RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor Pro Tempore of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an amendment to the 1996-97
Community Development Block Grant (CDBG) Action Plan for the reallocation of programmed
funds and all related documents. Said amendment is attached hereto and incorporated in this
Resolution as if fully set forth herein and shall be included in the minutes of the Council.
Passed by the City Council this 7th day of November 19 6.

1996 RECOMMENDED REALLOCATIONS
FROM CONTINGENCY FUNDS
CDBG PROGRAM
Barrier Free Living- CDNI $ 100,000.00
This program will assist persons with disabilities that have self care and mobility
limitations. The program would include needed structural changes to dwellings
such as the installation of wheelchair ramps, the lowering of kitchen cabinets, the
lowering of light switches, widening of doors, installing bathroom grab bars, and
other special accessibility improvements. Anticipated number served will be 20
households.
Roofing Revolving Loan Fund- CDNI $ 100,000.00
This program would help low/moderate income households who are in need of
roof repairs which could pose a threat to the health and safety of a family. A
return of income will be generated by providing a grant/low interest loan to each
qualified household assisted (based on a sliding scale). The project will be offered
on a city wide basis and we anticipate assisting 30 households.
Relocation Assistance - Community Development $ 20,000.00
The original relocation program expended $130,000 to remediate relocation
findings from the department of Housing and Urban Development. Costs of
locating the displaced persons, costs of previous displacement and relocation of
those persons, and legal fees have caused the Department to request these
additional funds. The anticipated date of completion is January, 1997.
Emergency Home Repair - Community Development $ 75,000.00
This additional allocation would help low to very low income households who are
in need of emergency repairs which could pose a threat to health and safety issues.
Repairs might include heating units, water heaters, gas lines, water lines, sewer
lines, and electrical repairs. The project will be offered on a city wide basis and
plans to assist an additional 30 households.

CDBG PROGRAM
Alley Clean-ups $ 40,000.00
This project proposes to provide funds for the clearance of trash and debris from
CDBG eligible neighborhoods in an intensified effort to clean-up these areas.
Neighborhood residents will be solicited to assist in these efforts through volunteer
labor.

CDBG PROGRAM
Rodgers Community Center Renovations $ 25,000.00
This project proposes to provide additional funds for the renovations to the
Rodgers Community Center which will continue to provide activities and services
for families in the Arnett Benson Community. The building has been found to
contain small amounts of asbestos -containing materials which has prompted this
additional request. The anticipated completion date for this project is May, 1997.
CDBG PROGRAM
Microenterprise Fund - Community Development $ 150,000.00
This project will provide for small business loans to create permanent
low/moderate income jobs. Loans will be leveraged with private funds and
business loans will be targeted toward small, minority, and women -owned
businesses. Income will be generated through the payback of these loans. The
number of clients served will vary depending on the amount of each loan but we
expect to make approximately 10 loans.

CDBG PROGRAM
Housing Contractor Business Loans- CDNI $ 140,000.00
This project will provide loans to create permanent low/moderate income jobs and
provide interim financing for housing contractors. Loans will be leveraged with
private funds and business loans will be targeted toward small, minority, and
women -owned contractors. Income will be generated through the payback of
these loans. We expect to make approximately 28 loans.
CDBG PROGRAM
Environmental Inspection Services - City $ 30,000.00
This additional allocation proposes to pay for the salaries of environmental
inspection workers. The primary service of this code enforcement program is
enforcement of weed, rubbish, zoning, and junk vehicle standards of the City of
Lubbock. This project helps to stabilize all of the Community Development Block
Grant eligible neighborhoods and arrest or prevent slum and blight conditions
within those neighborhoods.
CDBG PROGRAM
Oversight & Monitoring - Community Development $ 45,000.00
This additional allocation of $45,000 will pay for costs associated with
professional services which will be required on Section 108/Economic
Development Initiative underwriting and loan packaging.

CDBG PROGRAM
Contingency Fund $ 250,000.00
This fund will provide reserves for potential recissions, additional projects
throughout the year, and enhanced budgets of any of the projects above. The
allocations are made by City Council action.
