RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute
for and on behalf of the City of Lubbock, Amendment No. 2A to LBB Contract No. 15200.2,
by and between the City of Lubbock and RS&H for IT & Security Revisions at the Customs
and Border Relocation at the Lubbock Preston Smith International Airport, and related
documents. Said Amendment is attached hereto and incorporated in this resolution as if fully
set forth herein and shall be included in the minutes of the City Council.

SCOPE OF WORK
PROJECT DESCRIPTION
The City of Lubbock (the Airport) has requested that RS&H (Consultant), under the On -Call
Agreement #: 15200 amend the LBB Contract 15200.2 to incorporate IT & Security design
revisions which were requested by Customs and Border Protection (CBP) for the relocation of
the CBP facility in which construction has already commenced.
Based on a revised site assessment, CBP has lowered the physical and IT security standards for
the relocated General Aviation Facility (GAF) and no longer requires IT & Security Systems to be
connected to its network as previously planned and designed. The Project is currently in
construction; therefore, the project design team must revise the design and specifications of the
IT and Security System for the new LBB GAF. The Contractor has temporarily withdrawn from
procurement of IT and Security Equipment in anticipation of these changes. The construction
thus far has included only provisions (conduit) for exterior security items. Interior construction
thus far has included only the installation of stud walls that are currently open, pending the
resolution of this issue.
The following professional disciplines/services/specialties are expected to play a significant role
in the development of the Project:

o Communication Systems (IT/Infrastructure, Information Displays, Master
Antennae Television System)
o Security (Access Control, Video Surveillance, Intrusion Detection)
o Addressable Fire Alarm (Mass Notification)
The Consultant design team is made up of the following professionals:

SCOPE OF WORK
This proposal is to provide design, bidding assistance, and construction period services for
revising security and IT systems designed for the LOB COP GAF. In reference to the 01/1/2023
CBP and Airport Approved Meeting Minutes (Revised 02/08/2023), the scope includes provisions
for the following general summary items:
• Revise the Physical Access Control System (PACS) design drawings and specs from
(Hirsch) connected to CBP Network to be Genetec Security Center connected to the
Airport security network via a new wireless connection (from the GAF roof to the terminal
building).
o Doors will be accessible using Airport Issued Badge restricted to CBP personnel
and designated Airport maintenance staff.
Revise the Video Management System (VMS) from Vicon connected to the CBP network
to be Genetec Omnicast integrated into the Airports Genetec Security Center. Cameras
will be programmed to automatically queue up during alarm events within the camera's
view.
o Revise the video intercom system from the stand-alone network to be connected
to the Airport security network and interactions recorded on the VMS.
o The design will make provisions for exterior cameras to be shared with the
Airport comm center, and CBP logins will be given primary control of any
movable (PTZ) cameras.
o Interior cameras will be configured in a separate partition and restricted to
viewing by CBP personnel when the facility is in operation. After hours, cameras
may be viewed by Airport comm center personnel monitoring the facility.
o The design will provide video storage with space for a minimum of 30 days of
local recording in the LAN room.
Revise the design to provide a PACSNMS workstation in the General Office with dual
monitors and speakers for local monitoring.
Revise the intrusion detection system (IDS) to be monitored by the Airport comm center.
o Primary monitoring will be via the Airport network (wireless connection from the
GAF roof to the terminal building).
o Secondary monitoring — Cellular auto -dialer to the Airport comm center.
Revise the LAN Room layout to be divided with a Chain -link Fence and sliding gate
(controlled via a restricted key). The Front Half of the room will house the Access Control
and video surveillance systems, and the Back Half will support CBP Circuits and data
equipment and be restricted to CBP Personnel Access.
o Provide space for future radio equipment.
o Provide one lockable rack for ACSNMS network equipment.
o Provide one full -depth shelf per equipment rack.
• Revise the communications drawings to include an analog FAX Line in the General
Office. Standard CBP data outlets will be revised to two (2) blue CAT6A outlets on a four
(4) position faceplate. White CAT6A outlets for voice communications will be omitted.

o An additional WAP data outlet will be added in the electric room for an Airside
access point.

Funding Expectations — This Project was originally Bid on (04/07/2022) and was awarded to
the lowest, most qualified Bidder (Tommy Klein (TK) Construction) for $2,728,000.00. The IT &
Security revisions requested by CBP came after the construction project commenced and will
require an adjustment to the Consultants compensation and the issuance of a Change Order
request to the Contractor.
Project Duration — The Project had an original (7) Month construction schedule with a
04/07/2023 Substantial Completion Date and a 06/06/2023 Final Completion Date. The
planned IT & Security revisions are expected to extend the construction schedule by (8) weeks.
This schedule extension will allow the Consultant team to incorporate the design changes into a
revised set of Construction Documents and provide the Contractor time to price and procure
items related to the design revisions. Changes in the Consultant's efforts not outlined in this
scope may require adjustments to the compensation indicated in this proposal.

