HomeMy WebLinkAboutResolution - 2001-R0066 - Establishment Of Sister Cities Commission_Municipal Partnerships - 02_22_2001Resolution No. 2001-R0066 February 22, 2001 Item No. 34 RESOLUTION WHEREAS, it is the opinion of the City Council that the best interests of the citizens of the City of Lubbock would be served by the creation of a Sister Cities Commission; and WHEREAS, the desired outcome of said program is to increase global cooperation at the municipal level, stimulate economic development and promote cultural understanding; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby creates and establishes a Sister Cities Commission charged with developing municipal partnerships between similar jurisdictions in other nations, creating an atmosphere in which economic and community development can be implemented and strengthened. SECTION 2. THAT the composition of the Sister Cities Commission and the terms of its members shall be as follows: a) The Sister Cities Commission shall consist of twelve (12) members. Memberships shall be assigned by the City Council to representatives of Lubbock's educational institutions, governmental institutions and private sector organizations, including chambers of commerce. b) Terms shall be for two years. However, eight (8) of the initial appointees shall have one-year terms as determined by the City Council. Members shall serve until such time as their successors are appointed and qualified. SECTION 3. THAT the Sister Cities Commission strategies and goals shall be established as follows: a) At the beginning of each calendar year, annual goals for the Commission shall be established by the membership of the Commission and approved by the City Council. b) The Commission shall assist the City Council in developing Sister City relationships that promote all aspects of the City of Lubbock and the people who represent our community through economic and business development, art and culture. The Commission also may assist the City Council in organizing youth and adult trips and exchanges with Sister Cities. The City Council shall provide the Commission with direction, vision and overall mission. c) The Commission shall develop municipal partnerships between cities and similar jurisdictions in other nations in order to create environments through which communities can creatively learn, work and solve problems together by means of reciprocal business, municipal, educational and technical exchanges. d) The Commission shall create an atmosphere in which economic and community development can be implemented and strengthened. e) The Commission shall collaborated with domestic and foreign organizations, including educational institutions, which share similar goals to establish and maintain Sister City relationships. f) The Commission shall focus on revitalizing and improving established Sister City relationships, and work with other organizations to create new Sister City relationships. SECTION 4. THAT the City Manager may appoint a member of the administrative staff as the staff liaison for the Sister Cities Commission. The staff liaison may provide such administrative assistance and supplies as may be necessary to assist the Commission in carrying out its strategies and goals.
