RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, Amendment No. 6 to the
Agreement dated May 22, 1997, by and between the City of Lubbock and Delta Airport
Consultants, Inc. for the design of a R/W 17R-35L Exit Taxiway, and related
documents. Said Amendment No. 6 is attached hereto and incorporated in this
resolution as if fully set forth herein and shall be included in the minutes of the City
Council.

FOR PROFESSIONAL SERVICES
JANUARY 14, 2002
This AMENDMENT NO. SIX (6), dated January 14, 2002 made a part of the Agreement for
Professional Services dated May 22, 1997, between the City of Lubbock, Texas, the OWNER,
and Delta Airport Consultants, Inc., the ENGINEER, for work at Lubbock International Airport,
Lubbock, Texas.
The following revisions and/or additions are made to the original Agreement:
The scope of work to be covered by Amendment No. Six (6) shall be as follows:
TASK 6 - Construct R/W 17R-35L Exit Taxiway (Design and Contract Documents
Services) and
Construct R/W 17R-35L Exit Taxiway (Bidding and Negotiation Services)
ADD the following paragraphs to Article 6:
6.8 Task 6: Preliminary, Design and Contract Documents Phase. It is understood that the
ENGINEER will proceed on the project after a Notice to Proceed from the OWNER.
The schedule will be as follows:
Design and contracts Documents Phase —120 Calendar Days
6.9 Task 6: The Bidding and Negotiating Phase shall be scheduled as mutually agreed
between the OWNER and the ENGINEER.
ADD the following paragraphs to Article 7:
7.19 Task 6: Construct R/W 17R-35L Exit Taxiway (Design and Contract Documents Phase
and Bidding and Negotiating Phase). For services outlined, the ENGINEER will be
compensated on a Lump Sum Basis. The Lump Sum Fee for Design through Bidding
Phases will be $99,946 unless a major change or addition to the scope of work is required
(not caused by the ENGINEER) in which case and amendment to this agreement will be
negotiated by the participating parties. The Lump Sum Fee is based on a cost breakdown
shown in Attachment AMID 6-1. The fee includes the design and contract documents and

bidding and negotiations. The construction observation phase will be covered in an
amendment to this agreement.
7.20 Task 6: Construct R/W 17R-35L Exit Taxiway. Reimbursables and Subcontracted
Services provided by the ENGINEER shall be on a Unit Cost plus Fixed Fee )basis.
Compensation for these services shall be limited to a budget amount of $42,718 unless
written authorization has been received from the OWNER. The budget amount is based
on an Estimated Cost of $38,654 and a Fixed Fee of $4,065 as outlined in Attachment
AMID 6-2.
The following attachments are made part of this Amendment:
Attachment "AMD 6-1" Workhour & Fee Summaries (Task 6)
Attachment "AMD 6-2" Subconsultant RFPs & Proposals (Task 6)
All other provisions of the original Agreement remain unchanged.

Dear Ms. Watkins:
Delta Airport Consultants is requesting a proposal from your firm'to provide Design Aerial Surveys for
the above referenced project at Lubbock International Airport. This project will include design and
construction of an extension to Taxiway "B-1 ": A marked layout of the. Airport is enclosed.
SCOPE OF WORK
Item 1
1. Baseline "R" shall be set as indicated on the enclosed layout, which is the same baseline used on
the Runway keel project. Topographical information, including spot elevations, shall be provided
from Station 75+00 to Station 50+0.0 and to the offsets shown on the enclosed layout.
2 Locations of all utilities within the marked survey area (underground and above) shall be marked
and identified Utility structures shall be given with top elevations. Waterlines and sewer lines
shall be traced to the next junction or appurtenance upstream and downstream outside the project
limits.

3. Ihaipage structures within the marked survey area shalt be given .with top elevations, inverts_ (in
and out for all connections) inside pipe diameters, pipe and manhole construction materials; etc.
Drainage outfall lines existing within the project limits shall be traced to the next junction point
outside the project limits.

