performed herein shall be made within 30 days of invoice date.
