RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock a Professional Services Agreement for Lubbock
Multi -Purpose Arena Site Analysis and Illustrative Benefit Analysis between the City of Lubbock
and HKS, Inc., attached herewith, which shall be spread upon the minutes of the Council and as
spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully
copied herein in detail.

Re: Professional Services Agreement for Lubbock Multi -Purpose Arena Site Analysis
Dear Mr. Bertram:
HKS is pleased to provide the City of Lubbock with the following services:
I. SITE ANALYSIS
Alternative site arrangements for the arena and its primary elements will be shown in conjunction
with the convention center; a recommended solution will be developed and represented in the form of
a masterplan/conceptual site design drawing.
The site analysis will include:
1. Urban Design Analysis. HKS will conduct studies to define and evaluate the following for
the site:
Urban Features
District boundary/definition/edge conditions
Historic Districts/buildings
View Corridors/focal points
Physical linkage and barriers
Figure ground analysis and building density analysis (F.A.R.)
Street pattern and orientation
Existing on -site building conditions and demolition analysis
2. Masterplan Conceptual Site Design Drawing, The HKS team will prepare a masterplan
showing on -site buildings, site improvements and the larger district area in graphic form
with summary text, including the following:
Buildings: (arena footprints shown in recommended relationship to the convention
center).
Site improvements: (streetscape, landscape, spectator ingress and egress areas,
service access, and outdoor public areas).

Adjacencies: (relationship between arena site and adjacent sites will be shown, i.e.,
peripheral parking areas or other building which may have a direct relationship
with the arena site development).
The City of Lubbock will provide:
Complete information on the site including existing surveys, plats, utility and topographic
drawings to the extent they are available.
Information on historical use of the site
Environmental analysis, if required, and if available.
The City of Lubbock agrees to pay HKS for Site Analysis services as defined above for a fee of $20,000.00.
Reimbursable expenses are in addition to the fee for services and shall not exceed of $1,500.00.
The time period for completing this study will be approximately 4 weeks. The study will be complete by
September 1, 1994, if notice to proceed is given by the City of Lubbock by August 1, 1994.
OTHER PROVISONS WHICH APPLY TO THIS AGREEMENT:
HKS indemnifies the City of Lubbock against all claims and damages arising out of the
negligent acts, errors, or omissions of the Architect with respect to this Agreement.
HKS agrees to maintain professional liability insurance during the term of this Agreement
with a limit of liability of $2,000,000.00 and a deductible which shall not exceed
$350,000.00.