4. Please -use the benchmarks at locations indicated on the enclosed layout by the Engineer.
Benchmarks should be substantial enough to withstand weathering and traffic, as applicable.
Item 3
5. A cost for two (2) additional days of design survey should be included separately. This shall
included both field and office time. These services may.. be 'required on short notice to verify
critical elevations.
6. Horizontal control shall be based on NAD .83 state plane coordinates. Vertical control shall be
based on U. S. Coastal and Geodetic Datum NAYD 88 datum. Spot elevations shall be given to
10.01 feet for paved sections and +0.1 feet for turfed sections. Locations of permanent items
within the project limits shall be shown relative to Baseline "R" (horizontal control f0:050).
7. The drawing world shall be oriented with the State Plane Grid Coordinate System.
8. Coordinate ground control with Delta's Aerial Surveyor.
9. Provide a drawing showing all features located within the project limits, including 1-foot
contours, spot elevations, and all planimetric features.
10. - It is requested that four (4) files containing the following information be submitted for our use:
File 1 - AutoCAD.DWG - Planimetrics only files (AutoCAD Release 14 or later)
File 2 - AutoCAD.DWG - Contours only file (AvtoCAD Release 14 or later)
File 3.- AutoCAD.DWG - Breaklines used to generate:the contours. (AutoCAD Release 14
or later)
File 4 Provide an ASCII text point file; in the format: point number, northing, Basting,
elevation, description (P,N,E,Z,D). A points file corresponding' to State Plane Grid
Coordinate System and the same file translated to Baseline "R", station and offset
coordinates is desired.
o No elevations shall be assigned to any lines or objects in the planimetrics file. Only
contours, breaklines and spot elevations shall have elevations assigned to them.
o All spots shall be on one (1) layer and contain an attribute for elevation(s) and point
description.
o All contours shall be continuous polylines with intermediate and index layers (See layer
name list).
o . Please use the attached layer name list to organize existing features.
o All text in the drawing file shall be standard (simplex font), sized to match "Leroy"
standard templates (89, 100, 120, etc.).
o Provide a list of all layer names with line type, color, and other drawing structure .
information.
o Drawing entities shall have color and line type set `BYLAYER' .
o If any non-standard line types or symbols are used inthe drawing, provide a copyof the
necessary code required to load and edit the drawing as submitted:
11. All computer files (drawing files, and ASCII points files) shall be submitted on 15" high density
diskettes or CD's.
12. -Please prepare proposal showing separate line item cost each for Items 1, 2, and 3.
GENERAL
13. If accepted, your proposal shall serve as a basis fora not -to -exceed contract directly with Delta
Airport Consultants, Inc. The proposal should include a fee schedule; estimated work hours,
anticipated non -salary cost and a "not -to -exceed" ceiling figure. A copy of Delta's subconsultant
contract has been attached for your review.
14.'. As soon as your services are complete, your firm should invoice Delta Airport Consultants, Inc.
Your invoice will then be included with the next Delta invoice. Payment for your services will be
forwarded within fourteen (14) days upon receipt of payment from the. Owner. -
15 All crews working. in the active aircraft operational areas shall have aviation band radios and
'monitor the airport Ground Control frequency (121.9 I IM) at all times. All activities on the.
airfield shall -be coordinated with the Owner and the Engineer. It is anticipated that required work
wiHiin the runway safety areas will be accomplished without closing the runways. The work
crews shall be prepared to clear the runway and taxiway safely areas during aircraft operations.'
Please note- that security training for the field crew leader will be required. Security :training .
requires approximaately, one full day. Work shall be scheduled to minimize closures of Runway
17-35. The work crews shall be prepared to clear the Runway and Taxiway safety areas during
aircraft operations as ordered by the Owner.
16. The Airport Manager must be contacted prior to beginning any reconnaissance and/or field work
inside and outside the Airport Security fence or adjacent properties.

