Department Application - TFS Urban Forestry Partnership - 06_24_1999Resolution No. 6409 June 24, 1999 Item No. 28 RESOLUTION WHEREAS, the Texas Forest Services has established an Urban Forestry Partnership Grant Program, the goal of which is to develop long-range urban forestry programs in communities across Texas; and WHEREAS, the stated purpose of the program is to support new initiatives, to expand existing programs, and or foster activities that would not occur without grant funds. Types of projects eligible for funding include Program Development, Information and Education, and Demonstration or Site -Specific Projects; and WHEREAS, citizen surveys conducted in 1998 rated trees as high priority for parks. Residents often express interest in donating trees for park planting; and WHEREAS, excellent general reference materials for trees are available however, these materials do not address conditions encountered in Lubbock and rarely provide adequate graphic representation of trees that are best suited for planting in Lubbock; and WHEREAS, the City Council desires to apply grant funds to develop reference materials specific to parks and the Lubbock area. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Parks and Recreation Department is hereby authorized to apply to the Texas Forest Service for an Urban Forestry Partnership Grant which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. Windy Sitton, Mayor Name and Title of Autho ' d Represe, rive Signature of Authorized Representative Date URBAN FORESTRY PARNTERSHIP GRANT PROPOSAL TREE PLANTING GUIDE FOR THE LUBBOCK AREA Part II, ORGANIZATIONAL GOALS PROPOSAL The City of Lubbock Parks and Recreation Department proposes the development of a tree planting guide for the Lubbock area. The purpose is to provide a tree planting pamphlet and poster size visual guide to the 20 —25 trees that are best adapted to planting in Lubbock. The poster will be provided as a foldout within a narrative pamphlet that provides information on tree selection, site suitability, planting procedures, post planting care, and recommended pruning practices. ORGANIZATION BACKGROUND The City of Lubbock is a diverse organization comprised of more than 30 departments that provide a wide range of services to Lubbock's residents. Services ranging from youth and adult recreation programs, cemetery management, park development, and park management are provided by Lubbock's Parks and Recreation Department. The department's Park Maintenance section is responsible for the management of parks and the grounds of municipal facilities. One major responsibility is the planting and care of the more than 10,000 trees located on city parks, select thoroughfares, and city facilities. Trees are a key component of Park Maintenance's mission to: ♦ To provide and maintain a useable, attractive, and safe system of parks and facilities that are accessible and responsive to customer needs at neighborhood, community, and regional levels. Citizen surveys conducted in 1998 reflected a significant interest in trees as residents rated trees as a high priority for parks. Trees provide attractive and useable settings they desire. Lubbock resident's interest in tree planting is also reflected by an increasing interest in donating trees for park planting. One donor, the Chapman Forestry Foundation, has provided $45,000 over the last 3 years and has committed to providing an additional $40,000 over the next 2 years. Although knowledgeable individuals manage the Chatman Forestry Foundation, oftentimes other donors are interested in specific types of trees that are not suitable for Lubbock's climate or park soils. While excellent reference materials are available for general information, these materials do not address conditions encountered in Lubbock and rarely provide adequate graphic representation of trees that are best suited for planting in the city. As a result, it is oftentimes difficult to provide adequate information so that they understand why certain species are not desirable in Lubbock and to help visualize the appearance of trees that are suitable. While interest in tree planting has become increasingly important to Lubbock's residents, many trees planted in the community are not suited to the local climate or soils. Additionally, in the past trees were frequently planted in locations they were not well suited for, resulting in street and walkway damage. Lubbock's City Council recognizes the benefits of tree planting and has consistently provided funds to plant more than 275 trees per year for the past 5 years. In addition to park plantings, the City Council is Interested in community tree planting. To encourage plantings that will be successful and provide a positive approach the City of Lubbock passed the Page 2 of 3 City of Lubbock Urban Forestry Partnership Grant Proposal Thoroughfare Beautification Ordinance in January 1999. This ordinance grants Parks and Recreation the authority and responsibility for all trees located along parkways, right-of-ways, thoroughfares, and other public areas as well as parks. In addition, the ordinance directs the Parks and Recreation Board to study, investigate, counsel and advise the Parks and Recreation Manager in developing and/or updating a written plan for the care, preservation, pruning, planting, removal or disposition of trees in parks, along streets and in other public areas. PROJECT GOALS The Tree Planting Guide for the Lubbock Area has three primary goals which are as follows. ♦ To serve as a guide to tree species typically accepted for park donation and to help the donor visualize their appearance. ♦ To serve as a vehicle to communicate regulatory information in a positive manner. ♦ To provide Lubbock residents with a community specific guide to trees best suited to Lubbock's climate and soils, tree location criteria, and ongoing tree care. An additional benefit will be derived from the proposed Tree Planting Guide for the Lubbock Area is its use as a reference and training aid for new employees engaged in both tree maintenance operations and other types of park maintenance activities. PART III, PROJECT WORK PLAN PROJECT EXECUTION The Parks and Recreation department anticipates the proposed Tree Planting Guide for the Lubbock Area will require the following activities. ♦ Selection of tree species to be included —October to December ♦ Development of narrative information — January to February ♦ Selection of tree specimens to be digitally photographed — March to May ♦ Digital photography and graphics layout — June to July ♦ Submission to printer —August ♦ Distribution — September PARTICIPANTS Parks and Recreation staff members will be the lead agents for the proposed project. It is anticipated that staff members will coordinate meetings with interested groups including the Parks and Recreation Board, Keep Lubbock Beautiful, the Lubbock Memorial Arboretum Foundation, local nursery representatives. Additionally, Parks and Recreation staff will be responsible for the development of narrative information, digital photography, graphics layout, and the bid process for printing the final copy. It is anticipated that input from Boards and Agencies will primarily consist of input on the selection of species to be included and the location of representative specimens, critiques of narrative information and graphics layout, and with the distribution through their respective organizations. Oversight and guidance of the project will be provided by the Parks and Recreation Manager who has more than 20 years experience in the Parks and Recreation field. Additionally, the Managing Director of Civic Services who is responsible for Parks and Recreation as well as other city services such as Fine Arts, Civic Center, and Libraries will review the project prior to its submission for printing. Based on the estimates they provided, it is anticipated that all $10,000 of the requested Federal Funds will be spent on the cost of printing the Tree Planting Guide for the Lubbock Area. IN KIND CONTRIBUTIONS In kind contributions are based on the estimated amount of time that will be spent on the proposed project by Parks and Recreation personnel. The cost with benefits for the time spent by department personnel is estimated at $7,500. PROJECT COMMUNICATION Parks and Recreation plans to distribute the Tree Planting Guide for the Lubbock Area through its office and recreation centers, through contributing organizations, Lubbock United Neighborhood Association, other interested civic organizations, and through local nurseries.
