RESOL1UTION
WHEREAS, the City Council of the City of Lubbock is vitally interested in the
future economic health of Lubbock and the South Plains region of West Texas; and
WHEREAS, the foundation of the economy of the South Plains area is
agricultural production, most particularly, the production of cotton; and
WHEREAS, the Texas Boll Weevil Eradication Foundation has called an election
to hold a referendum among the cotton producers and landowners in the 10-county area
surrounding Lubbock County, known as the "Southern High Plains/Caprock Eradication
Zone," in order to determine whether the cotton producers and landowners in this area
will assess themselves in order to finance a boll weevil eradication program; and
WHEREAS, this 10-county area produces an average of 900,000 bales of cotton a
year which when turned over in the economy has an average annual impact in excess of
$1 billion on the residents and businesses of this region; and
WHEREAS, it is of extreme importance to the future well-being of the region's
economy that the current serious boll weevil infestation be brought under control as soon
as possible; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby endorses the efforts of the
Texas Boll Weevil Eradication Foundation to secure passage of a boll weevil eradication
program in the Southern High Plains/Caprock Eradication Zone, and further encourages
the Texas Boll Weevil Eradication Foundation to give this area the highest possible
priority in undertaking the necessary steps to eradicate the boll weevil in this area as soon
as possible.