17. Since this project is funded by the Federal Government, please confirm that. your firm is in
compliance with the attached Title VI Assurances.
18. Companies whose employees perform work on the airport shall have General Liability- Insurance
with a. minimum coverage of $2,000,000.00.
19. If your firm is a disadvantaged business enterprise (DBE), provide a copy(s) of current
certification by a State or Federal agency(s), preferably where the project is located
Delta is requesting your proposal on or before January 117 2001 It is anticipated that a notice -to -proceed
for your work will be given during March, 2002. Upon receipt of the written notice -to -proceed, it is
requested that a copy of the electronic files for the requested surveys be forwarded to our office within 30
days.

Dear Mr. Peterson;
Delta Airport Consultants, Inc. is preparing a contract for the design of an extension to Taxiway "13-1" at
Lubbock International Airport in Lubbock, Texas. The proposed construction is shown on the enclosed
partial Airport Layout Plan sheet and boring layout. Please provide a -cost proposal fof the following
geotechnical services. .
SCOPE
1. Seven (7) borings will be required in the future Taxiway "13-1 " Extension area. The boring locations
may be adjusted in the field as required to avoid existing utilities, structures, etc., and a§
recommended by the on -site geotechaical engineer. The approximate boring locations and requested
depths are as follows:
Borings Bl —B5 Along the proposed length. of Taxiway `B1", roughly 200' spacing
Borings B6 — B7 Within the project site, at the discretion of the Engineer
For all borings, classification and depth of each soil. group by- the Unified Classification System
(visual method) shall be recorded The approximate depth of water table should be reported. Liquid
limit, plastic limit, in -place moisture content, and sieve analysis of the. existing soil materials shall be
obtained in accordance with normal procedure as necessary to determine suitability for structural fill.
Bag samples' shall be obtained as necessary. to run laboratory CBR`s at optimum moisture and
modified proctor for each soil type. The material shall be analyzed for suitability and for ease of
excavation. -
The depth of existing topsoil should be reported. A sample of the existing topsoil and subsoil shall.
be obtained and a basic soil fertility test completed

2. The geotechnieal report should include all test data, recommendations . concerning the quantity and
quality of rock, if any, the stutability of the soil material for the embankment, design CBR
recommendations, as well as any other pertinent recommendations. The report should be sealed by a
registered professional engineer in the state of Texas.
3. All boring locations shall be reported with station and offset from runway centerline. This work will
be coordinated with the surveyor for the project.
GENERAL.
4. If accepted, your proposal shall serve as a basis for a not -to -exceed contract directly with Delta
Airport Consultants, Inc. The proposal should include a fee schedule, estimated work hours, .and
anticipated non -salary cost.. A copy of Delta's subconsultant contract has been attached for your
review.
5. As soon as your services are complete, your firm should invoice Delta Airport Consultants, Inc.
Your invoice will then be included with the'next Delta invoice. Payment for your services will be
forwarded within fourteen (14) days upon receipt of payment from the Owner.
6. Since this project 'is funded by the Federal Government, please confirm that your firm is in
compliance with the attached Title VI Assurances.
7. Companies whose employees perform work on the airport shall have General Liability
Insurance with a minimum coverage of $2,000,006.
8. All crews working in the active aircraft operational areas shall have aviation band radios and monitor
the airport Ground Control frequency (121.9 MHZ) at all times. All activities on the airfield shall be
coordinated with the Owner and the Engineer. It is anticipated that required work within the runway
safety areas will be accomplished without closing the runways. The work crews shall be prepared to
clear the runway and taxiway safety_ areas during aircraft operations. Please note that security
training for the field crew leader will be required. Security training requires approximately one foil
day.
9. If your firm is a disadvantaged enterprise (DBE), provide a copy(s) of current certification by a State
or Federal agency(s), preferably where the project is located
Delta is requesting your proposal on or before January. 11, 2002 . It is anticipated, that a notice -to -proceed
for your work will be given during March 2002. Upon receipt of the notice -to -proceed, it is requested that
the final geotechnical report be forwarded to our office within thirty (30) days.
