JOINT ELECTION RESOLUTION
WHEREAS, the City of Lubbock and Lubbock Independent School District are both
required to conduct elections on May 7, 1994; and
WHEREAS, Section 271.002 of the Texas Election Code provides for joint elections
when an election is required upon the same day by two or more political subdivisions
occupying all or part of the same territory; and
WHEREAS, it is deemed to be in the best interest of the citizens residing in the City of
Lubbock and Lubbock Independent School District to have a joint election on May 7, 1994,
pursuant to the above cited provision of the Election Code; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK AND THE
BOARD OF TRUSTEES OF LUBBOCK INDEPENDENT SCHOOL DISTRICT ACTING
JOINTLY:
THAT a joint election of the City of Lubbock and Lubbock Independent School
District be held on May 7, 1994, under provisions of the Texas Election Code and other
applicable law and in accordance with the following agreed terms:
1. That common precinct boundaries and voting places shall be designated by
each governing body so far as is practical and expedient.
2. That a single set of election officers shall be agreed upon and designated by
both governing bodies for the conduct of the election. Such officers shall include those
qualified to service for each individual subdivision.
3. That the election shall be administered by Ms. Betty M. Johnson, City
Secretary of the City of Lubbock, within the city limits of the City of Lubbock with Ms. Patti
Flanagan of Lubbock Independent School District serving as assistant election officer.
4. That there will be early voting conducted April 18, 1994, to May 3, 1994, at
the office of the City Secretary, 1625 13th Street, on weekdays, other than City holidays,
during the regular hours of business of the office of the City Secretary, which are from 8:00
A.M. to 5:00 P.M. Early voting by personal appearance will be conducted at the following
branch early voting locations: South Plains Mall, 6002 Slide Road; Texas Tech University
Center on the Texas Tech University campus; Alderson Junior High School, 219 Walnut;
Albertsons Supermarket No. 4102, 302 University; United Supermarket No. 505, 401 Slide
Road; United Supermarket No. 543, 8201 Quaker Avenue; Pioneer Retirement Hotel, 1204
Broadway; Frontier Living Center, 2101 Avenue Q; Carillon, 1717 Norfolk Avenue; Lubbock
Village, 4601 71st Street; and Lubbock Senior Citizen Center, 2001 19th Street. The hours
and days of voting at the branch early voting locations are as follows:

5. That the preparation of election supplies, contacting of appropriate officials,
publication and all other routine matters for those precincts with voting places within the City
of Lubbock shall be the responsibility of the City Secretary of the City of Lubbock.
6. That each political subdivision shall be responsible for posting its own notices
and maintaining records pertaining solely to its own election as custodian of its own records.
Each political subdivision also shall be responsible for preparing that portion of the ballot
pertaining to its own election and for conducting a "drawing for place on the ballot" for its
own election at a location and time of its own choice.
7. That the official canvassing of ballots and announcements of results shall be
done individually by each governing body, and each political subdivision shall issue its own
certificates of election to the candidates elected to that political subdivision.
8. That in all precincts where there are voters residing outside the jurisdiction of
one of the political subdivisions, but inside the other political subdivision, such voters shall be
given ballots containing only the names of those candidates for whom they are qualified to
vote. Write in votes shall be cast on the ballot at the indicated space.
9. That alternative ballots and separate ballot boxes shall be used for this election
and that the sealed ballot box procedure established by Subchapter C, Chapter 127, Texas
Election Code, shall be used for this election.
10. The City Secretary is hereby appointed as early voting clerk to oversee joint
early voting.
11. That each entity shall pay its proportionate share of the common costs
attributable to the joint election activities necessary for the conduct of the joint election.

ELECTION ORDER
I, DAVID R LANGSTON, Mayor of the City of Lubbock, Texas, by virtue of the
authority vested in me by law, and according to the Charter of the City of Lubbock and the
Texas Election Code, do hereby order that an election be held in the City of Lubbock, Texas,
on the 7th day of May, 1994, such day being the first Saturday of said month, for the purpose
of electing the following officers of the City of Lubbock, Texas:
MAYOR (AT LARGE) (TWO YEAR TERM)
COUNCIL MEMBER DISTRICT NO. 1 (FOUR YEAR TERM)
COUNCIL MEMBER DISTRICT NO.3 (FOUR YEAR TERM)
COUNCIL MEMBER DISTRICT NO.5 (FOUR YEAR TERM)
MUNICIPAL JUDGE DIVISION 1
(AT LARGE) (TWO YEAR TERM)
Said election shall be held at the places in the City of Lubbock hereinafter designated
as voting precincts and voting places on Exhibit A attached hereto and made a part hereof for
all intents and purposes. Voting places shall be open from 7:00 A.M. to 7:00 P.M. and all
voters shall vote in the district of their residence and in the precinct of their residence unless
such precinct shall be consolidated with another precinct for voting as provided by ordinance
or as provided herein by Exhibit A. An electronic voting system shall be used for this general
city election. Said election shall be conducted as a joint election with Lubbock Independent
School District.
The persons set forth in Exhibit B attached hereto and made a part hereof for all
intents and purposes are hereby appointed Judges and Alternate Judges to hold said general
city election on May 7, 1994. Each presiding judge so named is authorized to appoint the
number of clerks authorized by the Election Administrator, which number shall not be less
than two clerks nor more than six clerks. The alternate judges shall serve as presiding judges
in the event that the regularly appointed presiding judge is unable to serve. The alternate
judge shall be appointed by the presiding judge to serve as one of the clerks in the event that
the election is conducted by the regularly appointed presiding judge.
Early voting shall be conducted April 18, 1994, to May 3, 1994, at the office of the
City Secretary, 1625 13th Street, on weekdays, other than City holidays, during the regular
hours of business of the office of the City Secretary, which are from 8:00 A.M. to 5:00 P.M.
Early voting by personal appearance will be conducted at the following branch early voting
locations: South Plains Mall, 6002 Slide Road; Texas Tech University Center on the Texas
Tech University campus; Alderson Junior High School, 219 Walnut; Albertsons Supermarket
No. 4102, 302 University; United Supermarket No. 505, 401 Slide Road; United Supermarket

