HomeMy WebLinkAboutResolution - 2001-R0235 - Resolution Waiving Right To Apply For Juvenile Accountability Incentive Grant - 06_14_2001Resolution No. 2001-RO235 June 14, 2001 Item No. 62 RESOLUTION WHEREAS, certain block grant funds in the amount of Ninety Three Thousand Three Hundred Three and No/100 Dollars ($93,303) (the "Funds") is designated for allocation to the City of Lubbock through the Criminal Justice division of the State of Texas; and WHEREAS, the City of Lubbock desires to waive their right to apply for a Juvenile Accountability Incentive Block Grant; and WHEREAS, the City of Lubbock designates Lubbock County as the recipient of the Funds; and WHEREAS, the City of Lubbock agrees to appoint one member to serve on the Juvenile Crime Enforcement Coalition created by the County of Lubbock; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock hereby waives its right to apply for a Juvenile Accountability Incentive Block Grant and designates Lubbock County as the recipient of the Funds. Be it further resolved that the Juvenile Sergeant of the city of Lubbock Police Department is hereby designated to serve on the Juvenile Crime Enforcement Coalition as created by the County of Lubbock. Knight 11.1 Assistant City Attorney JMK:cp Cityatt/John/JuvenileAccountabilityBlockGrant-2.res & ccdocs June 5, 2001 Resolution No. 2001-RO235 Application Waiver for the Juvenile Accountability Incentive Block Grant City of Lubbock waives its eligibility to apply for a separate (Name of city, county or Native American Tribe) grant, but would like to designate County of Lubbock as the (Name of the jurisdiction to receive waived funds) recipient of the allocated amount. The City Council of City of Lubbock (Name of jurisdicition waiving funds) has passed a resolution that waives the right to apply, names County of Lubbock (Name of jurisdiction to receive waived funds) as the designee for the waived funds, agrees to participate in the Juvenile Crime Enforcement Coalition (JCEC) created by the designee and names the representatives to serve on the designee's JCEC. City of Lubbock has provided a (Name of jurisdiction waiving funds) copy of the resolution to the designee to include in their application for the JAIBG funds. Knight Assistant City Attorney JMK:cp Cityatt/John/JCEC.waiver-2 May 23, 2001 Regular City Council Meeting June 14, 2001 JAIBG JUVENILE CRIME ENFORCEMENT COALITION PLAN On June 24, 2001, a JAIBG Juvenile Crime Enforcement Coalition met to conduct a needs assessment to determine priority areas for the investment of the JAIBG funds. The coalition, consisting of police, educators, juvenile justice agency officials, youth service providers, and community leaders, developed a coordinated enforcement plan that provides the basis for distribution, and expenditure of these JAIBG funds. After much consideration, the coalition proposed that it would be most beneficial to Lubbock County citizens for the City of Lubbock to waive its funding to Lubbock County, specifically to the Lubbock County Juvenile Justice Center, whereby the funds would be used to support the following programs (details included in attachments): 4th Corp Program Program for At -Risk Students (PAS) & Juvenile Justice Awareness Summer Program Counseling and Needs Assessment Program for JJAEP students Drug and Alcohol Program for JJAEP students Counseling & Substance Abuse Education Services for LCJJC It is believed that by collaborating with the various agencies involved, staff will be able to reduce juvenile delinquency, and prevent next - generation Lubbock youth from entering the juvenile justice system. The community as a whole will share in the responsibility of supervising, teaching, and supporting the positive development of these youth while holding the juveniles accountable for their wrongdoings. Staff recommended approval of this resolution. (63.) Resolution No. 2001-R0236/BID #2001-SD001— Bus Route Signs (Citibus). This bid is for the purchase of 850 bus route signs to be used by Citibus. The new signs will be placed on the newly implemented Route 25 (East/West Express), and they will replace outdated signs on other routes. Low bid to meet all specifications was Sign Pro at a price of $49.62 per sign, or $42,177 for 850 signs. The signs are to be delivered 30 days after receipt of the order, barring any complications. The Federal Transit Administration will cover 80 % of this amount and the remaining 20 % will come from this year's Citibus budget. No additional funding will be needed from the City of Lubbock. Citibus recommended that Bid #2001-SD001 be awarded to Sign Pro for $49.62 per sign, or total cost of $42,177. 54