Part A:
II PROJECT TASKS
TASK 1 100% CONSTRUCTION DOCUMENTS REVISIONS
The 100% Construction Documents (Plans and Specifications) will be revised according to the
CBP-approved modifications outlined in the Project Description. Specific task items are as
follows:
Task 1.1 IT & Security Design Revisions
The Consultant shall review all IT & Security related revision comments received from (the
Airport and CBP) and incorporate applicable comments into plans and specifications to prepare
a revised 100% Construction Document set.
Task 1.2 LAN Room Plan Revisions
The Consultant shall make plan revisions to the LAN Room to create separate CBP LAN Room
and Supplemental LAN Room spaces.
Task 1.3 Quality Control Review
The Consultant shall conduct in-house quality control reviews of this construction document
stage submittal. The review shall cover the design plans and technical specifications before
submission to the Airport. The Quality Control review will be performed as follows:
N Independent OC Review — An independent Architect/Engineer not actively involved in
the Project will review for readability, accuracy, appearance, and acceptability.
�} Independent Technical Peer Review — for each discipline associated with the Project, an
Architect/Engineer not actively involved will review the documents for alignment with
design methodologies, calculations, and code compliance.
p Constructability Review — a comprehensive look at the Project to ensure alignment
between plans and specifications, phasing impacts, [potential conflicts, etc.
Discipline Coordination Review — an interdisciplinary review to ensure coordination of
elements between disciplines.
b BIM Manager Review — review and assessment of the status of the Revit model and
ensure proper coordination. Includes clash coordination meeting to be attended by a
representative from each discipline.
Task 1.4 100% Construction Document Set Revision Submittal
The Consultant will prepare and submit the following electronic files to the Airport and CBP:

Task 1.5 100% Construction Document Review Meeting
The Consultant shall coordinate and attend one (1) Document Review Meeting (Virtually) with
the Airport and CBP to review the revised Construction Document set. Within two (2) weeks of
the meeting, the Airport and CPB will provide any additional written comments to the
Consultant that may result in minor design revisions for incorporation into the revised
construction document set.
Task 1.6 Project Management
The Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the team's efforts, including assembly and coordination of all
documentation.
TASK 2 CONSTRUCTION ADMINISTRATION SERVICES
The scope and fee proposed under this task are based upon an estimated extended
construction duration of eight (8) weeks. The scope and fee may need to be modified should
the construction duration exceed this time. Specific task breakdowns are as follows:
Task 2.1 RFI/Substitutions/Submittal Review
The Consultant shall review and respond to Request for Information (RFI's), substitution
requests, shop drawings, samples, and other submissions furnished by the Contractor and
submitted to the Consultant. The Consultant Project Manager shall review and approve as
required. The Consultant will utilize Procore for tracking, reviewing, and responding to RFIs and
submittals. Submittal review will be limited to the initial review and a single resubmittal.
Task 2.2 Construction Progress Meetings & Site Visits
The Consultant RPR will be on -site for four (4) meetings. Members of the Consultant Team shall
participate in bi-weekly construction coordination meetings throughout the extended
construction duration (4 meetings total). All other Consultant Team Members will participate via
teleconference except for one (1) Site Visit by Senior Architect paired with a regularly scheduled
bi-weekly construction coordination meeting.
Task 2.3 Change Directives and Change Notices
The Consultant will prepare documentation to issue Change Directives and Change Notices with
the approval of the Airport. Changes that require additional design and documentation effort
from the Consultant will be handled through an amendment to the contract. No changes will be
executed, and no work progress associated with those changes without prior Airport approval.

Task 2.4 Project Management
The Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the Consultant team's efforts, including assembly and coordination of

Task 3.1 On -Site Resident Project Representation (RPR)
The Consultant shall provide an On -Site Representative for Construction to monitor and inspect
construction projects to verify that they are built in accordance with specifications, building
codes, and contract documentation.

VII ASSUMPTIONS AND EXCLUSIONS
The following assumptions have been made for this Scope of Work:
,f Assumption 1: City, Airport, and CBP will complete a review of the revised construction
document set in (10) calendar days. Reviews will be comprehensive, and the revised
construction document set will not be finalized and issued to the Contractor until
comments are received.
Ml Assumption 2: Design revisions will consist of items outlined in the Project Description of
this document and the 01/1/2023 CBP and Airport Approved Meeting Minutes (Revised
02/08/2023).
,y Assumption 3: Construction phase services for the design revisions will commence
immediately after the Consultant has issued the revised Construction Document set to
the Contractor.
The following items are excluded from this Scope of Work unless otherwise noted:
f> Design Modification beyond what is summarized in the Project Description and the
01/1/2023 CBP and Airport Approved Meeting Minutes (Revised 02/08/2023).
» Fees associated with Permitting.
�} RS&H will only perform services/work related in any way to PFAS chemicals or
substances possibly containing PFAS chemicals (including but not limited to sampling,
handling, and remediating) to the extent the Lubbock Preston Smith Int'I. The Airport
specifically directs, in writing, RS&H to perform such services/work, and RS&H shall not
be liable for the nonperformance of such services/work.
VIII PROFESSIONAL SERVICES FEE AND FEE TYPE
RS&H will provide Task 1 (Part A) services for a Fixed Lump Sum Fee of $2S,894.S7, a Task 1 and
3 (Part 8) services fee Not to Exceed $22,434.80, a Reimbursable Expense budget of $1,227.00
for a total of $49,SS6.37. See Attachment B for a breakdown of costs.
Should scope items/activities/efforts/durations be modified at the request of the Airport or need
to be adjusted based on the design/construction schedule, the Consultant Team will need to
modify the fee to accommodate the changes. Such changes will be compensated through an
amendment (Additional Services requested by the Consultant) to the Task Order or similar
vehicle. Effort, fee, and schedule adjustments resulting from a change in scope will be assessed
and approved by the Airport before the execution of the change.