ELECTION NOTICE
The City Secretary of the City of Lubbock is hereby ordered to cause publication of
this Order and Notice of General City Election at least one time in a daily newspaper
published in the City of Lubbock not more than thirty (30) days nor less than ten (10) days
prior to the General City Election as required by law. The City Secretary shall serve a duly
certified copy of this Election Order and Notice upon each of the presiding judges named in
Exhibit B hereto not later than the seventh day after the signing of this Election Order and
Notice of General City Election or the 15th day before the General City Election, whichever is
later.

Yo, David R. Langston, Alcalde de la Ciudad de Lubbock, Tejas, por virtud de la
autoridad concedida a mi por ley, y segun la Carta de la Ciudad de Lubbock y el Codigo de la
Eleccion de Tejas, por este medio, ordeno que se lleve acabo en la Ciudad de Lubbock, Tejas,
en el dia septimo de Mayo, 1994, tal dia sea el primer Sabado de dicho mes, para el objeto de
eligir los siguientes oficiales de la Ciudad de Lubbock, Tejas:

Dicha Eleccion se llevara acabo en los sitios de la Ciudad de Lubbock de ahora en
adelante designado como recintos electorales y lugares de votar en Expuesta A aqui atada y
hecha parte de esto para todas intenciones y objetos. Los sitios para votar estaran abiertos
desde las 7:00 a.m. hasta las 7:00 p.m. y todos votantes han de votar en el Distrito de su
residencia a no ser que tal recinto sea consolidado con otro recinto como designado aqui en
Expuesta A. Maquinas de votar electronicas seran usadas para esta Eleccion General de la
Ciudad. Dicha eleccion sera condujida como una eleccion unida con el distrito de las Escuelas
Independientes de la Ciudad de Lubbock.
Las persons sentadas en Expuesta B atadas y hechas parte de esto para todas
intenciones y objetos son aqui nombrados Jueces Actuantes y Jueces Suplentes para tener
dicha Eleccion General de la Ciudad en el dia 7 de Mayo, 1994. Cada Juez Actuante esta
autorizado para nombrar el numero de oficios autorizado por el Administrador de la Eleccion,
que tal numero no sea menos que dos oficinistas ni mas que seis oficinistas. Los Jueces
Suplentes serviran como Jueces Actuantes si acaso el Juez Actuante asi nombrado no pueda
servir. El Juez Suplente sera nombrado por el Juez Actuante para que sirva como uno de los
oficinistas en caso que la eleccion sea condujida por el nombrado Juez Actuante.
Las votaciones adelantadas seran condujidas el dia diez y ocho (18) de Abril, 1994,
hasta el dia tres (3) de Mayo, 1994, en la Oficina de la Secretaria Municipal, 1625 Calle
Trece, en dias de la semana, aparte de dias de fiestas designados por la Ciudad, durante las
horas regulares de negocio de la oficina de la Secretaria Municipal, que son de las 8:00 a.m.

Yo, David R. Langston, Alcalde de la Ciudad de Lubbock, Tejas, por virtud de la
autoridad concedida a mi por ley, y segun la Carta de la Ciudad de Lubbock y el Codigo de la
Eleccion de Tejas, por este medio, ordeno que se lleve acabo en la Ciudad de Lubbock, Tejas,
en el dia septimo de Mayo, 1994, tat dia sea el primer Sabado de dicho mes, pars el objeto de

Dicha Eleccion se llevara acabo en los sitios de la Ciudad de Lubbock de ahora en
adelante designado como recintos electorales y lugares de votar en Expuesta A aqui atada y
hecha pane de esto para todas intenciones y objetos. Los sitios para votar estaran abiertos
desde las 7:00 a.m. hasta las 7:00 p.m. y todos votantes han de votar en el Distrito de su
residencia a no ser que tal recinto sea consolidado con otro recinto como designado aqui en
Expuesta A. Maquinas de votar electronicas seran usadas para esta Eleccion General de la
Ciudad. Dicha eleccion sera condujida como una election unida con el distrito de las Escuelas
Independientes de la Ciudad de Lubbock.
Las persons sentadas en Expuesta B atadas y hechas parte de esto para todas
intenciones y objetos son aqui nombrados Jueces Actuantes y Jueces Suplentes para tener
dicha Eleccion General de la Ciudad en el dia 7 de Mayo, 1994. Cada Juez Actuante esta
autorizado para nombrar el numero de oficios autorizado por el Administrador de la Eleccion,
que tat numero no sea menos que dos oficinistas ni mas que seis oficinistas. Los Jueces
Suplentes serviran como Jueces Actuantes si acaso el Juez Actuante asi nombrado no pueda
servir. El Juez Suplente sera nombrado por el Juez Actuante para que sirva como uno de los
oficinistas en caso que la eleccion sea condujida por el nombrado Juez Actuante.
Las votaciones adelantadas seran condujidas el dia diet y ocho (18) de Abril, 1994,
hasta el dia tres (3) de Mayo, 1994, en la Oficina de la Secretaria Municipal, 1625 Calle
Trece, en dias de la semana, aparte de dias de fiestas designados por la Ciudad, durante las
horns regulares de negocio de la oficina de la Secretaria Municipal, que son de las 8:00 a.m.
