RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, Change Order No. 1 to the
contract between the City of Lubbock and Allen Butler Construction, Inc. for the
extension of the Westport Access Road at Lubbock International Airport, and all related
documents. Said Change Order No. 1 is attached hereto and incorporated in this
resolution as if fully set forth herein and shall be included in the minutes of the City
Council.
Passed by the City Council this 23rd day of January , 2002.

PROJECT NAME: LUBBOCK INTERNATIONAL AIRPORT - EXTENSION OF THE WESTPORT ACCESS
ROAD
DESCRIPTION OF WORK: On November 21, 2001 the project drawings were re -issued to reflect a
change in alignment for the roadway constructed in this project. The original alignment depicted the
connection of Westport Access Road from its existing limits. The revised alignment now runs east of the
Radio Transmitting and Receiving Tower (RTR), instead of west, and the northern limit has been extended to
intersect with Interstate Highway 27. The changes in alignment require the addition of a temporary bypass
road and construction of two gates at the RTR. In addition, a revision has been made in the specifications for
the phasing of the project. This change order is issued to accompany the 11/21/01 re -issued drawings.
You are directed to make the following changes to the Bid Submittal — Unit Price Bid Contract (Exhibit A) in the
Contract Documents:
ADD or MODIFY the following items to accommodate the alignment changes made:
An additional sixty (60) calendar days are required to accommodate the increase in scope. In the original
contract, one hundred eighty (180) consecutive calendar days were provided for full completion. The sixty
additional construction days increase the time for final completion to two hundred forty (240) days. Any
additional work required beyond the two hundred forty days will be subject to the same liquidated damages
imposed in the previous contract.

1.3 SCHEDULING OF WORK
In order to minimize the risk associated with unauthorized entry into the Air Operations Area (AOA)
and to minimize the impact of the new construction on existing airport tenants, the construction
activities shall be phased. Refer to Special Provisions Paragraph SP-5 for requirements when working
within the AOA.
An emphasis should be placed on minimizing impacts to Federal Express and Airborne Express over
the holiday during December.
Phase I — Includes work associated with preparing the site and enhancing airport security. This phase
includes installation of the SWPPP measures, construction of the contractors entrance gate, staging
area and access road to the site. After the staging area is prepared, the Engineer's Field Office should
be delivered to the site and its utilities connected.
Also included in this phase is construction of the new chain link perimeter fencing from the existing
fence near north/south station 11+67 to the existing fence on the south end of the project, and the fence
and gate around the RTR. Prior to construction of the these improvements, the area should be graded
as shown in the roadway sections of the plans. Gate number 25 should be relocated and chain link
fencing should be installed across the opening created in the existing fence during the phase.
After the new perimeter fence is installed and accepted, the existing perimeter fence may be removed.
Phase II — Includes all. work from east/west station 0+00 to the existing perimeter fence near north -
south station 1 ]+67. The work in this phase may be performed concurrently with the work included in
Phase I or the later in the project if the Contractor desires.
A new fence should be constructed from the southern driveway into the Federal Express facility, north
to the existing fence. After the new fence is installed and accepted, the existing fence may be
removed. A portion of the existing fencing materials should be reinstalled at the limits of construction
for the southern driveway into the Federal Express facility. When the area is secure, the automated
cantilever slide gate can be removed and demolition of the existing driveway can begin. If the
perimeter fencing has not already been removed, the Contractor may elect to install another gate in the
existing airport perimeter fence near north/south station 11+67 to make movement between the staging
area and work included in this phase more convenient.
Two-way traffic from Interstate Highway 27 to Federal Express and Airborne Express must be
maintained at all times during Phase II. Traffic control will be the responsibility of the contractor.
Construction of the temporary' road must be completely finished before traffic is diverted from the
existing road. In addition, the temporary crossover to Federal Express must be completed and
vehicular access must be provided to the Federal Express and Airborne Express Buildings as shown in
the plans. Once temporary access is provided, construction may begin on Westport Access Road
between east/west station 0+00 and north/south station 11+67. The existing Federal Express drop box
will need to be temporarily relocated by the contractor to a location provided by LIA.
The Contractor will be allowed 45 days to complete all work associated with this phase.
SECTION 02200
1.1 GENERAL
C. It is anticipated that no borrow material will be required for the construction of this
project. However, if the volume of excavation removed from the construction site is not
sufficient for constructing the project fill to the grades indicated; the deficiency shall be
supplied from borrow sites approved by the Owner's Representative at the Contractor's
expense.

that required to construct the project to the grades indicated, the excess material shall be
delivered to a stockpile area on airport property at the Contractor's expense. The haul
